Approve the Agreement between College Board and The School Board of Broward County, Florida, to enter into a Chinese Guest Teacher Agreement.

 

The Chinese Guest Teacher Agreement between College Board and The School Board of Broward County, Florida, has allowed a guest teacher from the People's Republic of China to teach Chinese language and culture in Broward County Public Schools for the 2018-19 school year. College Board has agreed, to extend SBBC’s participation in the Chinese Guest Teacher Agreement Program for the 2019-2020 school year.

 

This Agreements have been reviewed and approved as to form and legal content by the Office of the General Counsel.

This Agreement will be executed by College Board after School Board approval.

 

There is no financial impact to the School District. Funding for this position has been allocated in the school budget.

 

GG. OFFICE OF HUMAN RESOURCES

 

A. RESOLUTIONS

 

A-1. School Boundary Committee Resolution (Supporting Docs)

 

Adopt Resolution 19-105 in support of establishing the formation and functions of the School Boundary Committee (SBC).

 

Section 1001.41 and 1001.42, Florida Statutes, give the Broward School board the power and duty of assigning students to schools. Therefore, the Broward County School Board, through the approval of the attached Resolution, shall create a School Boundary Committee to act as a District-wide advisory committee to the School Board to review any necessary or desirable changes to the school attendance areas. The annual community School Boundary Process provides the opportunity for significant community input in an open and inclusive atmosphere.

 

A review of this Resolution has been completed and approved by Senior Leadership and District legal counsel.

 

The fiscal impact to the District should not exceed the funding already included in the Demographics & Student Assignments Department annual budget. The current budget includes, but is not limited to advertising, printing, and miscellaneous incidental costs associated with hosting the School Boundary Committee public meetings.

 

AA. RESOLUTIONS

 

AA-1. Resolution No. 19-106 - Tax Anticipation Notes, Series 2019 (Supporting Docs)

 

SPECIAL ORDER - 12:30 P.M.

 

Adopt Resolution No. 19-106 - Tax Anticipation Notes, Series 2019, which authorizes and provides for the issuance, sale and application of the proceeds of not to exceed $160,000,000 aggregate principal amount of Tax Anticipation Notes, Series 2019.

 

Tax Anticipation Notes (TANs) are issued by the District pursuant to Section 1011.13 of the Florida Statues. TANs are a form of short term borrowing (for a period of less than a year) supported by property tax revenues and are issued to overcome an expected General Fund cash flow deficiency during the first half of the current fiscal year. This borrowing occurs because of the timing of the receipts of property tax compared to the timing of expenditures.

 

The attached documents have been reviewed and approved as to form and legal content by Bond Counsel.

 

The District will incur costs of issuance (approximately $143,000, already budgeted) and will generate interest income of approximately $110,000 in the current market environment.

The District will realize approximately $600,000. in the net present value (NPV) negative savings over the next twelve (12) years. Actual savings may be higher or lower depending on the market at the time of pricing.

BB-1. Board Member Travel Request: Dr. Rosalind Osgood travel request to attend the Local Progress National Convening 2019 (Supporting Docs)

 

School Board confirmation that Dr. Rosalind Osgood travel to attend the Local Progress National Convening 2019 is for professional development and official school board business and that it complies with the rules of the State Board of Education.

 

Florida Statute 1001.39 (2019) requires that School Board members that travel outside of the District and are requesting reimbursement of travel expense in excess of $500 obtain approval from The School Board that the travel is for official school board business and that it complies with the rules of the State Board of Education.

 

Dr. Rosalind Osgood plans to attend the Local Progress National Convening July 24 to July 28, 2019.

 

A detailed outline of expenses is attached on page 2.

 

The financial impact to the district is approximately $976.60. The source of funds is School Board members budget.

E-1. Pre-Qualification of Contractors - Superintendent's Recommendations Regarding Pre-Qualification Certification (Supporting Docs)

 

Approve the recommendation by the Superintendent indicated in the Superintendent Recommendations - Tracking Report.

 

The Pre-Qualification Application process is in accordance with State Requirements for Educational Facilities, F.S. 1013.46, and School Board Policies 7003 and 7003.1. The Qualification Selection Evaluation Committee convened on May 15, 2019, to review staff's recommendations concerning pre-qualification applications.

 

There is no financial impact to the District.

 

E-2. First Amendment with the University of Central Florida (Supporting Docs)

 

Approve the First Amendment between The School Board of Broward County, Florida (as operator of McFatter Technical College and Technical High School), and the University of Central Florida (UCF). The Agreement term begins October 1, 2018 and ends on September 30, 2020.

