Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the

2017-2018 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability.

 

The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements. Individuals listed meet the requirements for the supplemental positions.

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Federation of Public Employees (Clerical/Secretarial) effective July 1, 2017.

 

For the 2017-2018 school year, this Agreement provides an overall 2.2% increase to the salaries of eligible employees effective July 1, 2017.

E-1. Recommendation of the Ms. Willie Ann Glenn Act for Summer 2018 (Summer Nutrition Program) (Supporting Docs)

 

Renew disapproval of participation in Ms. Willie Ann Glenn Act for Summer 2018. Vote to be exempt from the Summer Feeding Program per Chapter 2005-73, Section 1, (3). Notify the Commissioner of Florida Department of Agriculture and Consumer Services within ten days of the decision not to participate and be exempt. Notify Florida Department of Agriculture and Consumer Services Commissioner within ten days of each subsequent year's decision to continue the exemption.

 

The request for approval from the Board not to participate in the Ms. Willie Ann Glenn Act is a standard item presented annually since 2006.

E-2. Pre-Qualification of Contractors - Superintendent's Recommendations Regarding Pre-Qualification Certification (Supporting Docs)

 

Approve the recommendation by the Superintendent indicated in the Superintendent Recommendations - Tracking Report.

 

The Pre-Qualification Application process is in accordance with State Requirements for Educational Facilities, F.S. 1013.46, and School Board Policies 7003 and 7003.1. This item approves recommendations by the Superintendent of Schools as set forth in the Superintendent Recommendations - Tracking Report. The Qualification Selection Evaluation Committee (QSEC) convened on January 17, 2018, to review staff's recommendations concerning pre-qualification applications. Upon review of staff's recommendations, QSEC makes the recommendations to the Superintendent indicated in Superintendent Recommendations - Tracking Report.

Receive Supplier Diversity Outreach Program (SDOP) Report.

 

The SDOP report provides The School Board of Broward County, Florida, an update on the continual progress of the program.

E-4. Recommendation for First Amendment to the Agreement - 58-119E - Global Scholars Curriculum (Supporting Docs)

 

Approve the first amendment to the Agreement. Contract Term: August 8, 2017 through June 30, 2018, 10 Months; User Department: Innovative Learning; Awarded Amount: None; Awarded Vendor(s): Global Cities, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

Global Scholars is a program for middle school students to learn and communicate internationally using internet-based educational activities, project-based learning, and other instructional strategies to develop students' global citizenship, while enhancing critical 21st Century skills. This First Amendment is being created for the addition of Parkway Middle School, Rickards Middle School, Olsen Middle School and the removal of Tequesta Trace Middle School.

 

The amendment to the agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

E-5. Recommendation to Approve Extension of Bid - 17-117C - Asphalt and Play Court Paving, Repairs, Resurfacing and Striping (Supporting Docs)

 

Approve the extension for the above Invitation to Bid (ITB) for an additional 3 Months. New Contract Term: February 23, 2017 through May 22, 2018, 1 Year, 3 Months; User Department: Physical Plant Operations; Award Amount: $3,000,000; Awarded Vendor(s): Pence Sealcoating Corporation; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This request is to extend ITB 17-117C for three (3) additional months beyond the expiration of the current period February 23, 2017 through February 22, 2018. By extending this contract, the District will avoid disruption of services, and will allow Procurement & Warehousing Services to continue its outreach to pre-qualify potential and prospective bidders in order to increase participation in upcoming and future solicitations for these services.

 

A replacement ITB has been advertised on December 15, 2017, and will remain open through April 23, 2018, as to allow non-prequalified prospective bidders, to start the pre-qualification process and be approved in time for participation.

E-6. Recommendation to Reject all Bids - 18-023T - Tree Removal & Pruning Services (Supporting Docs)

 

Approve the recommendation to reject all bids for the above Invitation to Bid (ITB).

 

This is a recommendation to reject all bids. The School Board of Broward County, Florida, released an ITB on August 7, 2017 through October 5, 2017. The District received five (5) bids. Pursuant to Section 3, General Conditions 6 of ITB 18-023T: "In the best interest of SBBC, the Board reserves the right to: Reject any or all bids received when there is sound documented business reasons that serve the best interests of SBBC”

EE-2. City of Hollywood Grant Agreements (Supporting Docs)

 

Ratify the Agreements between The School Board of Broward County, Florida (as operator of Bethune Elementary, McArthur High, Stirling Elementary, and South Broward High Schools) and the City of Hollywood. The Agreements begin the day of School Board approval and end on September 30, 2018.

 

The City of Hollywood City Commission provides General Fund Agency Grants to social service agencies that provide services to Hollywood residents. During the City's 2018 fiscal year, four Hollywood traditional schools were awarded funding (see attached executive summaries for information on individual programs). Each of the grant proposals have been presented to and approved by the School Board. Subsequent grant agreements require School Board approval and signature.

 

The positive financial impact is $24,175 across the four programs. There is no additional financial impact to the District.

 

EE-3. Direct Negotiation Recommendation of $500,000 or Greater - 58-124E - BECON Channel Move (FCC-Mandated Repack) (Supporting Docs)

 

This request is to approve spending authority for BECON so the department can commence compliance with the Federal Communications Commission (FCC) to move The School Board of Broward County, Florida's (SBBC), television (TV) station, WBEC, to a different broadcast frequency (channel). SBBC must purchase and install new broadcast equipment to comply with the move requirement; however, the FCC is reimbursing the cost to SBBC.

