Renew disapproval of participation in Ms. Willie Ann Glenn Act for Summer 2017. Vote to be exempt from the Summer Feeding Program per Chapter 2005-73, Section 1, (3). Notify the Commissioner of Florida Department of Agriculture and Consumer Services within 10 days of the decision not to participate and be exempt. Notify Florida Department of Agriculture and Consumer Services Commissioner within 10 days of each subsequent year's decision to continue the exemption.

 

The request for approval from the Board not to participate in the Ms. Willie Ann Glenn Act is a standard item presented annually since 2006.

Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability. The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements.

Approve a new Charter School Agreement for Championship Academy of Distinction K-8 (3), Inc., on behalf of Championship Academy of Distinction of West Broward.

 

On November 1, 2016, The School Board of Broward County, Florida, approved a charter application to open a new charter school for the start of the 2017-2018 academic year. Championship Academy of Distinction West Broward, will serve students in grades K-8 and will open in August 2017.

Approve grant of an Easement to the City of Deerfield Beach for the parking lot at Percy White Public Library located at Deerfield Beach Elementary School.

 

The City of Deerfield Beach is requesting an Easement from The School Board of Broward County, Florida to encompass the area in which the parking lot has been expanded. The parking lot has been constructed and is currently in use. The City will be responsible for repairs and maintenance of the parking area.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no financial impact to the District; therefore, this item does not require a Collaboration Form from the Capital Budget Department.

The potential positive financial impact if this project is awarded is $31,600,000 $30,100,000 from the U.S. Department of Education.

 

EE-3. SRI International, Inc., Sub-Agreement Modification (Supporting Docs)

 

Approve the Sub-Agreement Modification between The School Board of Broward County, Florida, and SRI International, Inc. The Sub-Agreement is retroactive in its entirety from the expiration date of December 31, 2016, through June 30, 2017.

 

In 2013, the 3-year Investing in Innovation grant was awarded to SRI International in an effort to validate the SunBay Middle School Digital Mathematics program. During school years 2014/15 and 2015/16, the District supported the use of the SunBay Digital Mathematics program in the15 treatment schools to dramatically increase the capacity for effective teaching of digital mathematics in the District. As sub-awardee of SRI International, Inc., the District has provided data to evaluate the progress of the project goals. In addition to the original allocation of $62,880 for year 3 of this multi-year grant, $89,897 from year 2 was rolled over to continue training and supporting teachers during SunBay implementation in 27 middle schools that are new to project. Additionally, rollover funds are also allocated to support the salaries of two instructional facilitators.

 

This Sub-Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. This Sub-Agreement will be executed by SRI International, Inc., after School Board approval.

 

The positive financial impact is $89,897 from SRI International, Inc.

 

FF. OFFICE OF ACADEMICS

 

FF-1. BCPS Digital Classrooms Plan 2016-2017 (Supporting Docs)

 

Approve the Broward County Public Schools Digital Classrooms Plan for submission to the Florida Department of Education to receive annual allocation from the State to the School District.

 

The Digital Classrooms Plan was presented to the Board at a Workshop on December 13, 2016. All of the feedback from the Board has been incorporated into the updated Digital Classrooms Plan that is being presented at the Regular School Board Meeting on February 7, 2017. To access the State FEFP Digital Classrooms Plan Allocation, school districts are required to submit to the FDOE a school board approved Digital Classrooms Plan (DCP) as per s.1011.62(12).F.S. The funds are included in the 2017 Adopted Budget and are allocated in the Information & Technology Department budget. The DCP submitted for approval is aligned to the technology component of the General Obligation Bond, the District Strategic Plan, and the District Technology Strategic Plan. It provided the FDOE a comprehensive overview of Broward's technology and learning goals

There is no additional financial impact to the district. The $4,739,980 will be allocated to the Information & Technology Department budget, with approximately $4,048,500 going to Broward County Public Schools and $691,480 going to Charter Schools.

