Approve the recommendation by the Superintendent indicated in the Superintendent Recommendations - Tracking Report.

 

The Pre-Qualification Application process is in accordance with State Requirements for Educational Facilities, F.S. 1013.46, and Board Policies 7003 and 7003.1. This item approves recommendations by the Superintendent of Schools as set forth in the Superintendent Recommendations - Tracking Report. Further explanation is provided in the Executive Summary. The Qualification Selection Evaluation Committee (QSEC) convened on August 31, 2016, to review staff's recommendations concerning pre-qualification applications. Upon review of staff's recommendations, QSEC makes the recommendations to the Superintendent indicated in Superintendent Recommendations - Tracking Report.

E-2. Recommendation to Reject all Bids - 16-054R - Mobile Bus Classroom Refurbishment (Supporting Docs)

 

Approve the recommendation to reject all bids for the above contract.

 

The School Board of Broward County, Florida, (SBBC) received one (1) proposal in response to Request for Proposal 16-054R - Mobile Bus Classroom Refurbishment. The Florida Department of Education's Bureau of Federal Programs has granted the SBBC permission to refurbish or renovate two (2) Bluebird 40-feet coach mobile converted classroom buses. The Title 1 mobile units provide supplemental academic materials to students and parents in its 188 public and charter schools, 61 private schools, and 33 institutions for delinquent and neglected students. The specifications will be revised for time of service to be performed and rebid at a later date.

F-1. Agreement between The Oral Health Institute, Inc., and The School Board of Broward County, Florida (Supporting Docs)

 

Approve the agreement between The Oral Health Institute, Inc., and The School Board of Broward County, Florida.

 

The Oral Health Institute, Inc. Agreement with The School Board of Broward County, Florida will provide dental services for students at NO cost. The Oral Health Institute (OHI), Inc., is a Not-For-Profit entity. OHI creates programs for elementary, middle, high school and head start district students for oral health education, preventative dental services and a referral network for continuity of dental care for students. OHI will create dental homes for students in the Deerfield Beach Innovation Zone and Non-Title One Schools. Services include, but not limited to: comprehensive exam, dental screening, dental sealant, fluoride varnish, oral hygiene and instruction. Parents/guardians will be provided resources and referral to dental homes as needed.

 

These Agreements have been reviewed and approved as to form and legal content by the Office of the General Counsel.

Approve the Uniform Statewide Assessment Calendar for the 2016-17 school year as an agenda item at a District School Board Meeting as required by Section 1008.22(7)(c), Florida States (F.S.)

 

The Florida Department of Education (FLDOE) has published a Uniform Statement Assessment Calendar 2016-2017 that includes the assessment schedules for the 2016-17 school year. The uniform testing calendar provides school districts the following information:

 

1. Whether the assessment is a district-required assessment or a state-required assessment.

2. The specific date or dates that each assessment will be administered.

Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type.

 

The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2016-2017 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability. The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements.

 

Individuals listed meet the requirements for the supplemental positions.

 

Funding has been budgeted in the 2016-2017 school/fiscal year for all supplements through June 30, 2017.

Approve the Use License Agreement by and between NSU and SBBC, to hold the BCPS 2016 College Fair.

 

The School Board of Broward County, Florida will hold the BCPS 2016 College Fair at NSU on October 20, 2016. The venue will be used on October 19, 2016 for set up of the event.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. This Agreement will be executed by NSU after School Board approval.

 

There is no financial impact to the School District; therefore, this item does not require a Collaboration Form from the Capital Budget Department. All costs will be covered by the revenue generated from College and Vendor Registrations to participate in the Fair.

Adopt Policy 5.9 Anti-Bullying undated/FDOE mandated policy changes

 

Policy 5.9 Anti-Bullying was adopted on July 22, 2008, in response to the Florida Statute 1006.147, the "Jeffrey Johnson Stand Up for All Students Act". The objective of the Policy was to ensure the academic successes of all by creating a learning environment for students and working environment for staff, where safety and respect is the norm and bullying is prohibited.

 

Per state mandates, Policy 5.9 Anti-Bullying shall be reviewed at least every three (3) years as needed, revised and any changes adopted.

 

The revisions were discussed at the first Board Workshop on February 23, 2016, at the Second Rule Development Board Workshop on August 9, 2016, and was advertised on August 21, 2016. The Chart of Substantive Changes reflects the revisions for the Policy.

Approve the Agreement between The School Board of Broward County, Florida, and Florida Atlantic University. The Agreement period shall commence after School Board approval and shall conclude on June 30, 2017.

