Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type. The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2017-2018 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability.

 

The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements. Individuals listed meet the requirements for the supplemental positions.

Receive Internal Audit Report - Audit of the Internal Funds of Selected Schools.

 

An audit of the Internal Funds of Selected Schools was performed, as authorized by the Florida State Board of Education Administrative Rule 6A-1.087(2) and School Board Policy 1002.1.

 

The Audit report contains fifteen (15) schools. Our audits indicated that the fifteen (15) schools complied with policies and procedures. There were no schools that contained audit exceptions.

 

The Audit Committee reviewed and approved this report for transmittal to the School Board during the Audit Committee's September 7, 2017 meeting.

 

The source of funds to perform the Internal Audit Report was the General Fund budget allocation for the Office of the Chief Auditor. There is no additional financial impact to the School District.

 

DD-2. Internal Audit Report - Property and Inventory Audits of Selected Locations (Supporting Docs)

 

Receive Internal Audit Report - Property and Inventory Audits of Selected Locations.

 

Property and Inventory Audits of Selected Locations were performed, pursuant to the Florida Statute 274.02(2), The Rules of the Florida Administrative Code, Section 691-73, and School Board Policies 1002.1 and 3204.

 

The Audit report contains fourteen (14) locations. Our audits indicated that thirteen (13) locations complied with policies and procedures. There was one (1) location reported that contained an audit exception.

 

The Audit Committee reviewed and approved this report for transmittal to the School Board during the Committee's November 16, 2017 meeting.

 

The source of funds to perform the Internal Audit Report was the General Fund budget allocation for the Office of the Chief Auditor. There is no additional financial impact to the School District.

 

DD-3. Internal Audit Report - Audit of the Parking Lot Agreement Between The School Board of Broward County, Florida and the City of Fort Lauderdale For the 2014-15 and 2015-16 Fiscal Years (Supporting Docs)

 

Receive Internal Audit Report - Audit of the Parking Lot Agreement Between The School Board of Broward County, Florida and the City of Fort Lauderdale For the 2014-15 and 2015-16 Fiscal Years.

 

The Office of the Chief Auditor performed an audit investigation based upon a request from Mr. Robert W. Runcie, Superintendent, who had been advised by Ms. Leslie Brown, Chief Portfolio Services Officer, that a discrepancy had been found in the collection of revenues from the District's two Global Metro MKS parking meter stations (hereinafter called pay stations).

This report will be presented to the Audit Committee at its November 16, 2017 meeting and will be presented to the School Board at its December 5, 2017 meeting.

 

The source of funds to perform the Internal Audit Report was the General Fund budget allocation for the Office of the Chief Auditor. There is no additional financial impact to the School District. Audit Report prepared by the Office of the Chief Auditor.

E-1. Pre-Qualification of Contractors - Superintendent's Recommendations Regarding Pre-Qualification Certification (Supporting Docs)

 

Approve the recommendation by the Superintendent indicated in the Superintendent Recommendations - Tracking Report.

 

The Pre-Qualification Application process is in accordance with State Requirements for Educational Facilities, F.S. 1013.46, and Board Policies 7003 and 7003.1. This item approves recommendations by the Superintendent of Schools as set forth in the Superintendent Recommendations - Tracking Report. The Qualification Selection Evaluation Committee(QSEC) convened on November 15, 2017, to review staff's recommendations concerning pre-qualification applications. Upon review of staff's recommendations, QSEC makes the recommendations to the Superintendent indicated in Superintendent Recommendations - Tracking Report.

Approve the recommendation to award two (2) additional vendors. This request is to approve agreements based on the re-release of RFP 17-047N on August 21, 2017, to increase the pool of qualified vendors available for use throughout the District. The initial RFP was released on October 24, 2016, with the award of five (5) vendors. The addition of these vendors will provide greater variety and continuity for our schools.

The potential positive financial impact if all projects are awarded is $855,757 from various sources.

 

EE-2. Grant Agreement with the Community Foundation of Broward (Pre-Apprenticeship Program) (Supporting Docs)

 

Approve the Agreement between The School Board of Broward County, Florida, and the Community Foundation of Broward. The Agreement period will begin the day after School Board approval and shall conclude on October 31, 2018.