 

McFatter Technical College and Technical High School was awarded a $60,000 grant from the Florida Consortium of Inclusive Higher Education (FCIHE) through UCF. The School Board reviewed/approved the grant on August 7, 2018 (Item EE-1). FCIHE was delayed in submitting the contract and delayed the process to code the facilitator concurrent to the BCPS board approval of the grant agreement on February 5, 2019. FCIHE submitted a modified contract date to allow the School to Work Facilitator funding to be coded from October 1, 2018.

 

The agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no financial impact to the District in this First Amendment.

 

E-3. Recommendation to Approve Agreement - FY20-072 - Global Citizenship e-Classroom for Middle Students Around the World (Supporting Docs)

 

Approve the recommendation for the above Agreement. Contract Term: July 1, 2019 through June 30, 2020, 1 Year with an option for two (2) additional one (1) Year Renewal Periods; User Department: Innovative Learning; Award Amount: None; Awarded Vendor(s): Global Cities, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The Global Cities, Inc. program called Global Scholars connects participating middle school students to other national and international students using internet-based educational activities, project-based learning, and other instructional strategies to develop student’s global citizenship while enhancing critical Twenty-First Century skills.

Approve the Agreement between The School Board of Broward County, Florida, and the Florida Department of Education (FDOE). The Agreement begins July 1, 2019 and concludes on June 30, 2020.

 

Multiagency Services Network for Students with Emotional /Behavioral Disabilities (SEDNET) provides an intensive integrated educational program to include a continuum of mental health treatment services to enable students with or at-risk of emotional/behavioral disabilities to develop appropriate behaviors and demonstrate academic and career education skills. FDOE reserves the right to review the grant proposal as presented in the attachments and request amendment to the contract.

Amend the first agreement between The School Board of Broward County, Florida and The Board of Trustees of the University of Florida (UF). The first amendment begins upon full execution by all parties and concludes on October 31, 2020.

 

The James Patterson Literacy Challenge at UF will address persistent problems in early literacy by working with schools to change their literacy culture. UF will accomplish this through transformative professional learning experiences for teachers and school leaders. The First Amendment extends the Agreement terms by increasing the in-kind services valued at an additional $622,000 and adds subsequent programming by increasing the number of schools participating from two to ten.

 

The First Amendment has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The positive financial impact comes through additional in-kind services valued at $622,000 throughout the contract period. There is no additional financial impact to the District.

 

EE-5. Agreement with University of Chicago (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida, and the University of Chicago. The Agreement begins June 25, 2019 and ends on July 31, 2019.

 

The University of Chicago will provide education research services as a sub-awardee of the National Science Foundation (NSF) funded research project. The primary NSF grant application in the amount of $1,249,860 was approved by the Board at the May 5, 2015 Regular School Board Meeting. The NSF has offered extension of this project until July 31, 2019. The NSF grant supplement in the amount of $249,750 was approved by the Board at the June 12, 2018 School Board Operational Meeting. Under the terms of this Agreement, the University will be conducting studies for, or on behalf of the District to: a) develop, validate, or administer predictive tests; b) administer student aid programs; or c) improve instruction.

 

The agreement has been approved as to form and legal content by the Office of the General Counsel.

 

The financial impact of this Agreement is $190,135. The funding source of this Agreement is the Applied Learning Department budget through the grant provided by National Science Foundation (NSF). The principal NSF grant supplement in the amount of $249,750 was approved by the Board at the June 12, 2018 School Board Operational Meeting. The supplement brings total NSF award for this project to $1,499,615.

 

EE-6. Agreement with CareerSource Broward - Out of School Youth Program (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida, and CareerSource Broward. The Agreement term begins upon July 1, 2019 and ends on June 30, 2020.

 

The School Board of Broward County, Florida, has been awarded an extension of the Out of School Youth Program funded by CareerSource Broward from federal Workforce Innovation and Opportunity Act (WIOA) funds in the amount of $475,000. The program will serve technical college, community school students only that are enrolled in the GED program and who meet WIOA eligibility requirements for out-of-school youth. The program design includes individual career pathway plans, employability skills development, financial literacy skills, and on the job training delivered by Broward County Public Schools employed teachers, counselors, and job coaches. The School Board reviewed and approved the grant application on April 9, 2019.

 

The amendment has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The positive financial impact is $475,000. The source of funds is the Workforce Innovation and Opportunity Act (WIOA) administered by CareerSource Broward. This is year four of the grant. There is no additional financial impact to the District.

 

EE-7. Agreement with CareerSource Broward - Pre-Apprenticeship and Apprenticeship Program (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida, and CareerSource Broward. The Agreement begins July 1, 2019 and ends on June 30, 2020.

