PURPOSE OF MEETING: For The School Board of Broward County, Florida to Consider the Recommended Order, in the matter of Broward County School Board vs. Paula Sinclair, and any other items the Board deems necessary.

 

SUPERINTENDENT'S RECOMMENDATION:

 

1. Broward County School Board vs. Paula Sinclair (Supporting Docs)

 

REVISED

 

(1) Consider the Recommended Order, rendered on March 10, 2017, by June C. McKinney, Administrative Law Judge, in the matter of Broward County School Board vs. Paula Sinclair, Case No. 15-3863, before the State of Florida Division of Administrative Hearings; (2) Rule upon Respondent's Exceptions to the Recommended Order and the Response thereto; and (3) Render a final order. based upon the actions in numbers (1) and (2) above.

 

In June 2015, The School Board approved the recommendation from the Superintendent of Schools to suspend and terminate Ms. Paula Sinclair, a professional service contract teacher (guidance counselor).

There is no financial impact to the District.

 

2. Successor Agreement between The School Board of Broward County, Florida and the Broward Teachers Union-Education Professionals (BTU-EP) effective August 16, 2016 - August 15, 2019 (Supporting Docs)

 

ADDED

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Broward Teachers Union-Education Professionals (BTU-EP) effective August 16, 2016 through August 15, 2019.

 

This Agreement provides 2016-2017 salary increases for eligible bargaining unit members, effective July 1, 2016, as follows: 1) 3.0% - 5.0% salary increases for teachers on the Grandfathered Salary Schedule; 2) Teachers on Levels T and U will receive a $2,000 salary increase; 3) 5.10% increase for teachers rated "Highly Effective" on Pay for Performance; 4) 3.0% salary increase for teachers rated "Effective" on Pay for Performance.

The estimated financial impact for eligible employees will generate a total payroll cost of approximately $30,800,296 for the 2016-2017 school year, including fringe benefits.

 

3. Re-Opener of the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Broward Teachers Union-Education Support Professionals (BTU-ESP) for the 2016-2017 school year (Supporting Docs)

 

ADDED

 

Adopt the amendments to the Collective Bargaining Agreement between The School Board of Broward County, Florida and the Broward Teachers Union-Education Support Professionals (BTU-ESP) for the 2016-2017 school year.

 

For the 2016-2017 school year, this Agreement provides a 3.5% salary increase, inclusive of a step, to all eligible employees effective July 1, 2016.

The estimated financial impact for the 3.5% salary increase for eligible employees will generate a total payroll cost of approximately $2,017,893 for the 2016-2017 school year, including fringe benefits.
