Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements: other general supplements for the 2019/2020 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability.

State Board Rule 6A-1.0503 Definition of Qualified Instructional Personnel requires out-of-field teachers to be Board approved and to take six hours of college coursework towards certification and/or 120 inservice points, for gifted and reading assignments, each year until properly certified. When applicable, teachers may pass a subject area exam in lieu of coursework; or opt to qualify for the district's infield designation policy.

E-2. Pre-Qualification of Contractors - Superintendent's Recommendations Regarding Pre-Qualification Certification (Supporting Docs)

 

Approve the recommendation by the Superintendent indicated in the Superintendent Recommendations - Tracking Report.

 

The Pre-Qualification Application process is in accordance with State Requirements for Educational Facilities, F.S. 1013.46, and School Board Policies 7003 and 7003.1. The Qualification Selection Evaluation Committee (QSEC) convened on September 11, 2019, to review staff's recommendations concerning pre-qualification applications.

E-3. Recommendation for Termination of Agreement - Fresh Start Vending, Inc. - ITB 19-044H - Healthy Vending Program (Supporting Docs)

 

Approve the Termination Without Cause of the Agreement with Fresh Start Vending, Inc. Invitation to Bid - 19-044H - Healthy Vending Program. Contract Term: January 1, 2019 through December 31, 2022, 3 Years; User Department: Food & Nutrition Services; Award Amount: None; Awarded Vendor(s): Fresh Start Vending, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This agenda item requests approval for the termination without cause of the agreement with Fresh Start Vending, Inc. Pursuant to Article 3 (General Conditions), Paragraph 3.05 (Termination) of the Legal Agreement: "This Agreement may be canceled with or without cause by The School Board of Broward County, Florida, during the term hereof upon thirty (30) calendar days written notice to the other parties of its desire to terminate this Agreement". Fresh Start Vending, Inc. has advised Procurement & Warehousing Services that the company will be closing operations and can not continue performing on this contract. Actions have been taken so that locations serviced by Fresh Start Vending, Inc. may transition their service to any of the other vendors approved on the contract.

This request is to approve the Agreement FY20-126 - "Cook for Kids" Nutrition and Wellness Education Program. Through this Agreement, Wellness in the Schools, Inc., will provide ten (10) schools with a "Cook for Kids" program and other related initiatives to promote good nutrition and wellness at the District's schools.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

ArtReach (Art - Reconnecting and Educating Homeless Adolescents through Creativity and Hope) is an after school enrichment program successfully co-administered since 2004 by The School Board of Broward County, Florida (SBBC), Homeless Education Program (HEART) and Young at Art Museum (YAA) at Sunland Park Academy, in Fort Lauderdale, FL. In accordance with the McKinney-Vento Homeless Assistance Act and Title IX, Part A., the program operates between the hours of 2:00-6:00 PM during school days, and solely serves students enrolled in HEART who are experiencing homelessness.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no financial impact to the District. The ArtReach After School Care Program’s certified teachers, hired as tutors via SBBC, continue to be funded via Title IX, Part A. and Title I, Part A. Homeless Set-aside funds.

The potential positive financial impact if all projects are awarded is $18,143,279 from various sources.

 

EE-2. Agreement with the University of Central Florida to benefit Sheridan Technical College (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida (as operator of Sheridan Technical College), and the University of Central Florida (UCF). The Agreement term begins upon Board approval and ends on June 30, 2022. The authorized budget period shall begin upon Board approval and shall not extend beyond June 30, 2022.

 

Broward County Public Schools (BCPS) has been awarded a $300,000 grant from the Florida Center for Students with Unique Abilities at UCF. BCPS currently administers the Grow Your Future Program, which provides adults with intellectual disabilities increase social skills, independent living skills, employability skills, and to participate in a post-secondary inclusive experience within the Culinary Arts program at McFatter Technical College. The goal of this enhancement grant is to expand the Grow Your Future program to Sheridan Technical College and increase Career Technical Education offerings. The School Board reviewed and approved the grant on April 9, 2019 (Item EE-1).

 

The Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. The Agreement will be executed after School Board approval.

 

The positive financial impact of this program is $300,000 from the University of Central Florida.

 

EE-3. Recommendation to Approve First Renewal and Additional Spending Authority - 16-097N - Gym Equipment (Supporting Docs)

Approve the recommendation to award the above first renewal and additional spending authority. Contract Term: October 19, 2016 through October 31, 2019; User Department: Athletics and Student Activities; Additional Requested Amount: $1,164,000 $200,000; Awarded Amount: $3,509,000; New Award Amount: $4,673,000 $3,709,000; Awarded Vendor(s): 8; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This request is to approve the First Renewal and Additional Spending Authority for Invitation to Bid (ITB) 16-097N Gym Equipment. This ITB provides for the purchase of gym equipment for the District's twenty-nine (29) high school weight rooms. The District's SMART program allocated funds for the renovation of the weight rooms and purchase of equipment. The ITB was approved by the School Board at the RSBM on October 18, 2016, under Item EE-5 for three (3) years starting October 19, 2016 through October 31, 2019, with a renewal option for two (2) additional one (1) year periods.

