F-1. Continuation Partnership Agreements between Barry University and Florida Atlantic University and The School Board of Broward County, Florida (Supporting Docs)

 

Approve the continuation Agreement between Barry University and Florida Atlantic University and The School Board of Broward County, Florida to provide graduate level interns with field placement in Broward County Public Schools.

 

These Partnership Agreements will provide operating guidelines for the internship placement of Barry University and Florida Atlantic University School of Social Work graduate students within the District. The graduate student interns will expand the provision of school social work, family counseling, and therapeutic services to students and their families while performing a minimum of 600 hours of service per intern, under the supervision of School Social Workers. Through the partnership the District annually receives the equivalent of approximately eight (8) school social workers.

 

These agreements have been reviewed and approved as to form and legal content by the Office of General Counsel.

 

There is no financial impact to the District.

Approve the personnel recommendations for the 2016-2017 appointments and leaves as listed in the attached Executive Summary and respective lists for instructional staff. All recommendations are made with the understanding that these individuals will comply with regulations/policies as set forth by the Florida Department of Education and The School Board of Broward County, Florida.

 

The Personnel Recommendations for Instructional Employees include the following items:

G-5. Supplemental Pay Positions 2 (Supporting Docs)

 

Approve the recommended supplemental pay positions of employees for the 2016/2017 school/fiscal year.

 

Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type.

 

The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2016-2017 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability. The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements.

 

Individuals listed meet the requirements for the supplemental positions.

 

Funding has been budgeted in the 2016-2017 school/fiscal year for all supplements through June 30, 2017.

Approve Authorization to Advertise RFQ 16-17-069C, Professional Design Services for Cypress Bay Senior High School; Approve the RFQ Form; and Authorize the Professional Services Agreement (PSA) Form.

 

The Office of Facilities & Construction is recommending approval of the Authorization to Advertise RFQ 17-069C, Professional Design Services for Cypress Bay Senior High School utilizing the CMAR delivery method.

 

A detailed scope of work for this project is included in the Executive Summary.

 

A copy of the RFQ is available at the Board Members' Office on the 14th floor of the K.C. Wright Administration Center. A copy of all supporting documents is available online via Broward County Public Schools eAgenda at:

This project has been appropriated in the Adopted District Educational Facilities Plan (September 8, 2015) and in the District's Capital Budget. Total funds allocated for the scope is $13,860,000 and includes soft costs. Financial obligations will take place at a future Board meeting when approval is requested to award Construction Manager at Risk Services.

AA-1. Resolution No. 17-03 - Tax Anticipation Notes, Series 2016 (Supporting Docs)

 

Adopt Resolution No. 17-03 Tax Anticipation Notes, Series 2016, which authorizes and provides for the issuance, sale and application of the proceeds of not to exceed $125,000,000 aggregate principal amount of Tax Anticipation Notes, Series 2016.

 

Tax Anticipation Notes (TANs) are issued by the District pursuant to Section 1011.13 of the Florida Statutes. TANs are a form of short term borrowing (for a period of less than 1 year) supported by property tax revenues and are issued to overcome an expected General Fund cash flow deficiency during the first half of the current fiscal year. This borrowing occurs because of the timing of the receipts of property taxes compared to the timing of expenditures.

Adopt Policy 1.22 - Exceptional Student Education (ESE) Advisory Council.

 

On April 20, 2016, the ESE Advisory Council approved the content of a revised Policy 1.22 voted on by the current general membership.

 

These revisions were discussed at the December 15, 2015 School Board Workshop and the June 28, 2016 Public Rule Development Workshop #2.

 

The publication date on which Policy 1.22 was advertised was on July 3, 2016.

 

There is no financial impact to the District.

Approve the submission of the following grant applications (A - E):

The potential positive financial impact if all projects are awarded is $91,169 from various sources.

 

EE-2. Incumbent Worker Training Contract with CareerSource Broward and accompanying Agreement with Florida Atlantic University (Supporting Docs)

 

Approve a cost reimbursement Contract between The School Board of Broward County, Florida, and CareerSource Broward and the accompanying Agreement between The School Board of Broward County, Florida, and Florida Atlantic University. The Contract period shall commence after School Board approval and shall expire June 30, 2017. The Agreement period shall commence after School Board approval and shall expire September 30, 2017. The Contract and Agreement are renewals of the original Contract and Agreement approved by The School Board on April 5, 2016, (CareerSource Broward) and April 19, 2016, (Florida Atlantic University).

 

The Office of Academics, in partnership with Florida Atlantic University and CareerSource Broward, were awarded an Incumbent Worker Training Program Grant to assist employees who must complete required training or coursework to retain their employment. The Educator Certification Program is designed to provide professional learning activities, college coursework, and individualized support that yielded educational content and subject area knowledge leading to a Florida Department of Education 5-year Professional Educator's Certificate. The program will support up to 50 teachers currently employed with a 3-year temporary teaching certificate.

