Employees are recommended for supplemental pay positions by the principal or department supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2017-2018 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability.

 

The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements. Individuals listed meet the requirements for the supplemental positions. (None at this time.)

The job description defines the performance responsibilities, minimum education and experience required to perform successfully. Internal Funds of Selected Schools were audited, as authorized by the Florida State Board of Education Administrative Rule 6A-1.001 and School Board Policy 1002.1.

 

The Audit report contains fourteen (14) schools. Our audits indicated that thirteen (13) schools complied with policies and procedures. One (1) school's report contains audit exceptions.

 

The Audit Committee reviewed and approved this report for transmittal to the School Board during the Audit Committee's May 10, 2018 meeting.

 

The source of funds to perform the Internal Audit Report was the General Fund budget allocation for the Office of the Chief Auditor. There is no additional financial impact to the School District.

Receive Carr, Riggs & Ingram - The School Board of Broward County , Florida Operational Assessment of Broward Education Communications Network (BECON).

 

Carr, Riggs & Ingram conducted an assessment of BECON in order to identify and recommend opportunities for operational, process, and internal controls improvement, including best practices. This operational consulting review included a risk assessment, an operational assessment, and an overall assessment of internal controls and compliance with District policies and procedures, BECON internal policies and procedures, Florida Statutes, and other applicable statutes relevant to BECON's industry.

The Audit Committee reviewed and approved this report for transmittal to the School Board during the Audit Committee's November 16, 2017 meeting. The report was intended to be presented at the December 5, 2017 School Board meeting, but was omitted.

Approve the recommendation by the Superintendent indicated in the Superintendent Recommendations - Tracking Report.

 

The Pre-Qualification Application process is in accordance with State Requirements for Educational Facilities, F.S. 1013.46, and Board Policies 7003 and 7003.1. The Qualification Selection Evaluation Committee (QSEC) convened on May 9, 2018, to review staff's recommendations concerning pre-qualification applications.

The SDOP report provides The School Board of Broward County, Florida, an update on the continual progress of the program.

E-3. Recommendation to Approve First Amendment - 58-044B - "Cook for Kids" Nutrition and Wellness Education Program Agreement (Supporting Docs)

 

Approve the First Amendment for the above Agreement - 58-044B - "Cook for Kids" Nutrition and Wellness Education Program. Contract Term: August 9, 2017 through June 30, 2019, 1 Year; 11 Months; User Department: Food & Nutrition Services; Award Amount: None; Awarded Vendor(s): Wellness in the Schools, Inc.; Small/Minority/Women Enterprise Vendor(s): None.

 

Approve the First Amendment to the Agreement. The current Agreement expires on June 30, 2018; therefore, this request is presented to amend the term of the current Agreement for one (1) additional year. Through this Agreement, Wellness in the Schools, Inc., will provide two (2) schools with a "Cook for Kids" program and other related initiatives to promote good nutrition and wellness at the District's schools.

 

The amendment to the agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no financial impact to the District.

 

E-4. Recommendation to Reject all Bids - 19-009V - Student and Athletic Insurance Accident Insurance Coverage (Supporting Docs)

Approve the recommendation to reject all bids for the above Request for Proposal (RFP).

 

The School Board of Broward County, Florida, released the above RFP on January 19, 2018, and opened the RFP on March 7, 2018. Proposals were received from Scholastic Insurance of Florida, LLC d/b/a School Insurance of Florida and Insurance for Students, LLC. The proposal from School Insurance of Florida, LLC was rejected because the Proposer did not provide a cost for all items within the group of insurance plans offered within the RFP and this left only one (1) Proposer to evaluate. It is recommended that all proposals received be rejected in accordance with Section 6A1.012(12)(c), Florida Administrative Code and Special Condition 6.8.3.7 of the RFP and reissue a new RFP, at a later date, with revised specifications.

 

There is no financial Impact to the District.