HH. OFFICE OF THE GENERAL COUNSEL

 

II. OFFICE OF THE SUPERINTENDENT

 

II-1. New Marching Band Uniforms for Coral Springs High School (Supporting Docs)

 

Approve a loan of $69,535.90 to assist Coral Springs High School with the purchase of 175 custom-designed marching band uniforms. The Coral Springs Band Booster has generously agreed to pay 50% of the total cost of the uniforms. The loan will be paid back over a five-year period approximately $14,000 per year. The source of funding for the yearly payment shall be 50% from school's general budget and 50% from internal accounts.

 

Coral Springs High School Band program is at the forefront of music activity in the State of Florida and continues to set standards for Broward County Public Schools as it relates to performance excellence. The Marching Colts are currently utilizing uniforms that were purchased in 2000, using the School Board of Broward County's standard loan process. Although the uniforms have been maintained and cared for over the last 16 years, they are beyond reconditioning due to normal wear and tear.

The financial impact to The School Board of Broward County, Florida in the form of a loan is $69,535.90. The loan will be paid back over a five-year period from school's general budget and internal accounts.

 

II-2. School Resource Officer (SRO) Program Agreements - 2016-2017 (Supporting Docs)

 

To approve School Resource Officer (SRO) Agreements with the City of Plantation and the City of Sunrise for police officers to serve as SROs due to minor wording change requested by the cities.

 

As previously encountered with the City of Fort Lauderdale SRO Agreement brought before the School Board for approval, the City of Plantation and City of Sunrise both requested the removal of the words "SBBC Policies" from Section3.11 Compliance with Laws.

 

The Agreements have been reviewed and approved as to form and legal content by the Office of Chief Counsel. The Agreements shall be executed after the School Board approval.

 

The financial impact of the SRO program is $259,011.20 for the City of Plantation and $407,017.60 for the City of Sunrise for the 2016-2017 school year. The funding was previously provided in the 2016-2017 budget and has been encumbered for these SRO Agreements.

 

JJ. OFFICE OF FACILITIES AND CONSTRUCTION

 

JJ-1. Approve Professional Services Agreement - Cypress Bay High School - Weston - SMART Program Renovations - Project No. P.001774 (Supporting Docs)

 

Approve Professional Services Agreement with Zyscovich, Inc., Cypress Bay High School, SMART Program Renovations, Project No. P.001774.

 

Scope of work: Design Professional shall develop a complete set of design documents that can be permitted for construction, along with construction contract administration services. The design documents scope for this project includes, but not limited to, safety/security upgrade, weight room renovation, HVAC improvements, classroom addition to allow for removal of portable buildings, building envelope improvements, and other items that may be required to execute the Board approved scope.

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The financial impact of the Professional Services Agreement includes $910,000 for Basic Services, and $55,000 for Allowances, totaling $965,000. This Project has been appropriated in the Adopted District Educational Facilities Plan (September 7, 2016) and in the District's Capital Budget.

 

JJ-2. Approve Professional Services Agreement - Pioneer Middle School - Cooper City - SMART Program Renovations - Project No. P.001793 (Supporting Docs)

Approve the partial acceleration of SMART Program funding in the amount of $9,159,000 from Year 4 (2018) to Year 3 (2017). This acceleration of funds is required at this time to address building system needs.

 

The Office of Facilities & Construction is recommending approval of the partial acceleration of SMART Funds for Markham, C. Robert Elementary School. Detailed scope of work for this project is included in the Executive Summary.

 

This project has been appropriated in the Adopted District Educational Facilities Plan (September 7, 2016) and in the District's Capital Budget. Funds in the amount of $9,159,000 will be accelerated from Year 4 (2018) to Year 3 (2017). Since this project is already planned in the General Obligation Bond (GOB), no additional funds are needed, as funding from the GOB would be issued sooner to coincide with the project being recommended for acceleration.

Approve the Parking Lease Agreement between The School Board of Broward County, Florida, (SBBC) and the State of Florida Department of Children and Family Services (DCF) for Parking within the Kathleen C. Wright Administration Center Parking Garage.

 

On March 5, 2013, SBBC approved the Parking Lease Agreement between the SBBC and DCF to lease five (5) parking spaces at the Kathleen C. Wright Administration Complex parking garage. On May 18, 2015, the SBBC amended the Parking Lease Agreement, due to DCF desire to reduce the number of leased parking spaces from five (5) to one (1).
