Employees are recommended for supplemental pay positions by Principal or department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for 2019/2020 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability.

The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements. Individuals listed meet the requirements for the Supplemental Positions.

 

Funding has been budgeted in the 2019/2020 school/fiscal year for all the supplements through June 30, 2020.

State Board of Education Rule (SBER) 6A-1.0503 Definition of Qualified Instructional Personnel requires out-of-field teachers to be School Board approved and complete mandated out-of-field training. Teachers out-of-field due to the English for Speakers of Other Languages (ESOL) Multicultural Education Training Advocacy (META) Agreement are required to complete five (5) courses within six (6) years from the date of the assignment to students identified as English Language Learners (ELL).

School Board confirmation that Mrs. Rich Levinson’s travel to attend the Greater Fort Lauderdale Alliance Leadership Trip on March 1, 2020 through March 4, 2020, is for official School Board business and that it complies with the rules of that State Board of Education.

 

Florida Statute 1001.39 (2019) requires that School Board members that travel outside of the District and are requesting reimbursement of travel expense in excess of $500 obtain approval from The School Board that the travel is for official school board business and that it complies with the rules of the State Board of Education.

 

Mrs. Rich Levinson plans to attend the Greater Fort Lauderdale Alliance Leadership Trip on March 1, 2020 through March 4, 2020. A detailed outline of expenses is attached on Exhibit 1. Mrs. Rich Levinson is the School Board’s representative on the Board of Directors for the Greater Fort Lauderdale Alliance.

 

The financial impact to the District is approximately $1,111.85. The source of funds is the School Board Members’ office budget.

Adopt Policy 5.9 Anti Bullying.

 

Revisions to Policy 5.9 Anti Bullying have been made to provide clarification and information to stakeholders in alignment with Florida Department of Education guidelines and Florida Statues. Policy changes have been vetted in accordance with the process outlined in Policy 1001: Rule Adoption and Rule Making.

 

The revisions were discussed at the first Board Workshop on May 14, 2019 and at the second Rule Development Workshop on September 20, 2019 and was advertised on January 2, 2020. The Summary of Changes Matrix reflects the revisions to the policy.

 

There is no financial impact to the District.

E-2. Recommendation to Approve First Amendment to Agreement - FY20-075 - Montessori Education Method Training for Teachers (Supporting Docs)

 

Approve the First Amendment to Agreement with Barry University (BU). Contract Term: Upon execution of all parties through June 30, 2020; User Department: Innovative Programs; Previously Awarded Amount: $251,158; Awarded Vendor(s): Barry University Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This Agreement was awarded on May 21, 2019 under Agenda Item EE-4 for one (1) year, commencing upon execution through June 30, 2019. This First Amendment to the Agreement has been issued in order to correct the end date of this Agreement from June 30, 2019 to June 30, 2020.

 

This First Amendment to the Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

Approve the renewal of disapproval of participation in Ms. Willie Ann Glenn Act for Summer 2020. Vote to be exempt for the Summer Feeding Program per Chapter 2005-73, Section 1, (3). Notify the Commissioner of Florida Department of Agriculture and Consumer Services within ten days of the decision not to participate and be exempt. Notify Florida Department of Agriculture and Consumer Services Commissioner within ten (10) days of each subsequent year's decision to continue the exemption.

 

The request for approval from the Board not to participate in the Ms. Willie Ann Glenn Act is a standard item presented annually since 2006.

This request is to renew ITB 16-069C - Supply & Install Insulation Materials for one (1) additional year, March 16, 2020 through March 15, 2021, as per Bid Special Condition 4.5 which states that: "The term of the bid shall be for three (3) years, and may, by mutual agreement between the School Board of Broward County, Florida, and the Awardee, be renewed for two (2) additional one (1) year periods".

Approve the recommendation of the above agreement. Contract Term: Upon execution of both parties through January 21, 2021, 1 Year; User Department: Equity & Academic Diversity; Award Amount: $492,500; Awarded Vendor(s): Public Consulting Group, Inc. (PCG); Small/Minority/Women Business Enterprise Vendor(s): None.

