Approve the recommended supplemental pay positions of employees for the 2017-2018 school/fiscal year.

 

Employees are recommended for supplemental pay positions by the Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2017-2018 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability. The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements. Individuals listed meet the requirements for the supplemental positions.

 

Funding has been budgeted in the 2017-2018 school/fiscal year for all supplements through June 30, 2018.

Adopt this Resolution #18-102, in support of recognizing March 2018 as Colon Cancer Awareness Month.

 

In 2018, an estimated 97,220 colon cancer cases will be diagnosed in the United States, and 50,630 people will die from the disease. Colon Cancer Awareness month is an annual campaign to increase awareness of the disease and encourage screening for early detection.

 

There is no financial impact to the District.

The job description for the Professional Development Specialist has been created in response to the request by Board Members to further define and clarify job responsibilities associated with the Staff Assistant job description. The new job description for the Professional Development Specialist position was developed to reflect responsibilities associated with Staff Assistants working within the Academics Division. The job description defines the performance responsibilities and the minimum education and experience required to perform successfully in the job. The job description was publicized for rule adoption in compliance with Florida Statutes on February 28, 2018. See attached Executive Summary.

Approve the recommendation by the Superintendent indicated in the Superintendent Recommendations - Tracking Report.

 

The Pre-Qualification Application process is in accordance with State Requirements for Educational Facilities, F.S. 1013.46, and Board Policies 7003 and 7003.1. This item approves recommendations by the Superintendent of Schools as set forth in the Superintendent Recommendations - Tracking Report. The Qualification Selection Evaluation Committee (QSEC) convened on February 28, 2018, to review staff's recommendations concerning pre-qualification applications. Upon review of staff's recommendations, QSEC makes the recommendations to the Superintendent indicated in Superintendent Recommendations - Tracking Report.

E-3. Recommendation to Approve Extension of Agreement - 13-050R - Global Positioning System (GPS) and Student Tracking for Student Transportation & Fleet Services (Supporting Docs)

 

REVISED

 

Approve the recommendation to extend the above Agreement. Contract Term: March 31, 2018 through March 31, 2019, 1 Year; User Department: Student Transportation & Fleet Services; Award Amount $296,275; Awarded Vendor(s): Education Logistics, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This request is to extend the Education Logistics, Inc. (Edulog) Agreement. Edulog is the routing system used by The School Board of Broward County, Florida, transportation department. This tool allows the staff to view student information, create safe bus stops and bus runs. It identifies students eligible for transportation and its automated tools such as run optimization allows staff to monitor bus runs for efficiency.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no financial impact to the District.

 

EE. OFFICE OF STRATEGY & OPERATIONS

 

EE-1. Recommendation of $500,000 or Less - 18-173T - Animal Control Services (Supporting Docs)

 

Approve the recommendation to award the above Invitation to Bid (ITB). Contract Term: April 1, 2018 through March 31, 2021, 3 Years; User Department: Physical Plant Operations (PPO); Award Amount: $180,000; Awarded Vendor(s): CHJT, LLC d/b/a Florida Animal Removal; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The School Board of Broward County, Florida, received two (2) bids in response to ITB 18-173T. This Bid will be utilized by PPO-Custodial/Grounds Department throughout the District, to provide animal control services, including the removal, transportation, relocation, release, and euthanasia, as allowed by law, of nuisance animals, wildlife and pests, as needed, in compliance with all federal, state, county, and local laws, ordinances, codes, rules, and regulations as applicable to the provision of these services.

 

The estimated financial impact to the District will be $180,000. The funding source will come from the PPO's operating budget. The financial impact represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-2. City of Hallandale Beach Community Partnership Grant Agreement (Supporting Docs)

 

Ratify the Agreement between The School Board of Broward County, Florida (as operator of Hallandale Magnet High School), and the City of Hallandale Beach. The Agreement begins the day of School Board approval and ends on September 30, 2018.

 

The City of Hallandale Beach grants funds to community partnership programs that will benefit the residents of Hallandale Beach. During the City's 2018 fiscal year, the Saturday Success Academy at Hallandale Magnet High School was chosen for funding. The grant proposal was previously presented to and approved by the School Board on June 27, 2017. The subsequent grant Agreement requires School Board approval and ratification of the principal's signature.

 

The Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The positive financial impact is $50,000 to fund a Saturday Success Academy. There is no additional financial impact to the District.

 

EE-3. City of Hallandale Beach Criminal Justice Program Grant Agreement (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida (as operator of Hallandale Magnet High School), and the City of Hallandale Beach. The Agreement begins the day of School Board approval and ends on September 30, 2018.

 

The City of Hallandale Beach has previously assigned a police officer to teach a criminal justice class at Hallandale High School. For fiscal year 2017/18, the City will offer a $30,000 grant in exchange for phasing out the police officer assignment at the school.

 

The Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. This Agreement will be executed after School Board approval.

 

The positive financial impact is $30,000 to support the Criminal Justice Program at Hallandale Magnet High School. There is no additional financial impact to the District.