 

E-5. Recommendation to Approve First Amendment and Renewal - 15-045V - Professional Development Services for Non-Public Schools (Supporting Docs)

 

Approve the First Amendment to the Agreement. Contract Term: July 1, 2018 through June 30, 2019; User Department: Teacher Professional Learning and Growth; Original Award Amount: $2,500,000; Awarded Vendor(s): Catapult Learning, LLC; Learn-It Systems, LLC; Small/Minority/Women Business Enterprise Vendor(s): Amitesh, Inc. d/b/a Ace Office Supplies; Montage Diversity Consultants d/b/a Montage Education.

 

This Request for Proposal provides a wide range of professional development services to Broward County, non-public schools that have applied for services from the District under the provisions of the Title II, Part A, Teacher and Principal Training and Recruitment Fund. This request is to renew the above contract for an additional year.

 

The amendment to the agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

EE-3. Agreement with the University of Central Florida (Supporting Docs)

 

WITHDRAWN

 

Approve the Agreement between The School Board of Broward County, Florida as operator of Atlantic Technical College and Technical High School, and University of Central Florida. The Agreement term begins upon full execution by all parties and ends on September 30, 2020. The authorized budget period shall begin upon execution and shall not extend beyond September 30, 2018.

 

Atlantic Technical College and Technical High School has been awarded a $60,000 grant from the Florida Consortium of Inclusive Higher Education through the University of Central Florida. The goal of the grant is to facilitate the success of students with intellectual disabilities by providing authentic opportunities for training and employment in a high-skill, high-wage technical field. The School Board reviewed and approved the grant on February 21, 2018.

 

The Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. [PENDING] This Agreement will be executed after School Board approval.

 

The positive financial impact is $60,000. There is no additional financial impact to the District.

 

EE-4. Terms and Conditions with Sprint's 1Million Project Foundation (formerly Sprint Foundation) - Year Two (Supporting Docs)

 

WITHDRAWN

 

Approve the Terms and Conditions between The School Board of Broward County, Florida, and the 1Million Project Foundation.

 

Sprint's 1Million Project aims to bridge the digital divide and help close the "Homework Gap" for 1 million low-income high school students lacking reliable home internet access. Through this program students from low-income families without reliable home internet and limited access to technology may receive either a free smartphone, tablet, laptop or hotspot device, and 3GB of high-speed LTE data per month. All District high schools, combination schools, and centers will be able to request inventory from the 12,500 device goal (valued at about $180 each) to be distributed through a five year period. Participating students and types of devices requested will be determined by each school.

 

The Terms and Conditions have been reviewed and approved as to form and legal content by the Office of the General Counsel. [PENDING]

 

The positive financial impact is approximately $2.25 million over five years in the form of an in-kind donation of 12,500 of smartphones, tablets, laptops, or hotspot devices from the 1Million Project Foundation. There is no additional financial impact to the District.

 

EE-5. Agreement with Community Foundation of Broward (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida, and the Community Foundation of Broward. The Agreement term begins upon full execution by all parties and ends on June 30, 2021.

 

The District will embed School is Cool into the Reimagining Middle School plan and provide intensive group and individual personalized support to increase the ABC's (attendance, behavior, and core performance in reading and math) of low performing and at-risk middle school students. This grant will extend the academic year, pay for a project coordinator, provide social and emotional learning curriculum and training, offer project-based learning curriculum and training, host ALIgn Summer Camps for student exposure to the arts and science, extend Experiential Learning, and provide Personalization for Academic and Social-Emotional Learning to middle school students.

 

The School Board reviewed and approved the grant on April 10, 2018. The Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. The Agreement will be executed after School Board approval.

 

The potential positive financial impact is $1,000,000 per year over three years. The source of funds is the Community Foundation of Broward. The School Board of Broward County, Florida, will provide community liaisons and Exceptional Student Education support facilitators at the middle schools as a 1:1 match for this grant.

