Superintendent's Recommendation:

 

1. Agreement between The School Board of Broward County, Florida (SBBC) and Advanced Education, Inc. (AdvancED) (Supporting Docs)

 

Approve attached Agreement for costs, policies, and procedures associated with Accreditation services in alignment with SBBC policies. Agreement includes clause(s) between Broward County Public Schools and AdvancED that permits disclosures of personally identifiable information from student education records to accrediting organizations and travel costs for the AdvancED External Review Team.

 

Broward County Schools, first accredited in 1962, must participate in an external review every five years. On October 23-26, 2016, SBBC will host an AdvancED External Review Team that will review the system and its schools to evaluate the system's adherence to the AdvancED Accreditation Standards. As part of the Accreditation process, the External Review Team will review SBBC documents and performance data and may need access to personally identifiable information from student education records. The Agreement will allow permissions for SBBC to provide AdvancED with access to personally identifiable information from student education records in accordance with applicable law and will allow for External Review Team travel costs in compliance with the current or updated School Board Policy 3400 and/or other relevant School Board Policies.

 

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is an estimated cost of $71,400 for the district-wide accreditation review. The source of funds will be the General Fund balance.

 

2. First Amendment to Agreement with Broward Health for Athletic Trainer Services (Supporting Docs)

 

Approve First Amendment to Agreement with Broward Health to provide athletic trainer services to student athletes attending twenty Broward County Public High Schools. The original agreement runs from August 5, 2015 through August 3, 2016.

 

Broward Health entered into a Corporate Integrity Agreement (CIA) with the United States Department of Justice (DOJ) in August of 2015. A component of this agreement with the DOJ requires Broward Health to include language relating to the CIA in contracts. The agreement between Broward Health and The School Board of Broward County, Florida for athletic trainer services to student athletes at twenty Broward County Public High Schools was included in this requirement. The proposed amendment to the previously submitted agreement adds the CIA language that is now required in all contracts. The terms of the original agreement remain as initially described and the amendment does not change the athletic trainer services that have been provided during the 2015-2016 school year. The amendment will be executed by Broward Health after School Board approval. The agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

There is no financial impact to the District associated with the amendment. The total financial impact for the 2015-2016 school year is $632,231 and is addressed in the original agreement, Item No.: LL-2, approved on September 16, 2015.

 

3. Agreement with Memorial Healthcare for Athletic Trainer Services (Supporting Docs)

 

Approve Agreement with Memorial Healthcare to provide athletic trainer and physician services to student athletes attending eight Broward County Public High Schools (Cooper City, Everglades, Flanagan, Hallandale, McArthur, Miramar, South Broward and West Broward). The Agreement runs from August 2, 2016 through August 1, 2017.

 

The athletic trainer program between Memorial Healthcare and The School Board of Broward County, Florida, is consistent with the intent of Florida Statute 1012.46, Athletic Trainers. Pursuant to this provision, the goal of the Legislature is to have school districts employ and have available an athletic trainer in each high school. School districts may establish and implement the athletic injuries prevention and treatment program. Central to this program should be employment and availability of persons trained in the prevention and treatment of physical injuries that may occur during athletic activities. This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. The Agreement will be approved by Memorial Healthcare following School Board approval.

The total financial impact for the 2016-2017 school year is $202,346. The funds will come from the Athletics and Student Activities Department budget.

 

4. RFP Renewal and Additional Spending Authority - 14-036N Adult Workforce Education Advertising Agency (Supporting Docs)

Approve the contract renewal for above contract. Contract Term: July 1, 2016, through June 30, 2017, 1 Year; User Department: Career, Technical, Adult, and Community Ed; New Award Amount: $5,684,301; Awarded Vendor(s): Omni Advertising, Inc. Omni Automotive South, Inc.; Minority/Women Business Enterprise Vendor(s): None

 

The School Board of Broward County, Florida, received four (4) bids for Request for Proposals (RFP) 14-036N - Adult Workforce Education Advertising Agency Services and was awarded on August 6, 2013. The term of this contract is from August 6, 2013, through June 30, 2016, with two (2) one-year renewals. This request is to approve the first renewal of this RFP.

The estimated financial impact to the District will be $1,400,000 for the renewal period. The funding source will come from the Workforce Development Fund. The financial impact represents an estimated contract value; however, the amount authorized will not exceed the amount awarded.

 

5. Recommendation of $500,000 or Less - 56-116E - SAP SuccessFactors for the Leader Tracking System (Supporting Docs)

This request is to implement a Leadership Tracking System (LTS). This tracking system allows the District to follow the guidelines of the Wallace Foundation's Principal Supervisor Initiative. Utilization of this software will allow the District to have a positive impact on student achievement in the areas of: leader preparation, selective hiring, professional development, and succession planning.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact will be $300,266 $386,686. The source of funds will come from the Wallace Foundation Grant. The financial impact represents an estimated contract value; however, the amount authorized will not exceed the amount awarded.

