Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2017-2018 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability.

 

The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements. Individuals listed meet the requirements for the supplemental positions.

Should this referendum be passed by the voters of Broward County, the 1/2 mills increase in ad-valorem taxes will generate approximately $92.8 million in additional revenue. Costs associated with placing this referendum on the ballot will be approximately $200,000 (i.e., legal fees, advertisements, etc.).

The Student Transportation & Fleet Services (STFS) Department continues to strive to improve the level of service being provided to all stakeholders. The 2018-19 boundary process included a time change request from Wingate Oaks which STFS could accommodate with no operational cost impact.

 

School bell times are scheduled to minimize operational costs to the District whenever feasible.

 

E-2. Supplier Diversity Outreach Program Report as of April 13, 2018 (Supporting Docs)

 

Receive Supplier Diversity Outreach Program (SDOP) Report.

 

The SDOP report provides The School Board of Broward County, Florida, an update on the continual progress of the program.

E-3. Recommendation for Bid Renewal - ITB 15-106C - Storm Sewer & Sewer Main Cleaning and Repair (Supporting Docs)

 

Approve the renewal for the above Invitation to Bid (ITB). Contract Term: June 18, 2015 through June 17, 2019, 4 Years; User Department: Environmental Health & Safety (EHS); Award Amount: $750,000; Awarded Vendor(s): All Liquid Environmental Services, LLC d/b/a Johnson Environmental Services and Shenandoah General Construction Company; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This request is to renew ITB 15-106C - Storm Sewer & Sewer Main Cleaning, for one (1) additional year, June 18, 2018 through June 17, 2019, as per Bid Special Condition 5, Contract Renewal which states that: "The term of the bid shall be for three (3) year(s), and may, by mutual agreement between The School Board of Broward County, Florida, and the Awardee, be renewed for two (2) additional one (1)year periods."

 

EHS utilizes this contract on an as needed basis to service, repair, and maintain storm sewers at schools and administrative sites throughout the District.

 

There is no financial impact to the District.

 

E-4. Recommendation to Reject all Bids - 18-153V - High School Co-enrolled Credit Recovery (Supporting Docs)

Approve the recommendation to Reject all Bids for the above Request for Proposal (RFP).

 

In accordance with Special Condition 6.8.1 of the solicitation, it is recommended that all proposals are rejected as multiple proposers stated exceptions to the minimum requirements, leading to their disqualification. Upon review of these exceptions, we intend to revise aspects of the current RFP that resulted in proposer confusion and re-release with updated specifications.

 

There is no financial impact to the District.

 

E-5. Recommendation to approve Renewal of Piggyback Agreement - 58-018E - Apple Computers, Software, and Technical Support (Supporting Docs)

 

Approve the recommendation to renew the Piggyback to Florida State Contract 43211500-WSCA-15-ACS. Contract Term: July 1, 2017 through March 31, 2019, 1 Year, 9 Months; User Department: District-wide; Original Award Amount $2,000,000; Awarded Vendor(s): Apple, Inc.; Small/Minority/Women Business Enterprise Vendors: None.

 

Approving the Piggyback renewal of the Florida State Contract with Apple, inc., will allow the District to continue to procure personal computers, laptops, iPads, and educational applications for students with existing Apple equipment. These purchases will address the computing device needs related to instructional program areas throughout the District.

There is no financial impact to the District for this renewal because adequate spending authority remains from the previous term, and it is sufficient for the term of the renewal. The funding source will come from various schools and departments' operating budgets.

 

E-6. Recommendation to Reject all Bids - 18-014R-02 - School Bus Transportation Services (Supporting Docs)

 

Approve the recommendation to reject all bids for the above Invitation to Bid (ITB).

 

This is a recommendation to reject all bids. The School Board of Broward County, Florida, released ITB 18-014R-02 on February 12, 2018 through February 23, 2018. The District received one (1) bid. The one (1) bidder did not meet the specification of the bid document. Pursuant to Section 3, General Conditions 6 of ITB 18-014R-02: "In the best interest of SBBC, the Board reserves the right to: ...Reject any or all bids received when there are sound documented business reasons that serve the best interests of SBBC."

E-7. Recommendation to Approve Extension of Bid 18-019B - Culinary Arts Supplies, Equipment Repair Parts (Catalog) (Supporting Docs)

 

Approve the extension for the above Invitation to Bid (ITB) for an additional 4 months. New Contract Term: August 1, 2017 through November 30, 2018, 1 Year, 4 Months; User Department: Procurement & Warehousing Services; Award Amount $100,000; Awarded Vendors: Curran Taylor, Gulf Ice Systems, Heritage Food Service Group, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This request is to extend ITB 18-019B - for four (4) additional months beyond the expiration of the current period August 1, 2017 through November 30, 2018. By extending this contract, the District will avoid disruption of services and will allow Procurement & Warehousing Services to re-design a new solicitation that will offer the District more advantageous prices and discounts.

