B-1. Annual Evaluation of the Superintendent of Schools (Supporting Docs)

 

REVISED

 

Receive the School Board Member annual evaluation ratings of the Superintendent of Schools.

 

The School Board and the Superintendent recognize the importance of a formalized process to review the Superintendent's performance. The evaluation process is intended to communicate clear goals and expectations for the Superintendent's performance. The process is conducted, a minimum, twice a year and used for the School Board and Superintendent to acknowledge achievements and provide opportunities for constructive dialogue and feedback. To that end, Section 9 of the Superintendent's Employment Agreement outlines the evaluation procedures. In accordance with the Agreement, the School Board shall evaluate the performance of the Superintendent using the agreed upon form, format, and process by September 30th of each year. The 2015-2016 Annual Evaluation of the Superintendent is being submitted to the School Board pursuant to the Agreement. The Agenda Request Form has been reviewed and approved by the Board Chair.

 

There is no financial impact to the District.

F-1. Collaborative Agreement on School Discipline (Supporting Docs)

SPECIAL ORDER - 11:00 A.M.

 

Approve the Collaborative Agreement on School Discipline

 

The Collaborative Agreement on School Discipline symbolizes the support for Broward Schools' efforts to reduce suspensions, expulsions and arrests (particularly among youth of color) from all of the groups which are signatories and/or mentioned in the Agreement.

 

The contents of the Agreement reflect and align with School Board Policy 5.8 (Code of Student Conduct) and School Board Policy 5006 (Suspension and Expulsion).

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. This Agreement will be executed by all signatories after School Board approval.

 

There is no financial impact to the District.

 

F-2. School Health Services Plan 2016-2018 (Supporting Docs)

 

As required by Florida Statute 381.0056 approve the attached 2016-2018 School Health Services Plan, which describes the school health services to be provided to students.

 

Florida Statute 381.0056 requires each local Department of Health to develop, jointly with the school district and school health advisory committee, a School Health Services Plan. This plan describes the services to be provided, the responsibility for provision of the mandated health services in all public schools and evidence of cooperative planning by The School Board of Broward County and the Florida Department of Health, as required by statute.

This agreement will be executed after School Board approval.

 

There is no additional financial impact to the District.

G-1. Personnel Recommendations for Instructional Appointments and Leaves for 2016-2017 School Year (Supporting Docs)

 

Approve the personnel recommendations for the 2016-2017 appointments and leaves as listed in the attached Executive Summary and respective lists for instructional staff. All recommendations are made with the understanding that these individuals will comply with regulations/policies as set forth by the Florida Department of Education and The School Board of Broward County, Florida.

 

The Personnel Recommendations for Instructional Employees include the following items:

There will be no financial impact to the School District. Funding for the positions have been allocated in the school and department budgets.

G-5. Supplemental Pay Positions 6 (Supporting Docs)

 

Approve the recommended supplemental pay positions of employees for the 2016/2017 school/fiscal year.

 

Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type.

 

The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2016-2017 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability. The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements.

 

Individuals listed meet the requirements for the supplemental positions.

 

Funding has been budgeted in the 2016-2017 school/fiscal year for all supplements through June 30, 2017.

 

G-6. Approval of Out-of-Field Teaching Assignments (Supporting Docs)

 

Approve the attached list of out-of-field teaching assignments.

 

State Board of Education Rule (SBER) 6A-1.0503 Definition of Qualified Instructional Personnel requires out-of-field teachers to be School Board approved and to take at least six (6) semester hours of college coursework towards certification and/or 120 inservice points, for gifted and reading assignments, each year until appropriately certified. When applicable, teachers may opt to pass the appropriate subject area exam in lieu of completing coursework. Teachers out-of-field due to the English for Speakers of Other Languages (ESOL)/Multicultural Education Training Advocacy (META) Agreement are required to complete 15 semester hours of college coursework or 300 inservice points within six (6) years from the date of the assignment to students identified as English Language Learners (ELL).

 

There is no additional financial impact to the School District.

In accordance with Florida Statutes (F.S.) 1001.41, F.S. 1006.062 and F.S. 1002.20, the School Board of Broward County has initiated the process for revising School Board Policy 6305. School Board Policy 6305 guides the District in the administration of medication/treatments by the school principal or his/her designee, or healthcare personnel when there exists an illness or disability that requires medication/treatment, when failure to take the medication may jeopardize the student's health, and when the medication/treatment administration schedule cannot be accommodated before or after school.

School Board Policy 5004.1 establishes school choice (Innovative Programs, Magnet Schools, NOVA, Opportunity Scholarship Program, reassignments, College Academy at Broward College, Broward Virtual Schools, and McKay Scholarship) in the District. Recommendations have been reviewed and approved by the Senior Leadership Team and School Board General Counsel Office. In accordance with School Board Policy 1001, The School Board of Broward County, Florida, has completed the review process for School Board Policy 5004.1. These revisions were discussed at the August 23, 2016 School Board Workshop and at the September 27, 2016 Public Rule Development Workshop. Both the Public Rule Development and the Final Adoption Reading were advertised in Sunday, September 4th edition of the Miami Herald.

 

There is no additional financial impact to the School District, therefore, this item does not require a Collaboration Form from the Capital Budget Department.

This review of the School Resource Officers' (SRO) Agreements includes an examination of all twenty-three municipalities for the period from July 1, 2010 through June 30, 2016. This review was initiated due to the shortage of funds to pay the 2015-16 school year's unpaid invoices, which was reported to the School Board at its April 26, 2016 School Board workshop.
