Approve the recommended supplemental pay positions of employees for the 2017-2018 school/fiscal year.

 

Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2017-2018 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability. The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements. Individuals listed meet the requirements for the supplemental positions.

 

Funding has been budgeted in the 2017-2018 school/fiscal year for all supplements through June 30, 2018.

ADDED / SPECIAL ORDER - 1:00 P.M.

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida (SBBC) and the Broward Teachers Union-Education Professionals (BTU-EP) for the 2017-2018 school year.

 

This Agreement provides 2017-2018 salary increases for eligible bargaining unit members, effective July 1, 2017 as follows: 1) Grandfathered teachers will receive 2.6% - 3.5%; 2) Grandfathered teachers on Levels T & U will receive a one-time, non-recurring $1,000 bonus; 3) Pay for Performance teachers rated "Effective" will receive 2.6%; 4) Pay for Performance teachers rated "Highly Effective" will receive 3.51%; 5) Eligible teachers will receive a one-time, non-recurring $300 longevity bonus. ADDED / SPECIAL ORDER - 1:10 P.M.

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Broward Teachers Union-Education Support Professionals (BTU-ESP) for the 2017-2018 school year.

 

For the 2017-2018 school year, the Agreement provides an average salary increase of 2.2%, to the unit effective July 1, 2017. The salary schedules outline the individual base wage increases.

For the 2017-2018 school year, this Agreement provides a 2.2% salary increase effective July 1, 2017.

The Pre-Qualification Application process is in accordance with State Requirements for Educational Facilities, F.S. 1013.46, and Board Policies 7003 and 7003.1. This item approves recommendations by the Superintendent of Schools as set forth in the Superintendent Recommendations - Tracking Report. The Qualification Selection Evaluation Committee (QSEC) convened on November 29, 2017, to review staff's recommendations concerning pre-qualification applications. This agenda item requests approval to terminate ITB 18-047B for Disposable Industrial Wipes. Pursuant to Section 4, General Condition 60 of the ITB, "This contract award may be terminated with or without cause by SBBC during the term hereof thirty (30) days after the Superintendent gives written notice to the other parties that a recommendation shall be made to SBBC for the contract award's termination."

EE-2. First Amendment to the Cooperative Agreement with The Broward Sheriff's Office (Supporting Docs)

 

REVISED

 

Approve the amendment between The School Board of Broward County, Florida, and The Broward Sheriff's Office. The amendment period will begin after School Board approval and shall conclude on June 30, 2019.

 

Under this First Amendment to an agreement between the Broward Sheriff's Office (BSO) and The School Board of Broward County (SBBC), Florida, the BSO will reimburse SBBC for the General Education Development (GED) test cost for each inmate that participates in the GED test. Over the amendment period, the total amount shall not exceed $36,000, which will entitle 1,200 individual inmate registrations on a rolling basis over multiple successive quarterly terms. One registration covers the full enrollment tuition for one term for one inmate.

 

This First Amendment has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The positive financial impact is up to $36,000. There is no additional financial impact to the District.

 

EE-3. Recommendation of $500,000 or Less - 18-129V - Automated External Defibrillators (AED) Equipment and Supplies (Supporting Docs)

 

Approve the recommendation to award the above Invitation to Bid (ITB). Contract Term: January 01, 2018 through December 31, 2020, 3 Years; User Department: Environmental Health & Safety; Award Amount: $250,000; Awarded Vendor (s): One Beat CPR Learning Center Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The School Board of Broward County, Florida, released ITB 18-129V on October 20, 2017, and opened it on November 03, 2017. The District received three (3) bids. These products are designed to treat and stabilize victims of cardiac arrest or more serious trauma until medical attention can be provided. AED devices are recommended for purchase by the Environmental Health & Safety Director.

Colvard, Inc. d/b/a Boulevard Tire Center; The Goodyear Tire & Rubber Company; Tiresoles of Broward, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

The School Board of Broward County, Florida, received five (5) bids in response to ITB 18-024R. This Bid will be used for the purchase of new tires for the District's fleet inventory of school buses, trucks, utility trailers and miscellaneous off-road equipment vehicles.

The School Board of Broward County, Florida, received twelve (12) bids for ITB 18-142R - Vehicle Parts, Supplies & Related Items. The Student Transportation & Fleet Services department purchase vehicle parts, supplies and related items for the repair and maintenance of the School District automotive fleet of vehicles, buses and light, medium and heavy duty trucks.

Approve the recommendation to award the above Piggyback CO-OP Agreement. Contract Term: December 20, 2017 through January 31, 2018, User Department: Environmental Conservation/Utility Management; Award Amount: $25,000; Awarded Vendor(s) FPL Energy Services, Inc.; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This request is to Piggyback off the CO-OP Agreement 14-054R - Supply of Natural Gas (December 20, 2017 through January 31, 2018). The leading agency for this Agreement extended the CO-OP Agreement until January 31, 2018.

 

The extension will provide the leading agency additional time to release a new bid and contract award.

 

The estimated financial impact to the District will be $25,000. The funding source will come from the Environmental Conservation/Utility Management's operating budget. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the contract award amount.

