November 12-16, 2012 will mark Anti-Bullying Week. It is an ideal way for our students, staff and the entire community to unite and take a visible stand against bullying and to show their personal commitment to safe, secure and respectful schools and communities.
During this week-long campaign, citizens are encouraged to come together to keep children, families and communities safe and violence-free through educational activities, school-wide and community events, parent training, networking and anti-bullying awareness campaigns (through the provision of resources, educational links and presentations).

Approve the RFP recommendations and the contracts for Texas Life Insurance Company and Washington National Insurance Company and cease additional enrollment for existing vendors: Allstate Financial Workplace, CNA Group Benefits, ING Employee Benefits, MassMutual Life Insurance Co., Pre-Paid Legal Services, Inc., and U.S. Legal Services, Inc.
This RFP was developed and reviewed in a public meeting by the Superintendent's Insurance Advisory Committee on March 28, 2012. The purpose of the RFP was to establish accountability through a contractual relationship with carriers offering voluntary employee paid benefits.
The RFP was issued on April 11, 2012. On May 25, 2012, proposals were received from fifteen (15) companies:

The School Board of Broward County, Florida, approved the award of contracts for District Wide Relocatable Buildings (Concrete, Steel & Alternative Buildings), on December 7, 2010, with a contract period of one (1) year from the date of execution, and may, by mutual agreement between The School Board of Broward County, Florida, and the Contractor, upon final School Board approval, be extended for two (2) additional one-year periods, at the sole discretion of The School Board of Broward County, Florida. The School Board of Broward County, Florida, approved the extension of this contract on December 6, 2011, for one (1) additional year, extending the term to December 7, 2012. This item extends the term by one (1) year to December 7, 2013. This is the second and final extension of this contract.

Approve the renewal of the School Board's membership in the Greater Florida Consortium of School Boards.
The Consortium consists of representatives from eleven Florida school boards ? Broward, Charlotte, Collier, Indian River, Lee, Miami-Dade, Monroe, Palm Beach, Pinellas, Sarasota, and St. Lucie. The group is primarily a lobbyist and legislative group that promotes an annual platform to the state lawmakers. Some of the priorities listed by the consortium were adopted as part of the larger Florida School Boards Association?s legislative platform. Earlier this year, the consortium launched a campaign to increase how much money the state allocates to school districts for education, and to provide our children with the resources they need to obtain a quality education and, thereby be in a position to compete in our 21st Century global economy.
This item is being brought forth by School Board Chair, Ann Murray.
Impact to the school district is $3,000. The source of funds is the Board Members' department budget.

Section 1008.331, Florida Statutes, requires Supplemental Educational Services (SES) to be offered to students enrolled in a Title I school and scored a Level 1 or Level 2 on the Florida Comprehensive Assessment Test (FCAT). SES is a program that offers free tutoring to eligible students to increase academic achievement in areas of Reading/Language Arts, Mathematics, and Science.
There are currently 183 State-approved SES providers who are eligible to offer SES services in Broward County, Florida, and have expressed an interest. Parents may choose a supplemental educational services provider for their child(ren) from among the providers approved by the state for their school district.
The current agreements are for the following providers: 1) A.R.M Educational, Inc., 2) A-Z Tutoring Kidz Inc., 3) Above and Beyond Learning, Inc., 4) Achievement Plus Tutoring Services LLC, 5) Aim 4 Success Educational Services, 6) Cathedral Community Development Corporation, 7) Cool Kids Learn Inc., 8) Dominion Educational Services, LLC, 9) Empowering Youth Inc., 10) Learn-It Systems LLC, 11) Learning Centers of Coral Springs Inc.
Vendors can receive up to $1,146.07 per pupil for student tutoring services. This is equal to the per pupil appropriation given the District under the Title I program. Based on the required Title I set aside for SES, it is anticipated that 3,376 students can potentially be served in the 2012-2013 school year. There will be additional contracts forthcoming due to the high volume of approved SES providers.

