Approve proposed revisions to the high school section of Policy 6000.1:  Student Progression Plan at this first reading.

Summary
Recent legislation (Senate Bill 30A) created two new 18-credit diploma options as one of the strategies for reducing class size. In addition to the standard 24-credit high school diploma, college preparatory and career preparatory diplomas are now options for students. The requirements for the new 18-credit options are identical except for the mathematics requirements. Both require three math credits, but the college preparatory diploma requires three credits at or above the Algebra I level, and the career preparatory diploma requires three credits that include Algebra I. (The career preparatory diploma does not require any career/technical courses.) The 18-credit options both require two credits of foreign language. Local school districts are prohibited from establishing requirements in excess of the state requirements.

Students/parents must be notified of the diploma options, and the decision belongs solely to the student/parent. The legislation is effective July 1 and impacts students for the 2003-2004 school year.

Senate Bill 30A also amends the physical education requirement for the 24-credit diploma by indicating that participation in R.O.T.C. can meet the physical education (but not the personal fitness) requirement. Other new legislation, the ENOBLES Act, allows FCAT exemptions for students with disabilities when the IEP committee determines that the FCAT cannot accurately measure the student_s abilities.

The attached matrix lists the substantive changes. The only changes that are being proposed at this time are those that are needed to bring the district into compliance with the new legislation and a recent SACS change related to transfer of credit. DOE is preparing a Technical Assistant Paper for districts as there are many unanswered questions regarding the new diploma options. Further revisions to the PreK _ 12 Student Progression Plan will be forthcoming in November, as previously planned and discussed with the Board.