 

This Contract and the accompanying Agreement have been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The potential positive financial impact of the CareerSource Broward contract is $141,266. There is no additional financial impact to the District.

 

EE-3. Revise 2016-2017 Opening and Closing School Times (Supporting Docs)

 

Approve the revised opening and closing school times for the 2016-2017 school year as a result of the one-hour, additional instructional time added to the elementary schools which fell into the "Lowest 300 Performing Elementary Schools" category.

 

During the 2016-2017 school year, instructional time will be extended one hour for those students who attend the 300 lowest performing elementary schools as directed by the state. The lowest 300 elementary schools are determined based on the reading performance and learning gains points each school earns in the school grades model. This list will not change even if a school's reading points change as a result of the school grades' appeal process. This is done to ensure districts can plan appropriately and in as timely a manner as possible. Revisions must be made to the opening and closing times of these schools to reflect the additional time required by the state or the reduction of time due to improved performance.

 

School times are scheduled to minimize operational costs to the District. Seven additional buses had to be placed in service to accommodate the lowest 300 elementary schools at a cost of approximately $350,000 ($50,000 per bus). Colbert requires four additional buses, Bennett requires two additional buses and Oakland Park Elementary Schools requires one additional bus.

Approve the Agreement between Florida Atlantic University and The School Board of Broward County, Florida, to enter into a Dual Enrollment Articulation Agreement.

 

As required by Florida Statute (F.S. 1007.271) Florida Atlantic University and The School Board of Broward County, Florida, must enter into a Dual Enrollment Articulation Agreement to offer dual enrollment courses to all eligible high school students. This arrangement will provide an opportunity for students to complete university level courses necessary to complete a four-year degree, while also completing a high school diploma. This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The agreement will be executed after School Board approval.

 

There is no additional financial impact to the District; the funds have been allocated in the Fiscal Year 2017 District Budget.

Approve the Agreement between The University of Florida and The School Board of Broward County, Florida, to enter into a Dual Enrollment Articulation Agreement.

 

As required by Florida Statute (F.S. 1007.235), The University of Florida and The School Board of Broward County, Florida, must enter into a Dual Enrollment Articulation Agreement to offer dual enrollment courses to all eligible high school students. This agreement will provide an opportunity for students to complete university level courses necessary to complete a four-year degree, while also completing a high school diploma. Approve the Agreement with The School Board of Broward County, Florida and Atlantic Shores Hospital, LLC.

 

The Agreement is renewed on an annual basis.

 

The Agreement provides for the provision of required educational services to youths participating in residential treatment program operated by Atlantic Shores Hospital, LLC.

The financial impact is generated and funded through student Full-Time Equivalents (FTE). There is no additional financial impact to the District beyond the FTE.

GG-1. Agreement between College Board and The School Board of Broward County, Florida (Supporting Docs)

 

Approve the Agreement between College Board and The School Board of Broward County, Florida, to enter into a Chinese Guest Teacher Agreement.

 

The Chinese Guest Teacher Agreement between College Board and The School Board of Broward County, Florida, will enable a guest teacher from the People's Republic of China to teach Chinese language and culture in Broward County Public Schools subject to the terms and conditions of this contract. College Board will supplant $13,000 of the teacher's salary. The Chinese Guest Teacher Agreement is effective through June 9, 2017. For additional information, please see the Executive Summary.

 

This agreement has been approved as to form and legal content by the Office of the General Counsel.

 

Funding for the position has been allocated in the school budget.

Lump Sum Award Amount: $826,400;

Vendor Awarded: State Contracting & Engineering Corporation.

 

The Media Center Renovation shall include new interior wall layout, finishes, minor electrical, HVAC, plumbing work, and infill of the second floor open area.

 

Document 00200, Instructions to Bidders, specifies that the Agreement is to be provided to the Contractor after the award is approved by the Board and therefore, will be executed after award approval.

 

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

Funds for this project are included in the Adopted District Educational Facilities Plan, Fiscal Year 2015-16 to 2019-20, Page 19.

Approve the Project Completion Agreement between The School Board of Broward County, Florida and Kaufman Lynn Construction, Inc., for the Fort Lauderdale High School Project.

 

This project Completion Agreement is the result of extensive efforts to resolve differences regarding a claim asserted by Kaufman Lynn Construction, Inc., ("KL") pursuant to a Construction Agreement ("Agreement") between KL and The School Board of Broward County, Florida (the "SBBC").

 

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The total financial impact of this item is $1,351,882, which will come from the Capital Projects Reserve.
