This advertised Special School Board Meeting will be conducted by Board Members via electronic communication. This meeting will also be live streamed. Due to the Governor's Executive Order 20-150, public comments will be accepted on all agenda items in the following manner: Any person may present live comments by attending the KC Wright Administration Building's Board Room at 600 Southeast Third Avenue, Fort Lauderdale, FL 33301. In accordance with the Centers for Disease Control and Prevention (CDC) guidelines each person will be required to wear a face covering for their nose and mouth (individuals are responsible for providing their own mask) and remain at least six (6) feet from other attendees upon arrival as they enter the KCW Building and until his/her departure. You may also submit written comments to: Noemi Gutierrez, Supervisor, Official School Board Records, 600 Southeast Third Avenue, Fort Lauderdale, FL 33301 or by e-mail to PublicComment@browardschools.com no later than two (2) hours in advance of the published time of this Special School Board Meeting. Pursuant to School Board Policy 1100A, in the event a large group of individuals (more than twenty (20)) sign-up to speak on one agenda item, the Board Chair has the authority to adjust the time limit for each speaker to speak less than the three (3) minutes (which is approximately 400 words) usually permitted, and/or limit the overall time speakers will be heard on that item. A maximum of the first ten (10) written submissions (equaling 30 minutes) that address the School Board on general matters of public relevance (non-agenda items) will also be accepted and read into the record. DD-1. RSM Report - SMART Bond Program Management (Supporting Docs)

 

Receive RSM Report - SMART Bond Program Management.

 

The Office of the Chief Auditor (OCA) engages RSM to perform the quality assurance testing of the SMART Bond owner representative and program manager under a scope determined by the OCA. The current report is the fourth report compiled by RSM for the OCA.

 

The report has two new observations. Management has provided responses that address the risks noted in those observations. Management continues to work on observations noted on previous reports.

The Audit Committee reviewed and approved this report for transmittal to the School Board during their June 18, 2020 meeting.

The Dual Enrollment Articulation Agreement between Broward College and The School Board of Broward County, Florida (SBBC) will provide the opportunity to shorten the time necessary for eligible college-ready students to complete the requirements needed to obtain a degree or certificate. This Amendment to the Dual Enrollment Articulation Agreement between Broward College and SBBC will meet the provisions of the Florida Department of Education Emergency order, 2020-EO-2 dated May 13, 2020.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no additional financial impact to the District.

 

E-2. Recommendation to Approve First Amendment to the Agreement - FY20-085 - Development of Student-Owned and Operated Businesses Curriculum Program (Supporting Docs)

Contract Term: August 1, 2019 through July 31, 2022, Three (3) Years; User Department: Career, Technical, Adult & Community Education (CTACE); Awarded Amount: $255,000; Awarded Vendor(s): Network for Teaching Entrepreneurship, Inc. The NFTE program allows students to experience and learn the development and operation of entrepreneurship. Project-based learning and other guided classroom activities culminate in a regional competition, where students present their business plans and product designs. The purpose of this Amendment is to amend the schools enrolled in the program.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no additional financial impact to the District.

 

E-3. Recommendation to Approve First Amendment to the Agreement - FY20-086 - Business and Entrepreneurial Experiences Curriculum Program (Supporting Docs)

 

Approve the recommendation of the above First Amendment to Agreement. Contract Term: August 1, 2019 through July 31, 2022, Three (3) Years; User Department: Career, Technical, Adult and Community Education (CTACE); Awarded Amount: $144,000; Awarded Vendor(s): Virtual Enterprises International, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This student-centered approach and coaching emphasize project-based collaborative learning with the guidance of a teacher facilitator and a business partner. VEI students establish and manage a virtual company and conduct business with other student “firms” domestically and internationally. The purpose of this Amendment is to amend the schools enrolled in the program.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no additional financial impact to the District.

EE-1. Recommendation to Approve Agreement - FY21-150 - CTE Digital Curriculum Program (Cengage) (Supporting Docs)

 

Approve the recommendation for the above Agreement. Contract Term: Upon execution by both parties through July 31, 2023, Three (3) Years; User Department: Career, Technical, Adult and Community Education (CTACE); Award Amount: $450,000; Awarded Vendor(s): Cengage Learning, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

SBBC will purchase thirty-six thousand (36,000) student access codes for the Cengage Pathways: Career and Technical Education with access to one hundred ninety-four (194) Career and Technical Education (CTE) digital textbooks. Each student code will allow access for one (1) year. This purchase is being made with grant funds that will expire on September 30, 2020.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $450,000. The funding source will come from the Perkins Grant. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-2. Recommendation for Additional Spending Authority - 58-018E - Apple Computers, Software, and Technical Support (Supporting Docs)

 

Approve the recommendation for additional spending authority for the above Piggyback bid. Contract Term: July 1, 2017 through March 31, 2021, Three (3) Years, Nine (9) Months; User Department: District-wide; Additional Requested Amount: $1,300,000; New Award Amount: $3,800,000; Awarded Vendor(s): Apple Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The School Board was awarded funding under the Coronavirus Aid, Relief and Economic Security (CARES) Act, which will be used to purchase technology for Head Start and Early Head Start students and staff. The CARES Act will be used to purchase iPads for the Head Start and Early Head Start program.

 

In addition, Information Technology needs to refresh iPads at Center Schools for Exceptional Student Education.

 

To facilitate the above purchases, additional spending authority is needed.

 

The estimated financial impact to the District will be $1,300,000. The contract award amount was for $2,500,000. The request is to increase the spending authority by $1,300,000, bringing the new contract value to $3,800,000. The funding source for IT ($279,750) is the Capital Budget and the remainder is the CARES Act. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-3. Recommendation for $500,000 or Greater - FY21-090 - Armored Car Services (Cash-In-Transit) (Supporting Docs)

 

Approve the recommendation to award the above Request for Proposal (RFP). Contract Term: August 4, 2020 through July 31, 2021, One (1) year User Department: District-wide; Award Amount: $469,844; Awarded Vendor(s): Mid Florida Armored & ATM Services, Inc.; Small/Minority/Women Business Enterprise: None.