 

Under the auspices of the Career Technical Adult and Community Education Department and in collaboration with the Broward Education Foundation, this pilot program will begin a pre-apprenticeship program providing high school students with the technical and soft skills and work experience needed for a career in facilities and construction management. The goal of the program is to help students attain the skills, credentials, and work experiences to prepare them for a successful outcome after graduation. The three successful outcomes are entrance into an apprenticeship program, post-secondary enrollment, or employment in the construction workforce. Additional career sectors will be added in subsequent years.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. This Agreement will be executed after School Board approval.

 

The positive financial impact to the District is $45,000 from the Community Foundation of Broward; Broward Education Foundation is the fiscal agent. There is no additional impact to the District.

 

EE-3. Direct Negotiation Recommendation of $500,000 or Less - 58-091E - The Flying Classroom Curriculum Program (Supporting Docs)

 

Approve the above Direct Negotiation Agreement. Contract Term: December 6, 2018 through December 5, 2018, 1 Year; User Department: Title I; Award Amount: $206,498; Awarded Vendor(s): The Flying Classroom, LLC; Small/Minority/Women Business Enterprise Vendor(s): None.

 

This Agreement provides access for fifty (50) teachers at up to twenty-five (25) Title one schools to Science Technology, Engineering and Mathematics (STEM), Art and Literacy curriculum enhancement programs based on the global expeditions of National Geographic Explorer, Captain Barrington Irving, and STEM professionals across the globe.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $206,498. The funding source will come from Title I. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

 

EE-4. Direct Negotiation Recommendation of $500,000 or Less - 58-072E - Vanderbilt Online Survey of District's Instructional Leadership (Supporting Docs)

 

Approve the above Direct Negotiation Agreement. Contract Term: January 1, 2018 through December 31, 2018, 1 Year; User Department: Office of Service Quality; Award Amount: $68,127; Awarded Vendor(s): IO Education LLC; Small/Minority/Women Business Enterprise Vendor(s): None.

 

IO Education LLC will provide The School Board of Broward County, Florida, with licenses in order to conduct online evaluations of the District's Instructional Leaders using The Vanderbilt Assessment of Leadership in Education (VAL-ED) tool. VAL-ED is a research-based evaluation tool that quantifies the effectiveness of school leaders through a 360-degree assessment.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $68,127. The funding source will come from The Wallace Grant. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated contract award amount.

The project involves updating the Student Generation Rate/School Impact Fee Study Countywide - Technical Report 1 prepared by Walter H. Keller, Inc. in June, 2014. The Oversight Committee requested that Tindale Oliver present their findings at additional meetings which were not stated in their original proposal. Tindale Oliver is seeking compensation for attending these additional meetings.

 

The First Amendment to the Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact to the District will be $28,090 which includes the cost of the additional meetings. The contract award amount was for $94,875. The Office of Academics, in partnership with BC and CareerSource Broward, were awarded an Incumbent Worker Training Grant to assist teachers who must complete required training or coursework to retain their employment. The IWT grant will fund tuition at Broward College for teachers on a temporary teaching certificate enrolled in the Broward Educator Certification (BEC) program.

Approve the audited Comprehensive Annual Financial Report for the year ended June 30, 2017.

 

The audited Comprehensive Annual Financial Report (CAFR) is prepared in accordance with Generally Accepted Accounting Principles. The CAFR will be submitted to both the Association of School Business Officials International (ASBO) and the Government Finance Officers Association (GFOA) for consideration of the Certificate of Excellence and the Certificate of Achievement for Excellence in Financial Reporting awards. In order to be awarded these respective Certificates, the District must publish an easily readable and efficiently organized report.

As part of the District's Venture Design initiative, and pursuant to Section 1002.33 (20) (b), Florida Statues, the Innovative Programs Design/Support Department has negotiated the terms of Premium Services Agreements for fee-supported services. The attached Agreements delineate the negotiated terms, as well as the structure and components that will comprise the services purchased by the listed governing boards.