 

EE-6. Agreement with Whole Kids Foundation (Supporting Docs)

 

Approve the Agreement(s) between The School Board of Broward County, Florida, and Whole Kids Foundation. The Agreement begins the day of School Board approval. While the Foundation does not specify an end date or a period end date by which all the funds must be used, the Broward Youth Treatment Center intends to spend the funds within one year of Board approval.

 

Whole Kids Foundation has awarded the Broward Youth Treatment Center a grant of $2,000. Grant funds will be used to establish an edible garden at the center. The Dan Marino Foundation has provided access to the Virtual Interactive Training Agent (ViTA) system. ViTA was designed to give users with intellectual, development, or autism spectrum disorders the opportunity to practice job interviewing by conversing with and responding to a VH interviewer. ViTA provides a platform where participants can practice job interviewing with VH agents that are capable of asking a variety of questions in an assortment of settings, which can be adjusted across a spectrum of challenges.

The positive financial impact is valued at $14,560 for forty software downloads to run on two computers at each of the 20 identified schools. There is no additional financial impact to the District.

Approve the Agreements between The School Board of Broward County, Florida (as operator of High Schools: Hallandale Magnet, Miramar, and South Plantation), and The Florida Endowment Foundation for Florida's Graduates Inc. d/b/a Jobs for Florida's Graduates. The Agreement term begins upon full execution by all parties and concludes on June, 30, 2019.

 

Jobs for Florida's Graduates is a robust work and life skills development program for middle and high school students who need supportive services to increase their likelihood of high school completion. With these grants, students at Hallandale Magnet, Miramar, and South Plantation High Schools will explore careers, work within teams, develop leadership skills, create and manage wealth, serve their communities, and build a workable plan for their post-graduation life. This grant covers the cost for one FTE position to teach the related course and provide the extracurricular engagement.

 

The Agreements have been reviewed and approved as to form and legal content by the Office of the General Counsel. The Agreements will be executed after School Board approval.

 

The positive financial impact is $45,000 per program for a total of $225,000 for the 2018/19 school year. There is no additional financial impact to the District.

 

EE-9. Agreement with the American Councils for International Education (Supporting Docs)

 

Ratify the Agreement between The School Board of Broward County, Florida, and the American Councils for International Education under funding from the United States (U.S.) Department of State. The Agreement term begins upon full execution by all parties and ends on June 5, 2019.

 

The Teachers of Critical Languages Program (TCLP) brings teachers from China, Egypt, and Morocco to eligible U.S. elementary and secondary schools to teach Chinese and Arabic for an academic year. American students benefit from having native Chinese and Arabic speakers in the classroom and from a broadened foreign language curriculum. Exchange teachers assigned to U.S. host schools will have at least four years of classroom teaching experience, at least a bachelor's degree, and be proficient in written and spoken English.

 

The potential positive financial impact is $20,000 stipend for an exchange teacher plus housing allowance. The source of funds is the U.S. State Department Bureau of Cultural and Educational Affairs administered by American Councils for International Education under the Teachers of Critical Languages Program. The District is required to cover all costs associated with the exchange teacher's teaching certification. There is no additional financial impact to the District.

 

EE-10. Agreement with the University of Florida Board of Trustees (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida (as operator of Elementary Schools: Broadview, Castle Hill and Larkdale) and The Board of Trustees of the University of Florida (UF). The Agreement term begins upon full execution by all parties and ends on June 30, 2020.

 

The James Patterson Literacy Challenge at UF will address persistent problems in early literacy by working with schools to change their literacy culture. UF will accomplish this through transformative professional learning experiences for teachers and school leaders. This invitational grant did not require an application.

In an effort to maintain these systems, the Information & Technology Department established a process to streamline and consolidate requests for spending authority on an extensive number of annual SW/HW maintenance, license and lease renewals. This process was established and has been used since the year 2000.

In response, the District outreached big nine national school safety consulting companies. On April 19, 2018, the RLI was released to each company. Two (2) proposals were received.

These projects are already planned in the General Obligation Bond (GOB), funding from the GOB will be issued sooner to coincide with acceleration of these projects.
