Requested Action
Approve an additional spending authorization in the amount of $303,930 to the Energy Services Agreement (ESA) with Johnson Controls, Inc. in order to expand the scope of services performed by Johnson Controls, Inc. in maintaining additional heating, ventilation and air conditioning (HVAC) equipment related to the ESA at eight schools.  The services outlined in the expanded scope covers the period of August 1, 2001 through July 31, 2002.


Summary
On March 20, 2001, the School Board approved the First Amendment to the ESA with Johnson Controls, Inc. to implement self-funded energy conservation measures at eight schools intended to reduce energy and utility costs. A part of the energy conservation measures at the subject schools is the installation of new energy-efficient HVAC equipment in addition to the existing HVAC equipment at each site. The current status of the ESA requires that Johnson Controls, Inc. maintain the newly installed equipment and that the District maintain the existing equipment. However, staff has determined that it is in the best interest of the District to consolidate all HVAC maintenance through Johnson Controls, Inc. Section 2.3.2 of the ESA allows for such consolidation. Consolidating all maintenance efforts through Johnson Controls, Inc. will result in the following benefits to the District: provides a fixed, predictable cost for all maintenance and repair of covered equipment, including emergency repairs and necessary equipment replacement costs; provides for a preventative maintenance program at subject schools which will help maximize comfort levels; provides the opportunity for District Maintenance staff to maximize preventative maintenance efforts at other District sites in order to reduce costs, increase equipment life and maximize comfort levels.