 

This moving process is complicated because nearly one thousand (1,000) other TV stations across the nation face this same mandate to order and install new equipment by a set deadline. This equipment is highly specialized and has extended lead-times for manufacture and installation. SBBC must issue purchase orders as quickly as possible to meet deadlines.

The total spend authority requested is $4,308,080 which represents the cost of equipment, engineering services, installation, permits and other anticipated fees. Approve the Interim Financial Statements for the Period Ended November 30, 2017.

 

Financial Statements are submitted to the School Board pursuant to the State Board Administrative Rule 6A-1.008. As of November 2017, the fund balance as a percentage of the projected revenues was 4.35% and fund balance, excluding Charter Schools revenues was 5.10%.

 

There is no additional financial impact to the District.

Approve the Interim Financial Statements for the Period Ended December 31, 2017.

 

Financial Statements are submitted to the School Board pursuant to the State Board Administrative Rule 6A-1.008. As of December 2017, the fund balance as a percentage of the projected revenues was 4.53% and fund balance, excluding Charter Schools revenues was 5.34%.

 

There is no additional financial impact to the District.

 

KK. OFFICE OF FINANCIAL MANAGEMENT

 

KK-1. Value Adjustment Board (VAB) Direct Cost Billing (Supporting Docs)

 

Approve payment for semi-annual billing for the School Board's share of the VAB direct cost.

 

The Value Adjustment Board (VAB) serves as the decision-making authority when there is a disagreement between the taxpayer and the Broward County Property Appraiser concerning property valuation/classification. They facilitate petition filing and schedule quasi-judicial hearings to settle disputes regarding exemptions, classifications and assessments. Membership of the VAB consists of five members, and two alternates: 1) two members appointed by the Broward County Board of County Commissioners; 2) one citizen member appointed by the Broward County Board of County Commissioners who must own homestead property within Broward County; who may not be a member or an employee of any taxing authority, and may not be a person who represents property owners in any administrative or judicial review of property taxes.

L-1. Authorization to Conduct a Spot Survey to Replace Building No. 6 at McArthur High School (Supporting Docs)

 

Authorize staff to conduct a spot survey to amend the Educational Plant Five Year Survey Report 2015-2020 (Plant Survey) and enable the replacement of Building No. 6 at McArthur High School.

 

Directive from the Florida Department of Education requires that a spot survey must be conducted to amend the existing Plant Survey to authorize replacement of Building No. 6. The planned replacement of Building No. 6 was presented to the School Board at the December 12, 2017 School Board Workshop.

 

Therefore, it is recommended that the School Board should authorize staff to conduct a spot survey to amend the Plant Survey to enable the replacement of the building as stated herein.

 

There is no financial impact to the School District; therefore, this item does not require a Collaboration Form from the Capital Budget Department.

 

LL. OFFICE OF PORTFOLIO SERVICES

 

LL-1. Parking Lease Agreement with The State of Florida Department of Children and Family Services (Supporting Docs)

 

Approve the Parking Lease Agreement with The State of Florida Department of Children and Family Services (DCF) for parking within the Kathleen C. Wright Administration Complex parking garage.

 

On March 5, 2013, The School Board of Broward County, Florida (SBBC) approved the Parking Lease Agreement between the SBBC and DCF to lease five (5) parking spaces at the Kathleen C. Wright Administration Complex parking garage. On May 18, 2015, the SBBC amended the Parking Lease Agreement, due to DCF's desire to reduce the number of leased parking spaces from five (5) to one (1).

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel and has been executed by DCF.

 

There will be positive financial impact to the District in the amount of $1,878.10 for the initial term of this agreement; thereafter, the rental fee shall increase by 3% for each additional year the agreement is renewed.

 

LL-2. Agreement of Sale and Purchase between The School Board of Broward County, Florida and MVP Keys, Inc. (Supporting Docs)

 

Approve the Agreement of Sale and Purchase between The School Board of Broward County, Florida (SBBC) and MVP Keys, Inc. for the purchase of the site commonly referred to as Coral Springs High School Acreage.

 

Section 1013.28, Florida Statutes (FS) allows a school board to dispose of any land or real property that is by resolution of the board, if recommended in an educational plant survey and determined to be unnecessary for educational or ancillary purposes.

This Agreement has been reviewed and approved as to form and legal content by a District Cadre Attorney and the Office of the General Counsel, and upon its approval by the School Board, due diligence processes towards purchase and closing on the property will commence.

 

At the time this sale is closed, there will be a positive financial impact of $605,000.00 minus closing costs, to the School Board. Currently, the closing of this sale is anticipated to occur prior to the end of the 2018 fiscal year.

 

LL-3. Agreement of Sale and Purchase between The School Board of Broward County, Florida and Turnstone Development Corporation (Supporting Docs)

 

Approve the Agreement of Sale and Purchase between The School Board of Broward County, Florida (SBBC) and Turnstone Development Corporation for the purchase of the site commonly referred to as North Side Elementary Parking Lot.

 

Section 1013.28, Florida Statutes (FS) allows a school board to dispose of any land or real property that is by resolution of the board, if recommended in an educational plant survey and determined to be unnecessary for educational or ancillary purposes.