 

6. Recommendation of $500,000 or Greater - 56-110E - Virtual Instruction Program, Grades 6-12 - Florida Virtual School (Supporting Docs)

 

Approve the recommendation to award the above Agreement. Contract Term: July 1, 2016, through June 30, 2017, 1 Year; User Department: Broward Virtual School; Award Amount: $1,600,000; Awarded Vendor: Florida Virtual School; Minority/Women Business Enterprise Vendor(s): None

 

Broward Virtual School was established in 2001 to accommodate students who wish to take courses online. Broward Virtual School provides full-time enrollment to students in grades 6 - 12 as a school choice using Florida Virtual School courses. Florida Virtual School provides core subjects, world languages, elective honors, and advanced placement courses online and also provides professional development and technical support for Broward Virtual School teachers and students. This Agreement brings the District into compliance with Florida Statue 1002.45 - Virtual Instruction Programs. Pursuant to School Board policy 3320, Section II, Rule G, and Chapter 6A-1.012 (11)(a) State Board of Education, the requirement to request competitive solicitations is hereby waived for the purchase of professional services which shall include academic program reviews.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated financial impact will be $ 1,600,000 for a period of one (1) year. The funding source is Broward Virtual School's budget. The financial impact represents an estimated contract value; however, the amount authorized will not exceed the award amount.

 

7. RFQ 16-192C Construction Manager at Risk Services Blanche Ely Senior High School (Supporting Docs)

Approve Authorization to Advertise for Construction Manager at Risk Services - Blanche Ely Senior High School - GOB Renovations - Project No. P.001646 - and Approve the RFQ Form and Authorize the Professional Services Agreement (PSA) Form - RFQ 16-192C.

 

The Office of Facilities & Construction is recommending approval of the Authorization to Advertise RFQ 16-192C Construction Manager at Risk Services Blanche Ely Senior High School. A detailed scope of work for this project is included in the Executive Summary.

Total funds allocated for the scope is $14,795,436 and includes soft costs. Financial obligations will take place at a future Board meeting when approval is requested to award Construction Manager at Risk Services.

 

8. Continuation Agreement between The School Board of Broward County, Florida and Public Consulting Group (Supporting Docs)

 

Approve the continuation between The School Board of Broward County, Florida and Public Consulting Group (PCG).

 

PCG agrees to continue to provide The School Board of Broward County, Florida the Internet-based Electronic Management System (EMS) currently implemented in the district for the writing of Individual Educational Plans (IEPs), Educational Plans (EPs) and Private School Service Plans (PSSPs), as well as assisting administrators and teachers with the reporting requirement of the Individual with Disabilities Educational Improvement Act of 2004 (P.L. 108-446) (IDEA). This agreement also includes the request to renew the license to access PCG's related proprietary systems including, but not limited to, EasyIEP, EasyFax, Paperclip, Gifted Module, Advanced Reporting and Behavior Plus modules. The SBBC agrees to continue to provide EMS to its schools and administrative employees, contractors, and authorized users for their use in preparing IEPs, EPs, and PSSPs, for compliance with IDEA.

 

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is a financial impact of $569,000 paid for with Medicaid Reimbursement funds. There is no additional financial impact to the District.

 

9. Agreement between The School Board of Broward County, Florida and Innovations for Learning, Inc. (Supporting Docs)

 

Request approval of the agreement with Innovations for Learning, Inc.

 

Innovations for Learning (IFL) is a supplemental blended learning literacy program implemented in 13 Title 1 schools in kindergarten and first grade classrooms. IFL is aligned with the District's K-12 reading plan, state adopted instructional resources, the Florida Language Arts standards for reading, writing, listening, speaking, language, and foundational reading skills and the Technology Integration Matrix (TIM). The IFL program incorporates small group instruction and independent learning activities using tablet computers and developmentally appropriate print resources, supporting a balanced literacy approach enriched through technology integration. IFL includes TutorMate, an online mentoring program, available to selected first grade classrooms in Title 1 schools.

 

This contract has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The financial impact to the District is $365,000.00. The funding source is Title 1.

 

10. RFQ 16-206C Construction Manager at Risk Services Stranahan Senior High School (Supporting Docs)

12. Contract Addendum with The University of Florida Board of Trustees (Supporting Docs)

 

Approve the Contract Addendum between The School Board of Broward County, Florida and The University of Florida Board of Trustees.

 

Broward County Public Schools (BCPS) is the recipient of a SRI International/SunBay i3 grant to provide a Florida Standards aligned, middle school mathematics digital curriculum. The sub-award to BCPS for this grant was approved by the Board on May 20, 2014. This Contract Addendum serves to extend the original contract until June 30, 2017, for the continued use of the unspent subcontract dollars to support the BCPS' plan for providing development and implementation support related to the SunBay project. The original contract period was July 1, 2014 to June 30, 2016.

 

This Contract Addendum has been reviewed and approved as to form by the Office of the General Counsel. It will be fully executed after School Board approval.

 

The positive financial impact is $38,696. There is no additional financial impact to the District.