There are currently 183 State-approved SES providers who are eligible to offer SES services in Broward County, Florida, and have expressed an interest. Parents may choose a supplemental educational services provider for their child(ren) from among the providers approved by the state for their school district.
The current agreements are for the following providers: 1) !"A+" Hope Learns, 2) ! A+ Tutor U, 3) ATS Project Success, 4) Fundamental Core Academic Tutoring & Training Corporation, 5) Kidz Youth Service Inc., 6) Next Level Educational Programs, LLC, 7) Rocket Learning Partners, LLC, 8) Smart E. Pants Academy Corp, 9) South Florida Tutoring, 10) Spirit of Learning Academy, Inc., 11) The Abyssinian Community Development Corporation
Vendors can receive up to $1,146.07 per pupil for student tutoring services. This is equal to the per pupil appropriation given the District under the Title I program. Based on the required Title I set aside for SES, it is anticipated that 3,376 students can potentially be served in the 2012-2013 school year. There will be additional contracts forthcoming due to the high volume of approved SES providers.

FF-5. New Agreement with the University of Central Florida for Science Understanding, Math Mentoring Integrated with Technology (SUMMIT) Trainings
WITHDRAWN
Approve the new agreement with the University of Central Florida. The agreement period is from October 16, 2012 through May 31, 2013.
The attached participation agreement between the University of Central Florida (UCF) and The School Board of Broward County, Florida, will award a total of $155,062 to The School Board of Broward County, Florida, from the Florida Department of Education's (FLDOE) Mathematics & Science Partnership. The grant, entitled Science Understanding, Math Mentoring Integrated with Technology (SUMMIT), will allow the District to have elementary school teachers participate in workshops to be prepared for the Next Generation Sunshine State Standards (NGSSS) and Common Core State Standards (CCSS). The workshops will assist teachers in understanding and unwrapping current NGSSS, present ways of teaching science using the inquiry method, apply the CCSS in literacy and mathematics, and will incorporate lesson study and lesson development. Funds will be used to train 80 elementary grade teachers, purchase 80 training kits, provide stipends or substitute coverage for teachers to attend training, and stipends or substitutes for lesson study implementation. The full training package will involve five (5) days of intensive study and application, followed by two (2) days of collaborative lesson study within a Professional Learning Community (PLC), and culminates with classroom application and observation. The group will then reconvene for further professional learning in a two (2) day follow-up workshop. This agreement is the second phase of professional learning provided by UCF to the district teachers. In phase one, 82 middle school teachers participated in a similar collaborative lesson study, resulting in approximately 200 peer-reviewed inquiry-based STEM lessons contributed for further review to FLDOE and available for implementation in our classrooms.
This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.
The positive financial impact is $155,062. The source of funds is the Florida Department of Education through the University of Central Florida. There is no additional financial impact to the district.

JJ-2. Partnership Agreement with Broward County Board of Commissioners (Water Resources Division)
Approve the partnership agreement with Broward County Board of Commissioners (Water Resources Division) for an initial period of one (1) year commencing December 27, 2012, and approve an appropriation of $193,360 ($48,340 per quarter year) of which 50% is to be funded from the Capital Projects Reserve and 50% from General Fund Unappropriated Fund Balance.
Broward County's water conservation education and outreach program, Water Matters, is part of a Broward County Integrated Water Resource Plan (IWRP). The goals of the IWRP are to coordinate the sources and users of water in Broward County for effective and efficient local water management, minimize dependence on the regional water system, and meet future consumptive use and the natural system's water needs.
The proposed scope of work outlined in the agreement builds upon these achievements and seeks to expand the outreach efforts within the facilities owned and operated by The School Board of Broward County, Florida. The scope of work for consulting services is submitted to provide the delivery of environmental programs and facility improvements with the Broward County school system. The initial term of the agreement is for a period of one (1) year commencing December 27, 2012.
The Broward County Board of Commissioners will execute this agreement after School Board approval.
This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.
The financial impact is $193,360 to be funded 50% from Capital Projects Reserve and 50% from General Fund Unappropriated Fund Balance.
