G-5. Supplemental Pay Positions (Supporting Docs)

 

Approve the recommended supplemental pay positions of employees for the 2018-2019 school/fiscal year.

 

Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2018-2019 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability.

 

The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements. Individuals listed meet the requirements for the supplemental positions.

 

Funding has been budgeted in the 2017-2018 school/fiscal year for all supplements through June 30, 2019.

 

G-6. Approval of Out-of-Field Teaching Assignments (Supporting Docs)

 

Approve the attached list of out-of-field teaching assignments.

 

State Board of Education Rule (SBER) 6A-1.0503 Definition of Qualified Instructional Personnel requires out-of-field teachers to be School Board approved and to take at least six (6) semester hours of college coursework towards certification and/or 120 inservice points, gifted and reading assignments, each year until appropriately certified. When applicable, teachers may opt to pass the appropriate subject area exam in lieu of completing coursework. Teachers out-of-field due to the English for Speakers of Other Languages (ESOL)/Multicultural Education Training Advocacy (META Agreement are required to complete 15 semester hours of college coursework or 300 inservice points within six (6) years from the date of the assignment to students identified as English Language Learners (ELL).

 

There is no additional financial impact to the School District.

GG-7. Revised Temporary Salary Schedule for the Temporary Campus Monitor Positions (Supporting Docs)

 

REVISED

 

Adopt the Revised Temporary Salary Schedule for the Temporary Campus Monitor Positions.

 

The Temporary Salary Schedule for the Temporary Campus Monitor Positions is being updated to promote better attraction and retention of candidates for this position. Efforts to attract candidates to the temporary (part-time) Campus Monitor positions at the current rate have proven difficult.

 

Copies of all supporting documents are available at the Board Members' Office on the 14th Floor of the K.C. Wright Administration Center.

 

The cost to adjust the temporary rates for Campus Monitors is estimated at $1,069,425.63, inclusive of 17.78% fringe. The source of funding for this expense is covered in the fees charged to the parents in the Before and Aftercare programs. This will have no impact to the general fund of the District.

BB-1. Proclamation In Support of Broward County Penny for Transportation Referendum (Supporting Docs)

 

ADDED / SPECIAL ORDER - 11:30 A.M.

 

To approve the Proclamation In Support of Broward County Penny for Transportation referendum.

 

On the November 6, 2018 General Election ballot, Broward County will be coming to voters with a referendum for a penny surtax for transportation. The penny surtax will fund countywide transportation projects to relieve traffic congestion in all 31 municipalities that include improvements to traffic signalization, County roadways, intersection improvements, senior mobility options, public transportation (bus and rail) and to fund future investments in Broward's transportation system. The Broward Penny for Transportation will target transportation issues including school zone improvements among other issues.

 

There is no financial impact to the District.

CC-1. Proposed New Job Description for the Chief − Safety, Security and Emergency Preparedness Position (Supporting Docs)

 

WITHDRAWN

 

Approve the Proposed New Job Description for the Chief − Safety, Security and Emergency Preparedness Position. Approval is request to advertise this position after the first reading. This is the First Reading.

 

The proposed new job description for the Chief Safety, Security and Emergency Preparedness position has been created in conjunction with the request to add a position to the Organizational Chart, and in support of the new Division for Safety & Security. The job description was publicized for rule adoption in compliance with Florida Statutes on September 9, 2018. See attached Executive Summary.

 

Copies of all supporting documents are available at the Board Members' Office on the 14th floor of the K.C. Wright Administration Center.

 

The creation of the Chief Safety, Security & Emergency Preparedness represents an additional expense for the District. The cost associated with staffing this position has the potential to range from $149,437 to $245,376, which reflects the salary range minimum and maximum values and fringe expense (17.78% variable + $8,232 fixed). This position is funded through the General Fund Balance.

 

DD. OFFICE OF THE CHIEF AUDITOR

 

E. OFFICE OF STRATEGY & OPERATIONS

 

E-1. Updated Agreement with the University of Massachusetts Boston (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida (as operator of Atlantic Technical College and Technical High School), and the University of Massachusetts Boston. The Agreement term begins upon full execution by all parties and ends on September 30, 2020.

 

Atlantic Technical College and Technical High School has been awarded a grant from the Florida Consortium of Inclusive Higher Education through the University of Central Florida (UCF). The School Board reviewed and approved the grant on February 21, 2018. To fulfill the scope of the grant, program data must be submitted to the University of Massachusetts Boston. Student consent will be gathered for disclosure of all related education records. This Agreement will replace item EE-4 as approved on August 7, 2018 and will serve as Appendix D to the host Mini-Grant Agreement with UCF (see attached approved item EE-3). The parties wish to enter into an updated Agreement with minor revisions within the legal reference language.