 

The Florida Department of Education Centers of Excellence in Elementary Teacher Preparation grant was awarded to the College of Education at Florida Atlantic University (FAU) in an effort to improve pre-service (K-5) teacher preparation in core subject areas and to enhance field experiences. To achieve the grant priorities, the College of Education at FAU has partnered with FAU's Colleges of Science, Arts and Letters, and Honors College, the school districts of Broward and Palm Beach counties, Learning Sciences International, and New Teacher Center. As a subawardee of FAU, the District will provide data to evaluate the progress of project goals such as: 1) Improve candidate content knowledge of the increasingly rigorous requirements for K-5 students and prepare candidates for graduate coursework; and 2) Identify and train highly effective teachers to serve as cooperating teachers in accordance with Florida Statutes.

 

This Agreement has been approved as to form and legal content by the Office of the General Counsel. This Agreement will be executed by FAU after School Board approval.

 

The positive financial impact of this project is $106,922 from Florida Atlantic University.

The School Board of Broward County, Florida, received twenty-six (26) bids in response to ITB 17-009V - School and Department Furniture. This request is to recommend award to twenty-four (24) vendors that will supply classroom and office furniture to the District. This Bid includes a single-fixed percentage discount from manufacturer's catalog/list price and also includes furniture with firm-fixed pricing that is consistently purchased throughout the District. The award of ITB 17-009V - School and Department Furniture shall replace the current Bid 16-006V - School and Department Furniture.

Approve the contract to establish a High Impact Partnership (HIP) with uAspire to provide financial aid advisement training to staff and district partners.

 

Lack of financial resources is a primary barrier for students to pursue a postsecondary education. Annually, approximately 36% of graduating BCPS seniors complete a Free Application for Federal Student Aid (FAFSA), which provides access to loans, grants, and work study options to financing a postsecondary opportunity. As a result, our graduates leave over $10,000,000 in Pell Grants alone on the table, annually.

A lawsuit against the School Board was filed on or about September 2015 on behalf of James Larkin. The lawsuit alleges that a bus driver (Elcira Jofre De Campos) negligently operated a school bus and ran a stop sign causing the bus to collide with the vehicle driven by the Plaintiff as described in the action styled James Larkin v. School Board of Broward County, Case No. 15-017164 (12), before the Circuit Court of the 17th Judicial Circuit in and for Broward County, Florida.

The position will be responsible for the oversight of our annual textbook adoption process that includes a call for vendor participation, selection of textbooks, training of teachers, and delivery of materials to school sites. This position will also be responsible for the annual updating of instructional materials policies to more accurately respond to constantly changing learning environments in a digital age. This position will interface with the Office of Information and Technology ensuring that vendors meet the required IMS Global specifications and other technology compliance requirements for students' needs, as well as the Office of School Performance and Accountability to maximize school-based participation in the adoption and procurement process. Scope of work: Design Professional shall develop a complete set of design documents that can be permitted for construction; along with construction contract administration services. The design documents scope for this project includes, but is not limited to, fire sprinklers, PE/athletic improvements, media center improvements, HVAC improvements, building envelope improvements, and other items that may be required to execute the Board approved scope.

Approve the Premium Services Agreements between The School Board of Broward County, Florida (SBBC), and the listed governing boards.

 

As part of the District's Venture Design Initiative, and pursuant to Section 1002.33 (20) (b), Florida Statues, the Innovative Programs Design/Support Department has negotiated the terms of Premium Services Agreements for fee-supported services. The attached agreements delineate the negotiated terms, as well as the structure and components that will comprise the services purchased by the listed governing boards.

 

These agreements have been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The estimated positive revenue to the District for these 2016-2017 Premium Services Agreements will be based on the actual number of services requested and delivered to the pertinent charter schools.

 

LL-2. Agreement with the Broward Cultural Council for the Cultural Incentive Program Supporting Arts Education (Supporting Docs)

 

Approve the Broward Cultural Council's Cultural Incentive Program Agreement.

 

The School Board of Broward County, Florida (SBBC) and the Broward Cultural Council have continued to partner for more than fifteen (15) years to provide high-quality arts education programming through a continuation Cultural Incentive Block Grant. This grant is a matching grant between SBBC and the Broward Cultural Council. The Broward Cultural Council will provide $15,000 annually for a two (2) year period, for a total of $30,000 beginning October 1, 2016 - September 30, 2018. SBBC will match the funds provided by the Broward Cultural Council.

This is a two (2) year commitment with a financial impact of $15,000 annually for a total of $30,000 over the length of the agreement. Adding these funds to the Innovative Programs Design/Support Department within the Portfolio Services Division will increase the Instructional Activities and Instructional Staff Training appropriation.
