AGENDA FOR SPECIAL MEETING

 

 

This advertised Special School Board Meeting will be conducted by Board Members via electronic communication. The meeting will also be live streamed. Due to the Governor's Executive Order 20-193, public comments will be accepted on all agenda items in the following manner: Any person may present live comments by attending the KC Wright Administration Building's Board Room at 600 Southeast Third Avenue, Fort Lauderdale, FL 33301. In accordance with the Centers for Disease Control and Prevention (CDC) guidelines each person will be required to wear a face covering for their nose and mouth (individuals are responsible for providing their own mask) and remain at least six (6) feet from other attendees upon arrival as they enter the KCW Building and until his/her departure. You may also submit written comments to: Noemi Gutierrez, Supervisor, Official School Board Records, 600 Southeast Third Avenue, Fort Lauderdale, FL 33301 or by e-mail to PublicComment@browardschools.com no later than two (2) hours in advance of the published time of the meeting. Anonymous comments will not be accepted; therefore, each written comment must include the person's name and address. Pursuant to School Board Policy 1100A, in the event a large group of individuals (more than twenty (20)) sign-up to speak on one agenda item, the Board Chair has the authority to adjust the time limit for each speaker to speak less than the three (3) minutes (which is approximately 400 words) usually permitted, and/or limit the overall time speakers will be heard on that item. A maximum of the first ten (10) written submissions (equaling 30 minutes) that address the School Board on general matters of public relevance (non-agenda items) will also be accepted and read into the record. Each submission should specify a topic of the matter being shared and must adhere to the approximately 400 word maximum as noted above.

PURPOSE OF MEETING:  For The School Board of Broward County, Florida to Conduct Official Business of the District, and any other items the Board deems necessary.

 

SUPERINTENDENT'S RECOMMENDATION:

 

Superintendent's Recommendation:

 

1. MOUs between The School Board of Broward County, Florida and the Broward Teachers Union-Education Professionals (BTU-EP) to modify the Referendum Supplements and to implement provisions of the House Bill 641 (Supporting Docs)

 

Adopt the Memorandum of Understandings between The School Board of Broward County, Florida and the Broward Teachers Union-Education Professionals (BTU-EP) to modify the Referendum Supplements and to implement provisions of the House Bill 641 for the 2020-2021 School Year.

 

These MOUs provide the following components for eligible teachers:

 

Effective July 1, 2020, in accordance with House Bill 641, the salary of eligible teachers with a current base salary below $47,500 will be increased to a base salary of $47,500. Teachers whose base salary is more than $47,500 will receive a 1.3% increase. For the 2020-2021 School Year, this agreement provides Referendum Supplements to eligible teachers. Teachers on the Grandfathered Salary Schedule will receive between $5000 to $8500; and teachers on the Pay for Performance Salary Schedule will receive between $500 to $6000.

The estimated House Bill 641 financial impact for eligible employees will generate a total payroll cost of approximately $39,368,656, including fringe benefits and an estimated financial impact of approximately $70,259,495, including fringe benefits for the Referendum Supplements for the 2020-2021 School Year.

 

2. MOU between The School Board of Broward County, Florida and the Broward Teachers Union-Education Support Professionals (BTU-ESP) to modify the Referendum Supplements (Supporting Docs)

 

Adopt the Memorandum of Understanding between The School Board of Broward County, Florida and the Broward Teachers Union-Education Support Professionals (BTU-ESP) to modify the Referendum Supplements for the 2020-2021 School Year.

 

This MOU provides the following component for eligible bargaining unit members:

 

For the 2020-2021 School Year, effective July 1, 2020, eligible employees of the BTU-ESP bargaining unit will receive a Referendum Supplement equal to 3.6% of base salary.

The estimated Referendum Supplements financial impact for eligible employees will generate a total payroll cost of approximately $2,622,188, including fringe benefits for the 2020-2021 School Year.

 

3. 2019-2020 COPA Salary Schedule for Confidential Office Personnel Association (COPA) to modify Referendum Supplements (Supporting Docs)

 

Adopt the amendments of the 2019-2020 COPA Salary Schedule for Confidential Office Personnel Association (COPA) to modify Referendum Supplements for the 2020-2021 School Year.

 

This Agreement provides the following components for eligible employees:

 

For the 2020-2021, effective July 1, 2020, eligible employees of the Confidential Office Personnel Association will receive a Referendum/Equity Supplement equal to 2% of base salary.

The estimated financial impact for eligible employees will generate a total payroll cost of approximately $367,321, including fringe benefits for the additional Referendum/Equity Supplements for the 2020-2021 School Year.
