Approve the recommended supplemental pay positions of employees for the 2017-2018 school/fiscal year.

 

Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2017-2018 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability.

 

The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements. Individuals listed meet the requirements for the supplemental positions. (None at this time.)

 

Funding has been budgeted in the 2017-2018 school/fiscal year for all supplements through June 30, 2018.

 

G-6. Approval of Out-of-Field Teaching Assignments (Supporting Docs)

 

Approve the attached list of out-of-field teaching assignments.

 

State Board of Education Rule (SBER) 6A-1.0503 Definition of Qualified Instructional Personnel requires out-of-field teachers to be School Board approved and to take at least six (6) semester hours of college coursework towards certification and/or 120 inservice points, for gifted and reading assignments, each year until appropriately certified. When applicable, teachers may opt to pass the appropriate subject area exam in lieu of completing coursework. Teachers out-of-field due to the English for Speakers of Other Languages (ESOL)/Multicultural Education Training Advocacy (META)

 

Agreement are required to complete 15 semester hours of college coursework or 300 inservice points within six (6) years from the date of the assignment to students identified as English Language Learners (ELL).

 

There is no additional financial impact to the School District.

Approve the Second Amendment to the Agreement for the above Request for Proposal (RFP). Contract Term: July 1, 2018 through June 30, 2019, 1 Year; User Department: Office of the Chief Auditor; Award Amount: $850,000; Awarded Vendors(s): BCA Watson Rice, LLP; Carr, Riggs & Ingram, LLC; HCT Certified Public Accountants & Consultants, LLC; RSM US, LLP; S. Davis & Associates P.A.; Small/Minority/Women Business Enterprise Vendor(s): HCT Certified Public Accountants & Consultants, LLC; S. Davis & Associates P.A.

 

This RFP provides services from licensed public accounting firms and support the Office of the Chief Auditor with construction and operational auditing services. Services may include; but are not limited to, facility audits, general contractor, subcontractor payment audits, program oversight, site safety and security audits, facility-related Information & Technology Department reviews, and operational audits of business/service departments as requested. RFP 15-008V - Construction and Operational Auditing Services was awarded June 9, 2014, with two (2) additional one (1) year renewals. This is the second of the two (2) additional one (1) year renewals.

 

The amendments to the agreements have been reviewed and approved as to form and legal content by the Office of the General Counsel.

Recommendation to approve the above agreement. Contract Term: January 18, 2018 through June 30, 2020, 2 Years, 5 Months; User Department: Head Start / Early Intervention Services; Award Amount $259,000; Awarded Vendor(s): Teaching Strategies; Small/Minority/Women Enterprise Vendor(s): None.

 

This recommendation is to approve the agreement to provide required assessment software for the Voluntary Prekindergarten and Head Start programs. Data from this tool is utilized for reports to the State of Florida and for reports for The School Board of Broward County, Florida.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $259,000. The funding source will come from the Head Start / Early Intervention Services operating budget. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the contract award amount.

 

EE-3. Recommendation for Additional Spending Authority - 16-037N - Travel Agency and Tour Operation Services (Supporting Docs)

 

Approve an increase in spending authority for the above Request for Proposal (RFP). Contract Term: October 21, 2015 through December 31, 2018, 3 Years, 2 Months; User Department: District-wide; New Award Amount:$1,485,000. Awarded Vendors(s): 16; Small/Minority/Women Business Enterprise Vendor(s): Flamingo Educational Tours of Florida, Inc.; Florida Safari Adventures, Inc. d/b/a Build A Field Trip; King's College Tours, Inc.; Sonshine Educational Tours, Inc.  See Supporting Docs for continuation of Requested Action.

 

On October 21, 2015, The School Board of Broward County, Florida, (SBBC) approved the award for RFP 16-037N - Travel Agency and Tour Operation Services. The purpose of this RFP was to select qualified vendors to organize educational travel packages, including airfare, charter buses, and hotel accommodations and for educational, athletic and/or recreational purposes.

The estimated financial impact to the District will be $485,000. The contract award amount was for $1,000,000. The request is to increase the spending authority by $485,000, bringing the new contract value to $1,485,000. The funding source will come from various locations' operating budgets. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-4. Recommendation for Additional Spending Authority - 17-018R - Electrostatic Painting for Metal Surfaces (Supporting Docs)

 

Approve an increase in spending authority for the above Invitation to Bid (ITB). Contract term: September 8, 2016 through August 30, 2019, 3 Years; User Department: Physical Plant Operations; Additional Requested Amount: $200,000. New Award Amount: $600,000; Awarded Vendor(s): Coastal Locker Services, Inc.; Roof Painting by Hartzell, Inc.; Small/Minority/Women Business Enterprises Vendor(s): None.

 

The School Board of Broward County, Florida, received two (2) bids for Bid 17-018R - Electrostatic Painting for Metal Surfaces. This is a critical bid in terms of providing maintenance for Electrostatic Painting for Metal Surfaces such as Playground Equipment, Covered Walkways, Fencing, and Railings.

The estimated financial impact to the District will be $200,000. The contract award amount was for $400,000. The School Board of Broward County, Florida, received fourteen (14) bids for 18-110B - Mops and Related Accessories. Mops and their related accessories are essential to the District in maintaining a clean and safe environment.

The Agreement between The School Board of Broward County, Florida (SBBC) and the Florida Holocaust Museum, Inc., supports and encourages the instructional fidelity and continuous integration of F.S. 1003.42(2)(g), history of the Holocaust. The Agreement provides teachers in Broward County Public Schools access to the iWitness curriculum resource.

 

The Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

It is recommended the School Board Operational Meeting scheduled for February 6, 2018 be cancelled.

 

School Board Members will be attending the District's 2017-2018 Rally to Tally trip to Tallahassee scheduled for February 6, 2018 through February 8, 2018. Accordingly, it is recommended the February 6, 2018 School Board Operational Meeting be cancelled.

 

All Items anticipated for the February 6, 2018 Agenda, will be brought to the February 21, 2018 Regular School Board Meeting.

 

There is no financial impact to the District.

 

I-2. Agreement between Nova Southeastern University and The School Board of Broward County, Florida (Supporting Docs)

 

Approve the agreement between Nova Southeastern University and The School Board of Broward County, Florida. The term of this agreement shall be from the date it is fully executed by both parties and shall conclude on November 1, 2020.

 

The School Board of Broward County, Florida partners with Nova Southeastern University to provide services to Nova Southeastern University's students so they can fulfill their Emergency Medical Technician Program requirements.

 

Services will be provided through McFatter Technical College. Nova Southeastern University will compensate the District for its services as outlined in the agreement.

As part of the District's Venture Design initiative, and pursuant to Section 1002.33 (20) (b), Florida Statues, the Innovative Programs Design/Support Department has negotiated the terms of Premium Services Agreement for fee-supported services. The attached Agreement delineates the negotiated terms, as well as the structure and components that will comprise the services purchased by the listed governing board.

Approve the Second Amendment to Agreement of Sale and Purchase between The School Board of Broward County, Florida (School Board) and Bridge Acquisition, LLC for the purchase of the site commonly referred to as Edgewood Administration Complex (Site No. 41.2).

 

For background purposes, the School Board at its December 6, 2016 Regular School Board Meeting (RSBM) approved the Agreement of Sale and Purchase (Agreement) between the School Board and Bridge Acquisition, LLC for the sale of School Board owned property known as Edgewood Administration Complex.