The estimated financial impact to the District will be $1,164,000 $200,000. The contract award amount was for $3,509,000. The request is to increase the spending authority by $1,164,000 $200,000 bringing, the new contract value to $4,673,000 $3,709,000. The funding source will come from the school operational budget. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-4. Recommendation for Renewal and Reduction of Spending Authority - 17-148R - Plumbing Supplies (Supporting Docs)

 

Approve the first renewal and reduction of spending authority for the above Invitation to Bid (ITB). Contract Term: December 21, 2016 through December 31, 2020, 4 Years; User Department: Physical Plant Operations; Spending Reduction Requested: $220,000; New Award Amount: $2,280,000; Awarded Vendor(s): Apple Specialties Inc.; Best Plumbing Specialties Inc.; Lehman Pipe and Plumbing Supply Inc.; Palm Beach Plumbing Parts Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This request is to renew ITB 17-148R - Plumbing Supplies for one (1) additional year, January 1, 2020 through December 31, 2020, as per Bid Special Condition 5 which states that: "The term of the bid shall be for three (3) years, and may, by mutual agreement between The School Board of Broward County, Florida, and the Vendors be renewed for two (2) additional one (1) year periods".

The reduction of the spending authority requested is $220,000. The new spending authority will be $2,280,000.

Approve the recommendation to award the above Agreement. Contract Term: November 1, 2019 through October 31, 2022, three (3) years, with an option for two (2) additional one (1) year renewal periods; User Department: District-wide; Award Amount: $901,614; Awarded Vendor(s): Follett School Solutions, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This upgrade to Destiny Textbook and Resource Manager enables schools and departments to manage and inventory more resources than previously to include textbooks, band instruments, sports uniforms, technology devices, etc. This purchase will help The School Board of Broward County, Florida, optimize resource sharing by managing District resources with greater efficiency and accuracy, reducing purchasing redundancies by establishing an accurate inventory baseline, consolidating reporting processes, and distributing reports easily throughout the District."

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. PENDING

This Agreement will be executed after School Board approval.

 

The estimated financial impact to the District will be $901,614. The funding source will come from Information & Technology's operating budget. The financial amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-6. Recommendation of $500,000 or Less - FY20-120 - Fertilizers, Pesticides, & Lawn Chemicals (Supporting Docs)

 

Approve the recommendation to award the above Invitation to Bid (ITB). Contract Term: November 1, 2019 through October 30, 2020, 1 Year with an option for two (2) additional one (1) year renewal periods; User Department: Physical Plant Operations (PPO); Award Amount: $355,000; Award Vendor(s): Diamond R. Fertilizer Co., Inc.; Harrell's LLC; Florida Irrigation Supply, Inc.; MAR Green Resources LLC; SiteOne Landscape Supply, LLC; Sunniland Corporation; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The School Board of Broward County, Florida (SBBC), received six (6) bids for ITB 17-021B - Fertilizers, Pesticides & Lawn Chemicals. PPO purchases lawn chemicals and pesticides to maintain and manage the District's fields, lawns, common grounds, and landscapes.

The estimated financial impact to the District will be $355,000. The funding source will come from PPO's operating budget. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-7. Recommendation to Approve Agreement - 59-111V - Family and Community Engagement Services Agreement (Supporting Docs)

 

Approve the recommendation to award the above agreement with Scholastic Inc. Contract Term: Upon execution of all parties through October 1, 2020, 1 Year; User Department: Student Services; Award Amount: $297,771; Awarded Vendor(s): Scholastic, Inc.; Small/Minority/Women Enterprise Vendor(s): None.

 

Scholastic shall provide training and support services for all the software covered under this Agreement. Scholastic will also grant to the District a limited, nonexclusive license to use the Program for its own non-commercial use in machine-readable, object code form only. The license of each Program is further governed by each Program's end user license agreement. Scholastic will work with twenty (20) schools as well as district family engagement staff to create partnerships with families. This Agreement is for the purchase of sixty (60) Magic Leap One Creator Edition head-mounted spatial computing devices and fifteen (15) device cases. In addition to this purchase, the District is expected to obtain thirty (30) additional Magic Leap One units from additional sources other than such unit purchases, such as via donations directly from Magic Leap and other third parties (i.e., the Panthers Foundation). Magic Leap will provide services for training teachers and district personnel to incorporate spatial computing into computer science and other content areas. Magic Leap will serve as a community partner for STEM education by providing outreach at STEM events and opportunities for teachers and students to visit Magic Leap HQ in Plantation, Florida.

The estimated financial impact to the District will be $133,125. The funding source will come from CTACE's general fund, Secondary Learning's general e-rate equipment fund, and Innovative Learning's instructional materials allocation fund. The current spending authority has not been exceeded: however, additional spending is required to cover the remaining of the contract period. The recommendation of an additional $87,000 will allow EH&S and Student Transportation & Fleet Services to continue facilitating the service and repair of petroleum tanks and providing environmental services.

This request is to renew ITB 17-078R - Maintenance of Hardwood Floors for one (1) additional year, November 1, 2019 through October 31, 2020, and reduce spending authority by $500,000; As per Bid Special Condition 5, Contract Renewal which states that: "The term of the bid shall be for three (3) years and maybe, by mutual agreement between The School Board of Broward County, Florida, and the Awardee, be renewed for two (2) additional one (1) year periods". PPO utilizes this Bid for the purchase of maintenance services of hardwood floors of the multiple gyms, stages, dance floors, and offices throughout the District.

The District has collaborated with Big Brothers Big Sisters since 2003. The school-based mentoring program will identify eligible students in collaboration with school staff to be involved in one-on-one mentoring services, with the focus of academic achievement, improved behavior and socialization skills, as well as providing a positive and rewarding experience for the mentors.