 

The Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.  

 

There is no additional financial impact to the District.

 

E-2. Supplier Diversity Outreach Program Fiscal Year 2017-2018 Year-End Report (Supporting Docs)

 

Receive Supplier Diversity Outreach Program (SDOP) Fiscal Year 2017-2018 Year-End Report.

 

The SDOP report provides The School Board of Broward County, Florida, a summary and analysis of the program's progress in Fiscal Year 2017-2018.

 

There is no financial impact to the District.

 

E-3. Recommendation of $500,000 or Less - 19-044H - Healthy Vending Program (Supporting Docs)

 

Approve the recommendation to award the above Invitation to Bid (ITB). Contract Term: January 1, 2019, through December 31, 2022, 3 Years; User Department: Food & Nutrition Services; Award Amount: None; Awarded Vendor(s): Eight (8); Small/Minority/Women Business Enterprise Vendor(s): Gilly Vending, Inc.; Qixi Group, LLC. See Supporting Docs for Continuation of Requested Action.

 

The School Board of Broward County, Florida, received eight (8) bids in response to ITB 19-044H - Healthy Vending Program. Schools and locations will be able to select their vending provider from the pool of Awardees. Awardees furnish, install, stock and maintain campus drink and snack vending machines for Elementary, Middle, High, Technical Schools, and Administrative Sites.

 

These Agreements have been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no financial impact to the District.

 

E-4. Recommendation of $500,000 or Less - 59-025V - Preschool Transition Process for Children with Disabilities (Supporting Docs)

 

Approve the Agreement with North Broward Hospital District d/b/a Broward Health and Children's Diagnostic & Treatment Center (CDTC). Contract Term: October 3, 2018, through June 30, 2021, 33 Months; User Department: Exceptional Student Learning Support; Award Amount: None; Awarded Vendor(s): North Broward Hospital District d/b/a Broward Health on behalf of Children's Diagnostic & Treatment Center; Small/ Minority/ Women Business Enterprise Vendor(s): None.

 

The Individuals with Disabilities Education Act (IDEA) Part C is federal legislation for Infants and toddlers, ages from birth through two (2). CDTC is the lead agency for implementing the Early Steps Program in Broward County. IDEA Part B applies to school-aged children with disabilities, ages three (3) through twenty-one (21). The School Board of Broward County, Florida (SBBC), is the lead agency for implementing the Part B Program.

This request is to approve the extension of the ITB -56-047R Rental Vehicle. The ITB was an approved post approval dated November 12, 2015. The District piggyback the Department of Management Services Contract 78111808-15-1.  contract had a contract term of September 30, 2015 to September 29, 2020.

The potential positive financial impact if this project is awarded is $9,587,129 from the Florida Department of Education.

 

EE-3. Agreement with Rockefeller Philanthropy Advisors (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida, and Rockefeller Philanthropy Advisors. The Agreement begins the day of School Board approval and ends on July 31, 2019.

 

Broward County Public Schools proposed a Social and Emotional Learning (SEL) initiative entitled Psyched: A Mindset. A Purpose, a multi-tiered program that includes multiple developmentally appropriate, culturally responsive social-emotional intervention programs. The program proposes to strengthen the mind and body of underserved student populations in elementary, middle, and high school. The program will build and strengthen social and emotional competencies, with an aim to reduce disparities and help children succeed in school, at home, and in life.

 

The Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The positive financial impact is $25,000 to be managed by the Coaching and Induction Department. There is no additional financial impact to the District.

Approve the Agreement between The School Board of Broward County, Florida, and Dart Foundation. The Agreement shall commence upon execution by all parties and end on August 31, 2019.

Approve a cost reimbursement Contract between SBBC and CareerSource Broward and the accompanying Agreement between SBBC and BC. The Office of Academics, in partnership with BC and CareerSource Broward, was awarded an Incumbent Worker Training Program Grant to assist employees (teachers) who must complete required training or coursework to retain their employment. The Broward Educator Certification (BEC) program at BC offers teachers hired on a temporary teaching certificate a program of study and practice to help satisfy the education semester hours the State of Florida requires for full certification. Teachers completing the coursework are then eligible to apply for a Professional Educator's Certificate necessary to retain employment. The program will support up to 65 full time teachers currently employed in the District or Charter school.