 

EE-7. First Amendment to Agreement and Additional Spending Authority - 58-102E - Learning Management Systems (Supporting Docs)

 

Approve the above Amendment to the above Agreement. This request is to amend the original agreement to include Gradebook Student Indicators application to the existing Canvas Learning Management System.

 

This Agreement has been approved as to form and legal content by the Office of the General Counsel.

 

The funding source for this item exists within the requesting Department's budget. This item requests an increase in spending authority under the contract for extending the scope of services.

Approve the recommendation to award the above Invitation to Bid (ITB). Contract Term: January 1, 2018 through December 31, 2018, 1 Year; User Department: Environmental Health & Safety (EH&S); Award Amount: $200,000; Awarded Vendor(s): J.V. The School Board of Broward County, Florida, received one (1) bid for ITB 18-121T. This bid will be utilized by EH&S to purchase, install and upgrade refuse compactors district-wide, to reduce the cost of waste removal, protect against pests and insect infestation, reduce environmental risks, and reduce truck traffic at our schools.

The item requests approval of the Master Service Agreement between The School Board of Broward County, Florida, and Upland Software, Inc. This Agreement provides the District the ability to purchase Upland FileBound software products, i.e. OptiWorkFlow, OptiView, OptiSpool and Agenda Maker.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $235,848. The funding source will come from Information & Technology's operating budget. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

FF-1. First Amendment to Agreement between The School Board of Broward County, Florida and Kendall Hunt Publishing Company (Supporting Docs)

 

Approve first amendment to the agreement with Kendall Hunt Publishing Company to have non-exclusive rights to use SBBC’s material entitled ESOL Instructional Strategies Matrix in the publication and publication’s future editions of Not for ESOL Teachers, by Ariza.

 

The School Board of Broward County, Florida (SBBC) is the recipient of a one-year grant to provide services to immigrant students.

 

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The positive financial impact to the District is $1,000. The funds will be allocated to the Bilingual/ESOL Department budget to support teacher and community initiatives.

 

FF-2. Continuation Agreement between The School Board of Broward County, Florida and Public Consulting Group (Supporting Docs)

 

Increase spending authority for the remaining 4 years (July 1, 2017 thru June 30, 2021) of the 5 year Public Consulting Group (PCG) contract totaling $2,276,000 paid out of Medicaid funds. Yearly funding is $569,000 per year. This request is being made to accurately reflect the financial impact of this item. Last year when the item was presented and approved at the June 28, 2016 Special School Board Meeting (Item No. 8), the Financial Impact statement read, "There is a financial impact of $569,000 paid for with Medicaid Reimbursement funds." It should have stated, "$569,000 per year for five years", totaling $2,845,000 for the 5 year contract.

 

PCG agrees to continue to provide The School Board of Broward County, Florida (SBBC) the Internet-based Electronic Management System (EMS) currently implemented in the District for the writing of Individual Educational Plans (IEPs), Educational Plans (EPs) and Service Plans (PSSPs), as well as assisting administrators and teachers with the reporting requirements of the Individuals with Disabilities Education Improvement Act of 2004 (P.L. 108-446) (IDEA).

 

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is a financial impact of $569,000 per year paid for with Medicaid Reimbursement funds for the next 4 years totaling $2,276,000.

Florida State Statue 1006.07 requires that school districts conduct an annual self-assessment of their current safety and security practices using the online Florida Safe Schools Assessment Tool (FSSAT). The purpose of this assessment is to provide annual data reflecting the comprehensive support for safe and healthy schools so that district and school leadership teams can make data-informed decisions as they engage in strategic planning and problem-solving for continual system-wide improvements.

 

There is no financial impact.

II-1. Revision to Tower Lease Agreement with American Tower Company (ATC) (Supporting Docs)

 

ADDED

 

Approve First Amendment to License Agreement with American Tower Company (ATC) to reduce lease payments and annual escalator rate.

 

WBEC-TV's current FCC-mandated repack project (changing from Channel 40 to Channel 25) presented a unique opportunity to renegotiate the terms of our existing lease agreement with American Tower Company (ATC). ATC has agreed to reduce current monthly payments by 52% from $27,400 to $13,500, and to reduce the annual escalator rate from 5% to 3%.

 

This agreement has been reviewed and approved as to form and legal content by the Office of General Counsel.

 

There is a positive financial impact to the District via a reduction in lease payments. Reduction in monthly lease payments and the annual escalator rate will begin January 1, 2018.

The approval to accelerate these funds will allow Physical Plant Operations (PPO) to proceed with the replacement of the 155-ton air cooled chiller and chilled water pumps.

The previous Reciprocal Use Agreement (RUA) between The School Board of Broward County, Florida (SBBC) and the City of Parkland was entered into on January 23, 2013 and is scheduled to expire on January 22, 2018.

This agreement will be executed by the City of Parkland after School Board approval. This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

In years past, SBBC has utilized the Center located in the City of Plantation to conduct English for Speakers of Other Languages (ESOL) classes under a specific agreement with the City.