 

EE-4. Transportation Agreement for City Recreation Program (Supporting Docs)

 

ADDED

 

Approve agreement between The School Board of Broward County, Florida, and the City of Parkland, to provide school bus transportation for recreational programs. The four years Agreement begins the day of School Board approval and ends on May 31, 2022.

 

The transportation agreement allows the city to utilize District buses for city sponsored recreation programs and events that are dependent on transportation. City sponsored recreation programs provide a valuable service to its respective communities.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of General Counsel.

This Agreement will be executed after School Board approval.

 

The city will reimburse the District for the cost of this service at the current reimbursement rate of $70 per hour plus $28 per hour per bus attendant, if needed.

 

F. OFFICE OF ACADEMICS

 

FF. OFFICE OF ACADEMICS

 

FF-1. Second Amendment to Agreement between The School Board of Broward County, FL and Kendall Hunt Publishing Company (Supporting Docs)

 

Approve second amendment to the agreement with Kendall Hunt Publishing Company to have non-exclusive rights to use SBBC's material entitled ESOL Instructional Strategies Matrix in the publication and publication's future editions of Why Tesol by Ariza.

 

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The positive financial impact to the District is $1,500. The funds will be allocated to the Bilingual/ESOL Department budget to support teacher and community initiatives.

 

FF-2. Instructional Materials Science Adoption (K-12) (Supporting Docs)

 

Approve the adoption of the recommended instructional materials for Elementary and Secondary Science (K-12). The following courses are affected by the programs recommended by the Science Instructional Review Committees: Elementary Grades: Science, Middle Grades: Earth Science, Regular & Advanced, Middle Grades: Life Science, Regular & Advanced, Middle Grades: Physical Science, Regular & Advanced,

Florida Statute 1006.40(5) requires multiple steps in the approval process to ensure input from all stakeholders. These include:

 

-Online access to student editions of the committee recommended instructional materials for 20 days

-An open, noticed Public Hearing during which the public may comment on the recommended instructional materials. (March 6, 2018)

-An open, noticed School Board Meeting to approve an annual instructional materials plan to identify any instructional materials that will be purchased through the District's instructional materials review process. (March 20, 2018)

 

If necessary, a second Public Hearing, chaired by a Hearing Officer, to address any formal objections returned to the District regarding the adoption of these instructional materials shall be held at least 30 days following approval by the Board. (no sooner than April 20, 2018)

 

The financial impact to the District will be approximately $21,020.377.54. Pending fund availability from the 2018-2019, 2019-2020, and 2020-2021 FLDOE categorical instructional materials allocations. These funds will be placed in the Innovative Learning budget.

 

FF-3. Work Authorization 4 between Broward County Behavioral Health Services and The School Board of Broward County, Florida, Agreement Number 16-CP-CSA-8267-02 (Supporting Docs)

 

Approve the addition of contracted funds from Broward County Behavior Health Services in the amount of $134,394 for the Family Counseling Program.

 

On September 1, 2015, the Broward County Board of County Commissioners approved funding recommendations made by the Broward County Behavioral Health Services (Children's Services Administration Section [CSAS]) for The School Board of Broward County, Florida Family Counseling Program (FCP) to receive a grant in the amount of $1,343,940 with a two-year renewal option. The Broward County Behavioral Health Services is extending funds in the amount of $134,394 to accommodate the current increased demand for mental health services due to the recent shooting incident.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. This Agreement will be executed after School Board approval.

 

The positive financial impact to the District now totals $1,478,334. The required 10% match required by the grantor has been met through the department's FY2018 budget allocation.

Approve the amended Final Calendar Option for the 2018 Summer Term Calendar for Community Schools and Technical Colleges.

 

At the March 21, 2017 Regular School Board Meeting, the Board approved two (2) proposed calendar options for the 2018 Summer Term Calendar for Community Schools and Technical Colleges and final approval was contingent upon Board Approval of the 2018-2019 School Calendar. The attached amended Final Calendar option includes four (4) additional days of school: June 16, June 23, June 30 and August 7, 2018.

 

There is no financial impact to the District.

 

I-2. The School Board of Broward County, Florida 2018-2019 Personnel Calendars and Summer Term Calendar for Community Schools and Technical Colleges (Supporting Docs)

 

Approve The School Board of Broward County, Florida 2018-2019 Administrative Offices Calendar, Personnel Work Day Summary, 208 (A-D) Work Calendar and 2019 Summer Term Calendar for Community Schools and Technical Colleges.

 

On December 5, 2017, The School Board of Broward County, Florida approved the school calendar for the 2018-2019 School Year. Following Board approval of the 2018-2019 School Calendar, staff in conjunction with the Superintendent’s Calendar Committee, developed the corresponding 2018-2019 Schools & Administrative Offices Calendar, Personnel Work Day Summary, 208 (A-D) Personnel Work Calendars, and the Summer Term Calendar Options for Community Schools and Technical Colleges (2019). The final Calendar Option for Summer Term 2019 is contingent upon Board approval of the 2019-2020 School Calendar which will be presented at a Regular School Board Meeting in December 2018.