 

Under this agreement, CareerSource Broward will provide The School Board of Broward County, Florida, up to $151,728. Over time, the total amount of the grant has varied as evidenced by the different totals on board item executive summaries. The grant funds will support two Grant Facilitators, a School-based Facilitator, and a Budget Analyst to support the Pre-Apprenticeship and Apprenticeship Program. The grant also covers the cost of program supplies and administrative costs. In school and out of school youth will be provided with paid work experiences to in pre-apprenticeship construction trades as well as other apprenticeship pathways. CareerSource Broward will pay youth directly. Students will obtain high school credentials, industry credentials, and job placement.

 

The Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The positive financial impact is $263,000, which is in addition to the $100,000 grant amount for Construction and Building Trades Apprenticeships approved at March 9th board meeting. The financial impact is $151,728 from CareerSource Broward through funding from the U.S. Department of Labor Workforce Innovation and Opportunity Act (WIOA). The Broward County Public School's (BCPS) strategic plan calls for re-imagining the middle grades experience to include project and problem-based learning (PBL). The BIE has been identified, by a committee of BCPS stakeholders, as one of the experts in designing and training with a PBL philosophy. This Agreement will bring high-quality PBL professional learning to BCPS. The professional learning will include workshops for teachers as well as school-based and district-based leadership.

The estimated financial impact to the District will be $357,362. South Broward Hospital District d/b/a Memorial Healthcare System services Broward County Public School students who have chronic medical conditions that require specialized treatments intermittently throughout the school year for extended periods of time. Some students need to be hospitalized for the full school day even though medical treatment may require a much shorter period of time to administer. This Agreement allows for instructional flexibility by assigning an onsite teacher to provide educational services. Educational software and District approved curriculum materials are utilized to provide coursework.

The program will be supported by funds generated by the Exceptional Student Learning Support Full-Time Equivalent (FTE). The program and assessments are aligned with Florida and World-Class Instructional Design and Assessment Standards. In order to meet the needs of all K-5 newcomer students, A2/ELP Level 2, the Bilingual/ESOL Department is requesting an increase in licenses.

Authorize staff to conduct a spot survey to amend the Educational Plant Five-Year Survey Report 2015-2020 (Plant Survey) and enable the sale of a portion of land at the New River Middle School site.

 

Directive from the Florida Department of Education (FDOE) requires that a spot survey must be conducted to amend the existing Plant Survey to authorize the sale of a portion of land at the New River Middle School site. The plan to sell a portion of land was presented to the School Board at closed-door attorney client sessions on February 7, 2017, November 7, 2018 and March 5, 2019.

 

Therefore, it is recommended that the School Board authorize staff to conduct a spot survey to amend the Plant Survey to enable the sale of the grounds as stated herein.

 

There is no financial impact to the School District.

LL-7. 2019-20 School Attendance Areas/Boundaries and School Usage Recommendations - Elementary Schools (Supporting Docs)

 

Approve the Superintendent of School's recommendation for all elementary school usage and school attendance areas/boundaries for the 2019-2020 School Year at this first school board meeting.

 

Pursuant to the Florida Department of Education's (FLDOE) turnaround rules and procedures, Broward County Public Schools (BCPS) is required to communicate the possibility of a reassignment/boundary change for North Side Elementary School. While a public notice is required at this time, the path moving forward will depend on the school's 2019 school grade, which will be reported sometime in July. North Side Elementary School is located at 120 N.E. 11th Street in Fort Lauderdale. North Side Elementary School received two consecutive D grades in 2016 and 2017, followed by an F in 2018.

LL-8. Agreement with Paragon Marketing Group, LLC for ESPN High School Football Kickoff (Supporting Docs)

 

Approve Agreement between Paragon Marketing Group, LLC and The School Board of Broward County, Florida for Deerfield Beach High School's participation in the ESPN High School Football Kickoff. The game will take place on Saturday, August 24, 2019 at Traz Powell Stadium in Miami, Florida.

 

Paragon Marketing Group, LLC has invited Deerfield Beach High to play a football game against Carol City Senior High at Traz Powell Stadium in Miami, Florida on Saturday, August 24, 2019 as part of the ESPN High School Football Kickoff. Paragon Marketing Group, LLC intends to televise the football game live on ESPNU.

LL-9. Second Amendment to Agreement of Sale and Purchase (South Area Portable Annex) (Supporting Docs)

 

Approve the Second Amendment to the Agreement of Sale and Purchase between The School Board of Broward County, Florida (SBBC) and DR Horton, Inc., for the South Area Portable Annex 24.275 Acreage (Parcel 235) Site.

 

Section 1013.28, Florida Statues (FS) allows a school board to dispose of any land or real property that is by resolution to the board, determined to be unnecessary for educational purposes as recommended in an educational plant survey.
