PURPOSE OF MEETING: For The School Board of Broward County, Florida to Consider the 2016-2017 ESMAB Salary Schedule for Educational Support & Management Association of Broward, Inc. (ESMAB), and any other items the Board deems necessary.

 

SUPERINTENDENT'S RECOMMENDATION:

 

Superintendent's Recommendation

 

1. 2016-2017 ESMAB Salary Schedule for Educational Support & Management Association of Broward, Inc. (ESMAB) (Supporting Docs)

 

Adopt the attached 2016-2017 ESMAB Salary Schedule for the Meet and Confer Group, Educational Support & Management Association of Broward, Inc. (ESMAB).

 

This Agreement provides for a 3.5% increase to the salaries and salary schedule of all employees covered under the ESMAB group, effective July 1, 2016.

 

The estimated financial impact of the 3.5% salary increase for eligible employees is $1,075,168 for the 2016-2017 school year. The estimated financial impact includes fringe benefits.

 

2. 2016-2017 COPA Salary Schedule for Confidential Office Personnel Association (COPA) (Supporting Docs)

 

Adopt the attached 2016-2017 COPA Salary Schedule for the Meet and Confer Group, Confidential Office Personnel Association (COPA).

 

This Agreement provides for a 3.5% increase to the salaries and schedule of all employees covered under the COPA group, effective July 1, 2016.

 

The estimated financial impact of the 3.5% salary increase for eligible employees is $584,511 for the 2016-2017 school year. The estimated financial impact includes fringe benefits.

 

3. 2016-2017 School-Based Administrators Salary Schedule for Broward Principals and Assistants Association (BPAA) (Supporting Docs)

 

Adopt the attached 2016-2017 BPAA Salary Schedule for the Broward Principals and Assistants Association (BPAA) group.

 

This Agreement provides for an overall 3.5% increase to the salaries of eligible employees covered under the Grandfathered Salary Schedule, effective July 1, 2016.

 

Employees rated Highly Effective on the Pay for Performance Salary Schedule shall receive a 4.95% increase and employees rated Effective shall receive a 3.3% increase, effective July 1, 2016.

 

The estimated financial impact of the 3.5% salary increase for eligible employees is $1,857,271 for eligible employees on the Grandfathered Salary Schedule and $524,227 for eligible employees on Pay for Performance (PFP). The estimated financial impact includes fringe benefits.

 

4. Re-opener of the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Police Benevolent Association (PBA) effective July 1, 2016 - June 30, 2017 (Supporting Docs)

 

Adopt the amendments of the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Police Benevolent Association (PBA) effective July 1, 2016.

 

For the 2016-2017 school year, this Agreement provides a 3.5% increase, inclusive of a step, to the salaries and salary schedule of employees covered under the Police Benevolent Association (PBA) unit, effective July 1, 2016.

 

The estimated financial impact of the 3.5% salary increase for eligible employees is $39,593 for the 2016-2017 school year. The estimated financial impact includes fringe benefits.

 

5. Re-opener of the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Federation of Public Employees (Food Service) effective August 16, 2016 - August 15, 2018 (Supporting Docs)

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Federation of Public Employees (Food Service) effective August 16, 2016.

 

For the 2016-2017 school year, this Agreement provides a 3.5% increase to the salaries and schedule of eligible employees covered under the Federation of Public Employees (Food Service) unit, effective July 1, 2016. In addition, this Agreement provides a $500 one-time bonus payment for eligible employees.

 

The estimated financial impact of the 3.5% salary increase for eligible employees is $821,880. The estimated financial impact includes fringe benefits. Funds for the $500 one-time bonus payment are in reserve in the Food Service Fund and there is no financial impact to the District's General Fund.

 

6. Re-Opener of the Collective Bargaining Agreement between The School Board of Broward County, FL and the Federation of Public Employees (Maintenance, Facilities, Transportation, Security Specialists/Campus Monitors) effective July 1, 2016 - June 30, 2017 (Supporting Docs)

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Federation of Public Employees (Maintenance, Facilities, Transportation, Security Specialists/Campus Monitors) effective July 1, 2016.

 

For the 2016-2017 school year, this Agreement provides an average increase of 3.5% to the salaries of eligible employees covered under the Federation of Public Employees (Maintenance, Facilities, Transportation, Security Specialists/Campus Monitors) effective July 1, 2016.

The estimated financial impact of the 3.5% salary increase for eligible employees is $5,461,195 for the 2016-2017 school year. The estimated financial impact includes fringe benefits.

 

7. Re-Opener of the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Federation of Public Employees (Clerical/Secretarial) effective July 1, 2016 - June 30, 2017 (Supporting Docs)

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Federation of Public Employees (Clerical/Secretarial) effective July 1, 2016.

 

For the 2016-2017 school year, this Agreement provides an overall 3.4% increase to the salaries and salary schedule of eligible employees and one additional paid holiday effective July 1, 2016. This Agreement also provides 0.1% for a realignment in the salary schedule pay grades.

The estimated financial impact for the salary increase for eligible employees is $2,578,274 for the 2016-2017 school year. The estimated financial impact includes cost of fringe benefits, the additional holiday, and the pay grade realignment.

 

8. Re-opener of the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Broward Teachers Union-Technical Support Professionals (BTU-TSP) effective July 1, 2016 - June 30, 2018 (Supporting Docs)

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Broward Teachers Union-Technical Support Professionals (BTU-TSP) effective July 1, 2016.

 

For the 2016-2017 school year, this Agreement provides a 2.5% salary schedule increase effective July 1, 2016. In addition, eligible BTU-TSP employees with fifteen (15) to twenty (20) years of District tenure will receive a recurring payment of $1,000 annually and BTU-TSP employees with more than twenty (20) years of District tenure will receive a recurring payment of $1,400 annually.

The estimated financial impact of the salary increase for eligible employees is $1,329,322 for the 2016-2017 school year. The estimated financial impact includes fringe benefits.

 

9. Personnel Recommendations for Non-Instructional Appointments and Leaves for the 2016-2017 School Year

 

REVISED

 

Approve the personnel recommendations for appointments and reassignments as listed on the attached Executive Summary, respective lists and individual appointments for Non-Instructional Employees. All recommendations are made pending security clearance and with the understanding that these individuals will comply with regulations/policies as set forth by the Florida Department of Education and The School Board of Broward County, Florida.

 

The Personnel Recommendations for Non-Instructional Employees include the following sections:

Funding has been budgeted in the 2016-2017 school/fiscal year for all appointments through June 30, 2017.
