This Special School Board Meeting will be conducted by Board Members via electronic communication. The meeting will also be live streamed. Due to Broward County Administrator's Emergency Order 20-01, public comments will be accepted on all agenda items in the following manner: Any person may submit written comments regarding noticed agenda items to: Noemi Gutierrez, Supervisor, Official School Board Records, 600 Southeast Third Avenue, Fort Lauderdale, FL 33301 or by e-mail to PublicComment@browardschools.com no later than two (2) hours in advance of the published time of the Special School Board Meeting. Anonymous comments will not be accepted; therefore, each written comment must include the person's name and address. Pursuant to School Board Policy 1100A, in the event a large group of individuals (more than twenty (20) sign-up to speak on one agenda item, the Board Chair has the authority to adjust the time limit for each speaker to speak less than the three (3) minutes (which is approximately 400 words) usually permitted, and/or limit the overall time speakers will be heard on that item.

SUPERINTENDENT'S RECOMMENDATION:

 

1. Reopener Agreement of the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and FOPE (Maintenance, Facilities Service, Transportation and Security Specialists/Campus Monitors) (Supporting Docs)

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and FOPE (Maintenance, Facilities Service, Transportation and Security Specialists/Campus Monitors) for the 2019-2020 school year.

 

This agreement provides the following components for eligible bargaining team members:

 

1) Effective July 1, 2019, FOPE4 bargaining unit employees will receive a 2% increase to the salaries and salary schedules. 2) Effective July 1, 2019, eligible employees of the FOPE4 bargaining unit will receive additional Referendum/Equity Supplements for the 2019-2020 school year, based on additional collections.

The estimated financial impact for eligible employees will generate a total payroll cost of approximately $3,471,585, including fringe benefits and additional allocation of approximately $159,042 for the additional Referendum/Equity Supplements for the 2019-2020 school year.

 

2. Reopener Agreement of the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and FOPE (Secretarial/Clerical) (Supporting Docs)

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and FOPE (Secretarial/Clerical) for the 2019-2020 school year.

 

This agreement provides the following components for eligible bargaining team members: 1) Effective July 1, 2019, FOPE Secretarial/Clerical bargaining unit employees will receive a 2% increase to the salaries and salary schedule. 2) Effective July 1, 2019, eligible employees of the FOPE Secretarial/Clerical bargaining unit will receive additional Referendum/Equity Supplements for the 2019-2020 school year, based on additional collections.

The estimated financial impact for eligible employees will generate a total payroll cost of approximately $1,558,518, including fringe benefits and additional allocation of approximately $71,119 for the additional Referendum/Equity Supplements for the 2019-2020 school year.

 

3. Reopener Agreement of the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and the Federation of Public Employees (FOPE) (Food Service) (Supporting Docs)

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and the Federation of Public Employees (FOPE) (Food Service) for the 2019-2020 school year.

 

This agreement provides the following components for eligible bargaining team members:

 

1) Effective July 1, 2019, FOPE (Food Service) bargaining unit employees will receive a 2% increase to the salaries and salary schedules.  2) Effective July 1, 2019, eligible employees of the FOPE (Food Service) bargaining unit will receive an additional Referendum Supplement from additional collections from the 2019-2020 Referendum Funds.

 

The estimated financial impact for eligible employees will generate a total payroll cost of approximately $539,001 for the 2019-2020 school year, including fringe benefits and additional allocation of approximately $38,581 from additional collections of 2019-2020 Referendum Funds.

 

4. Resolution 20-108 in Support of Council of the Great City Schools Member Districts Request for Additional Federal Funding Due to COVID-19 (Supporting Docs)

 

ADDED

 

Adopt resolution 20-108 in Support of Council of the Great City Schools Member Districts Request for Additional Federal Funding Due to COVID-19.

 

The School Board of Broward County requests that Congress approves new funding for local school systems in the next coronavirus supplemental appropriations bill. There is need for an additional federal allocation of $175 billion in Educational Stabilization Funds to be distributed to the local level through the Title I formula. Congress is also being urged to provide an additional $13 billion for the Individual with Disabilities Education Act (IDEA), $12 billion in additional Title I program funding, $2.0 billion for E-Rate, and emergency infrastructure funds that include public schools.

 

The superintendents of 62 of the largest school districts in the U.S. have sent individually signed letters asking federal lawmakers for financial support to help offset the unexpected costs districts are incurring in providing meal services to students and transforming from school-based to home-based learning in the wake of school closures, including distribution of electronic devices and providing internet connectivity. This resolution supports that action.

 

There is no financial impact to the District.

 

5. Recommendation to Approve Agreement - FY21-101 - Scholastic Book Packs Home Library Initiative (Supporting Docs)

 

ADDED

 

Approve the recommendation for the above Agreement. Contract Term: Upon execution of all parties through October 31, 2020, Six (6) Months; User Department: Early Learning Language Acquisition; Award Amount: $897,284; Awarded Vendor(s): Scholastic, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The initiative is aligned with the District's Strategic Plan Campaigns of Student Experience (Achievement & Equity and College, Career, & Life Readiness) and Student Experiences for All (Prevention, Intervention, & Assistance and Social-Emotional Learning). Through this purchase, forty-seven thousand nine hundred fifty-one (47,951) Pre-k Second-grade developing readers at Broward County District Title I Schools will be mailed a pack of five (5) books with a student journal and family guide. Grade-specific packs will be mailed directly to students' homes to the attention of the student.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $897,284. The funding source will come from Title I Grant. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.