 

PCG will provide online professional development for district staff members that reflects the priorities and needs of Broward County Public Schools to support educational practitioners in creating cultures in schools that promote equity in education and ensure that all children reach their full potential.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $492,500. The funding source will come from Title IV Part A Grant. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-3. Recommendation of $500,000 or Less - FY20-172 - Environmental Sample Analysis (Supporting Docs)

 

Approve the recommendation to award the above Invitation to Bid (ITB). Contract Term: March 1, 2020 through February 28, 2023, 3 Years; User Department: Environmental Health & Safety; Award Amount: $425,000; Awarded Vendor(s): EMSL Analytical, Inc.; EMLab P&K d/b/a Eurofins EMLab P&K; Professional Service Industries, Inc. d/b/a Intertek-PSI; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The School Board of Broward County, Florida, received three (3) bids for this ITB. The purpose of this Bid is for lab testing for hazardous materials.

Purchasing Policy 3320, Part II, Section M, permits the District to piggyback on contracts awarded by Public or Governmental Agencies, or other School Districts. This ITB was awarded by the Florida Department of Management Services and will allow the District to purchase light, medium-duty trucks, and light vehicles for white fleet such as cars, vans, and pickups.

Approve the recommendation to make a piggyback award to the vendor(s) awarded by the Florida Department of Management Services for the School Bus Invitation to Bid 2020-16. Contract Term: February 4, 2020 through December 16, 2021, 1 Year and 10 Months with three (3) one (1) year renewals; User Department: Student Transportation & Fleet Services; Award Amount: $10,700,000; Awarded Vendor(s): Florida Transportation Systems, Inc.; Matthews Bus Alliance, Inc.; Sun State International Trucks, LLC; Small/Minority/Women Business Enterprise Vendor(s): None.

 

Purchasing Policy 3320, Part II, Section M, permits the District to piggyback on contracts awarded by public or governmental agencies. School Districts within the State of Florida utilize the Florida Department of Education Bid for the purchase of school buses. This request is for the purchase of one hundred (100) school buses.

Approve the recommendation of the above agreement. Contract Term: February 23, 2020 through February 28, 2023, 3 Years; User Department: Career, Technical, Adult, & Community Education (CTACE); Award Amount: $575,000; Awarded Vendor(s): National Healthcareer Association, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The National Healthcareer Association (NHA) collaborates with educational institutions nationwide with over 350,000 certified individuals. It is one (1) of the largest certification and continuing education providers. NHA works with health training institutions, hospitals, unions, and the United States Defense Department; it has approved over 2400 training/testing locations throughout the United States and in several countries. NHA is the industry certification agency that provides students in all high schools and technical schools that offer health science.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $575,000. The funding source will come from the Carl D. Perkins Secondary Grant. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-7. Recommendation for Additional Spending Authority - 17-148R - Plumbing Supplies (Supporting Docs)

 

Approve the recommendation for additional spending authority for the above Invitation to Bid (ITB). Contract Term: December 21, 2016 through December 31, 2020, 4 Years; User Department: Physical Plant Operations (PPO); Additional Requested Amount: $555,000; New Award Amount: $2,835,000; Vendor(s): Apple Specialties Inc.; Best Plumbing Specialties Inc.; Lehman Pipe and Plumbing Supply Inc.; Palm Beach Plumbing Parts Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The School Board of Broward County, Florida, received five (5) bids in response to ITB 17-148R. This Bid will be utilized mainly by the Stockroom and used by PPO for the purchase of plumbing supplies, parts, fixtures, pipes, tubing, and related material to replace and repair plumbing and sanitary systems.

Approve the Memorandum of Agreement with The School Board of Broward County, FL (SBBC) and University of South Florida (USF).

 

The funding to support these educational programs will come from the University of South Florida.

 

This Memorandum of Agreement provides for one-time, non-recurring funding for support of youth mental health.
