PURPOSE OF MEETING: For The School Board of Broward County, Florida to approve, Reopener Agreement of the Collective Bargaining Agreements, and any other items the Board deems necessary.

 

SUPERINTENDENT'S RECOMMENDATION:

 

1. Reopener Agreement of the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and FOPE (Maintenance, Facilities Service, Transportation and Security Specialists/Campus Monitors) (Supporting Docs)

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and FOPE (Maintenance, Facilities Service, Transportation and Security Specialists/Campus Monitors) for the 2018-2019 through 2020-2021 school years.

 

These agreements provide the following components for eligible bargaining team members:

 

2018-2019: Effective January 1, 2019, FOPE4 bargaining unit employees will receive a 2% salary increase. 2019-2020: Effective July 1, 2019, referendum eligible employees of the FOPE 4 bargaining unit will receive a Referendum Supplement equal to 2% of base salary. Employees in the FOPE4 bargaining unit who are not eligible for the Referendum Supplement, will receive an Equity Supplement equal 2% of base salary. All employees whose effective start date is on or before June 30, 2019, will be eligible to receive either supplement as applicable.

The estimated financial impact for eligible employees will generate a total payroll cost of approximately $1,698,953 for the 2018-2019 school year, including fringe benefits and Referendum and Equity Supplements totaling approximately $3,465,863 for the 2019-2020 school year, including fringe benefits.

 

2. Reopener Agreement of the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and the Federation of Public Employees (FOPE) (Secretarial/Clerical) (Supporting Docs)

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and the Federation of Public Employees (FOPE) (Secretarial/Clerical) for the 2018-2019 through 2020-2021 school years.

 

These agreements provide the following components for eligible bargaining team members:

 

2018-2019: Effective January 1, 2019, FOPE Secretarial/Clerical bargaining unit employees will receive a 2% salary increase. 2019-2020: Effective July 1, 2019, referendum eligible employees of the FOPE Secretarial/Clerical bargaining unit will receive a Referendum Supplement equal to 2% of base salary. Employees in the FOPE Secretarial/Clerical bargaining unit who are not eligible for the Referendum Supplement, will receive an Equity Supplement equal 2% of base salary. All employees whose effective start date is on or before June 30, 2019, will be eligible to receive either supplement as applicable.

The estimated financial impact for eligible employees will generate a total payroll cost of approximately $780,838 for the 2018-2019 school year, including fringe benefits and Referendum and Equity Supplements totaling approximately $1,592,909 for the 2019-2020 school year, including fringe benefits.

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and the Federation of Public Employees (FOPE) (Food Service) for the 2018-2019 through 2020-2021 school years.

 

These agreements provide the following components for eligible bargaining team members:

 

2018-2019: Effective January 1, 2019, FOPE (Food Service) bargaining unit employees will receive a 2% salary increase. 2019-2020: Effective July 1, 2019, referendum eligible employees of the FOPE (Food Service) bargaining unit will receive a Referendum Supplement equal to 2% of base salary and a 1.5% base salary Supplement of the Food Service Reserve. All employees whose effective start date is on or before June 30, 2019, will be eligible to receive either supplement as applicable.

The estimated financial impact for eligible employees will generate a total payroll cost of approximately $271,786 for the 2018-2019 school year, including fringe benefits and Referendum and Food Service Supplement totaling approximately $970,275 for the 2019-2020 school year, including fringe benefits.

 

4. MOU between The School Board of Broward County, Florida (SBBC) and FOPE (Maintenance, Facilities Service, Transportation and Security Specialists/Campus Monitors) effective July 1, 2019 to give a one-time only ten (10) additional days of sick leave to eligible employees, for the 2019-2020 school year (Supporting Docs)

 

Adopt the Memorandum of Understanding between The School Board of Broward County, Florida and the FOPE (Maintenance, Facilities Service, Transportation and Security Specialists/Campus Monitors) effective July 1, 2019 – June 30, 2020.

 

This Memorandum of Understanding is to renew the October 2, 2018 agreement to give ten (10) additional days of sick leave to eligible employees, for the 2019-2020 school year.

The estimated financial impact for this one-time only ten (10) additional days of sick leave for eligible employees will generate a total payroll cost of approximately $42,112 for the 2019-2020 school year, including fringe benefits.

Adopt the Memorandum of Understanding between The School Board of Broward County, Florida and the FOPE (Secretarial/Clerical) effective July 1, 2019 –

June 30, 2020.

 

This Memorandum of Understanding is to renew the October 2, 2018 agreement to give ten (10) additional days of sick leave to eligible employees, for the 2019-2020 school year.

Adopt the Memorandum of Understanding between The School Board of Broward County, Florida and the Broward Teachers Union-Education Professionals (BTU-EP) effective July 1, 2019 – June 30, 2020.

 

This Memorandum of Understanding is to renew the October 2, 2018 agreement to give ten (10) additional days of sick leave to eligible employees, for the 2019-2020 school year.

This Memorandum of Understanding is to renew the October 2, 2018 agreement to give ten (10) additional days of sick leave to eligible employees, for the 2019-2020 school year.

This Memorandum of Understanding is to renew the October 2, 2018 agreement to give ten (10) additional days of sick leave to eligible employees, for the 2019-2020 school year.