E-8. Recommendation to Reject all Proposals - 18-208C - Roofing Services (Supporting Docs)

Approve the recommendation to reject all proposals for the above Request for Proposal (RFP)

 

This is a recommendation to reject all proposals. Pursuant to Section 6.8.3.7, of RFP 18-208C: "In the best interest of SBBC, the Board reserves the right to reject any or all proposals received when there are sound documented business reasons that serve the best interest of SBBC." It is recommended that all proposals be rejected in order to reissue the RFP with specifications that are revised with the objective of soliciting a larger pool of responsive proposals from which the district might establish a larger pool of awardees from whom to procure services.

Approve agreement between The School Board of Broward County, Florida, and the non-profit organizations Jewish Adoptions and Family Care Options and Special Olympics Florida - Broward County, to provide school bus transportation for recreational programs commencing on the execution of the agreement by all parties and ending May 31, 2022.

 

The transportation agreements allow the non-profit organizations to utilize District buses for organizational sponsored recreation programs and events that are dependent on transportation. Organizational sponsored recreation programs provide a valuable service to their respective communities.

The non-profit organizations will reimburse the District for the cost of this service at the current reimbursement rate of $70 per hour plus $28 per hour per bus attendant, if needed.

All costs and fees for ED2GO courses are funded by the individual users, not SBBC.

Welcoming Schools is a professional development program with training, resources, and lessons dedicated to creating respectful and supportive elementary schools by welcoming all families, creating LGBTQ and gender inclusive schools, preventing bias-based bullying and supporting transgender and non-binary students.

Because the total financial impact was unknown, the Board approved the request for spending authority in the initial amount of $25,000 without additional Board approval. This item is being brought forward to increase the spending authority an additional $102,000 for legal fees and costs.

School Board Policy 1403 provides a procedure whereby schools can request waivers to School Board Policy and / or the BTU contract to remove barriers to school improvement. All waivers must be approved by 66 2/3 percent of faculty and be shared with the school community at public meetings.

 

These waivers were reviewed and recommended by the District Review Panel, appropriate level Executive Principal's Committees, and the Superintendent.

II. OFFICE OF THE SUPERINTENDENT

 

II-1. Annual Dues of AdvancED for Accreditation (Supporting Docs)

 

Approve the payment to AdvancED of $202,500 for accreditation dues for 2018-2019.

 

Broward County Public Schools (BCPS) has had a long standing relationship with the AdvancED Accreditation Agency. BCPS is Florida's first fully accredited school system since 1962. Payment of annual dues, $202,500, is required to maintain accreditation for all non-charter schools in the district.

 

The financial impact is $202,500 which is appropriated in the Office of School Performance and Accountability Budget. This amount is included in the department budget on an annual basis and as a result, funding is approved. This item will not appear as a separate item going forward as specific action to pay this invoice is not required to be taken by the Board.

Approve the agreement with Nova Southeastern University, Inc. to provide two magnet high school summer enrichment programs for students. The Marine Science Program for South Broward High School, and the Computer Technology Program for Atlantic and Sheridan Technical High Schools and Dillard High School.

 

Nova Southeastern University, Inc. will host the annual summer programs for up to thirty (30) students in each program beginning on June 25, 2018 and concluding on June 29, 2018 for Marine Science Program, June 11, 2018 through June 15, 2018 for the Computer Technology Program.

 

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The O-STEM and Computer Science summer programs are funded by Nova Southeastern University. The summer programs will have school and district staff oversee the students for the duration of the program. The cost associated for the three staff members will be $600 per staff member for the week and will be covered by the participating schools.

 

LL-5. Student Enrichment in the Arts (SEAS) (Supporting Docs)

 

Approve the 2018-2019 SEAS program at schools and at the Broward Center for the Performing Arts.

 

Since 1991, The School Board of Broward County, Florida, in partnership with the Broward Center for the Performing Arts, has presented the national award-winning Student Enrichment in the Arts (SEAS) program. The SEAS program continues to offer a unique style of learning by integrating theatrical performances in dance, music and drama into the student's education. SEAS brings to life storybooks and novels on stage. Each and every performance includes a study guide that links the performance to Florida Sunshine State Standards. Approximately 137 performances benefiting 77,680 students will take place in theaters and at schools during the 2018-2019 school year at a cost factor to the District of a little more than $3.00 per student.