 

The School Board of Broward County, Florida (SBBC), received one (1) responsive and responsible proposal in response to RFP FY21-090 - Armored Car Service (Cash-In-Transit). The District utilized this service for the pick-up and delivery of funds from SBBC's centralized and non-centralized accounts to specified depositories.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $469,844. Funding sources: Schools' operating budget, $135,625; FNSs' operating budget, $334,219. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-4. Recommendation to Approve Agreement - FY21-130 - Reimagining Middle Grades Initiative (Conscious Discipline) (Supporting Docs)

 

Approve the recommendation for the above Agreement. Contract Term: Upon the execution of all parties through December 31, 2021, One (1) Year and Five (5) Months; User Department: Secondary Learning; Award Amount: $139,524; Awarded Vendor(s): Loving Guidance Incorporated d/b/a Conscious Discipline; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The agreement will provide training to middle school teachers, administrators, and staff at the Reimagining Middle Grades summer institute and will hold training sessions throughout the year. Conscious Discipline is a comprehensive social-emotional and classroom management program that uses everyday life events to teach children and adults self-control, conflict resolution, character development, and social skills.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $139,524. The funding source will come from the Community Foundation of Broward Grant. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-5. Recommendation to Approve Agreement - FY21-139 - Dual Enrollment Articulation Florida Atlantic University (FAU) (Supporting Docs)

 

Approve the recommendation of the above Agreement. Contract Term: August 4, 2020 through July 31, 2022, Two (2) Years; User Department: Secondary Learning; Award Amount: $60,000; Awarded Vendor(s); Florida Atlantic University Board of Trustees; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The Dual Enrollment Articulation Agreement between Florida Atlantic University Board of Trustees and SBBC will provide the opportunity to shorten the time necessary for eligible college-ready students to complete the requirements needed to obtain a degree or certificate. As encouraged by Florida Statute (F.S. 1007.235), Florida Atlantic University Board of Trustees and SBBC can enter into a Dual Enrollment Articulation Agreement to offer dual enrollment courses to all eligible secondary school students.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $60,000. The funding source will come from the Secondary Learning Department's Dual Enrollment budget for tuition and The Innovative Learning Department’s Instructional Materials budget. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

F. OFFICE OF ACADEMICS

 

F-1. Cooperative Agreement between The School Board of Broward County, FL (SBBC) and Department of Juvenile Justice (DJJ) Circuit 17 (Supporting Docs)

 

Approve Cooperative Agreement between The School Board of Broward County, FL (SBBC) and Department of Juvenile Justice (DJJ) Circuit 17.

 

To provide educational & transition services for pre-adjudicated, adjudicated and delinquent youth in residential treatment programs, conditional release programs, detention centers, day treatment programs and intervention/prevention programs. The Department of Equity and Diversity is responsible for educational and administrative support services for juveniles who are under the supervision of the Florida Department of Juvenile Justice.

 

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no financial impact to the District. The source of these funds is through the Florida Education Finance Program (FEFP).

 

FF. OFFICE OF ACADEMICS

 

FF-1. State Mental Health Assistance Allocation Plan, School Year 2021 (Supporting Docs)

 

Approve the continued implementation of the Mental Health Assistance Plan that will be submitted to the State for use of funds set aside in Senate Bill 7030. Funding is for support of the expansion of comprehensive mental health services designed to address prevention, intervention, and postvention across the District, utilizing the Multi-tiered System of Support (MTSS) framework of services delivery.

 

Broward County Public Schools (BCPS) recognizes that an inclusive approach to the delivery of mental health services is essential to student success and requires the involvement of our community partners, employees, and families. BCPS Mental Health Assistance Allocation Plan includes detailed information regarding the delivery of evidence-based mental health services; current supports that address mental health needs; collaborative partnerships with community providers and agencies; and the process for coordinating mental health services with a student's primary care provider and other mental health providers.

 

The District is expected to receive approximately $7 million in categorical funding to support the expansion of Mental Health services (SB 7030: Public Safety). Sixty support positions were funded as follows: 10 school counselors, 10 school psychologists, 10 school social workers, 10 behavior analysts, 10 family therapists, 5 nurses, and 5 EAP counselors.

Workforce Education fees are established by the Legislature in the General Appropriations Act. The School Board must annually adopt a Postsecondary Fee Schedule, which includes fees for Community Education programs determined by the District. Annually, over 130,000 students enroll in Career, Technical, Adult and Community Education programs, courses and activities.

 

The positive financial impact to the District is estimated to be $7,000,000. The source of funds is adult student fees. There is no additional financial impact to the District.

Pursuant to Section 1002.33(20)(b), F.S., Venture Design, under the leadership of the Innovative Programs Design/Support Department, has negotiated the terms of these Premium Services Agreements for fee-supported services to charter schools. The attached Agreements delineate the negotiated terms and the structure and components that comprise the services purchased by the listed governing boards. Pursuant to Section 1002.33(20)(b), F.S., Venture Design, under the leadership of the Innovative Programs Design/Support Department, has negotiated the terms of these Premium Services Agreements for fee-supported services to charter schools. The attached Agreements delineate the negotiated terms and the structure and components that comprise the services purchased by the listed governing boards. Copies of the supporting documents are available online via the Broward County Public Schools eAgenda.

 

These Agreements have been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated positive revenue to the District for these 2020-2021 Premium Services Agreements will be based on the actual number of services requested and delivered to the pertinent charter schools.
