F-1. Head Start/Early Head Start Program Selection Criteria, Self-Assessment and Improvement Plan, Service Plan, and School Readiness Goals Report (Supporting Docs)

 

Approve the 2016-2017 Head Start/Early Head Start Program Selection Criteria and Service Plan and 2015-2016 HS-EHS Self-Assessment and Improvement Plan and School Readiness Goals End-of-Year Report.

 

The School Board of Broward County, Florida is the selected Head Start grantee and program's governing body. As such, it is required to make decisions about the program's administration and operations. The responsibilities include the approval of reports, policies, and practices to ensure compliance with the Head Start Program Performance Standards. As per the Head Start Act of 2007, the governing body is required to review and approve the program's Eligibility Criteria, Service Plan, Self-Assessment and Improvement Plan, and annual School Readiness Goals Report.

 

There is no financial impact to the District.

 

F-2. Request State Honors for Botany, Ecology, Limnology, and Zoology (Supporting Docs)

 

Approve request to add State Honors to Florida Department of Education State Course Code Directory.

 

Broward County Public Schools (BCPS) houses many innovative science programs that offer advanced level coursework in a focused area of study. These courses develop specialized knowledge and skills beyond what is typically acquired in a regular course. Recognizing the rigor of these courses, we have offered local honors points for Botany, Ecology, Limnology, and Zoology. We are now requesting that honors versions of these courses are added to the state's course code directory to provide an opportunity for our students to receive proper credit for the high level work that they are already doing. Upon board approval, BCPS will submit the proposed course descriptions to the Florida Department of Education for consideration of addition to the state course code directory as honors level courses.

 

There is no additional financial impact to the District.

 

F-3. First Amendment to item FF-1, approved on 5/17/16, at RSBM as part of the Instructional Materials Adoption for Spanish S (Supporting Docs)

 

The instructional materials for Spanish S was approved on 5/17/2016 RSBM (FF-1). After this meeting, it was noted that the recommended instructional materials for Secondary Spanish for Speakers Grades 7-12 (textbook and supplemental materials) had the wrong publisher information (Descubre 1-3, Vista Higher Learning). We are requesting an amendment to this adoption to reflect the correct instructional materials recommendation for Secondary Spanish for Speakers Grades 7-12 to be En Espanol, Santillana, USA Publishing Co. All other instructional materials brought to the Board on 5/17/16 were correct.

 

Florida Statute 1006.40 (5) requires the following steps in approving recommended instructional materials for use district-wide. Online access to student editions of the committee recommended instructional materials for 20 days.

 

An open, noticed school board hearing during which the public may comment on the recommended instructional materials. (April 5, 2016.) An open, noticed public meeting to approve the annual instructional materials plan. The plan identifies the instructional materials that will be purchased through the district school board instructional materials review process. (May 17, 2016)

 

Amendment approved by the Board. (June 15, 2016)

 

There is no financial impact as this was approved at the May 17th Regular School Board Meeting and this is just an amendment.

 

G. OFFICE OF HUMAN RESOURCES

 

G-1. Personnel Recommendations for Instructional Appointments and Leaves for 2015-2016 and 2016-2017 School Year (Supporting Docs)

 

Approve the personnel recommendations for the 2015-2016 and 2016-2017 appointments and leaves as listed in the attached Executive Summary and respective lists for instructional staff. All recommendations are made with the understanding that these individuals will comply with regulations/policies as set forth by the Florida Department of Education and The School Board of Broward County, Florida.

 

The Personnel Recommendations for Instructional Employees include the following items:

 

1. Teacher Approvals 2015 - 2016 and 2016 - 2017

2. Substitute/Temporary Hourly Teachers

Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type.

 

The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; other general supplements for the 2015-2016 school year. Requests for individuals receiving multiple supplements have been analyzed by the Office of School Performance & Accountability. The documentation is on file. Recommendations for staff to receive multiple supplements are consistent with the language set forth in Policy 6210, Supplements.

 

Individuals listed meet the requirements for the supplemental positions.

 

Funding has been budgeted in the 2015-2016 school/fiscal year for all supplements through June 30, 2016.

The Office of Facilities & Construction is recommending approval of the Authorization to Advertise RFQ 16-181C Professional Design Services for Hollywood Park Elementary School. A detailed scope of work for this project is included in the Executive Summary.

Approve Authorization to Advertise for Bids, Riverglades Elementary School, 24 Classroom Addition - City of Parkland, Project No. P.001685.

 

The design for the 24 classroom addition at Riverglades Elementary is based on a reuse of a design that CSA Central, Inc. (f.k.a. Brown & Brown Architects) the Architect of Record, prepared for a previously constructed 24 classroom addition at Oakland Park Elementary. On October 20, 2015, the Board approved the Professional Services Agreement with CSA Central, Inc. for the reuse of the existing design and site adaption at Riverglades Elementary. Construction documents titled "New Classroom Building Addition at Riverglades Elementary School" have been prepared by CSA Central, Inc. specific to the new 24 permanent classroom addition, including select site work, extension of the existing bus loop, structural work associated with constructing a 31,276 square foot, 2-story concrete structure with finished interior and exterior, roofing, finished interior, HVAC, plumbing, and electrical work.

 

There is no financial impact at this time, since the item is only seeking approval to advertise for Bids. Total funds initially allocated from the City of Parkland is $7,724,000 for this scope and includes soft costs. (See Exhibit 2)

 

K. OFFICE OF FINANCIAL MANAGEMENT

 

K-1. Revise DEFP Workshop and Hearing Dates for Fiscal Year 2016-17 (Supporting Docs)

 

Approve the revised DEFP Workshop & Hearing Dates for Fiscal Year 2016-17.

 

The Board approved the Budget and DEFP timeline on February 9, 2016. In order to allow further discussion on the DEFP, this revised schedule provides the Board another opportunity to discuss the DEFP at a workshop on June 21, 2016.

 

This revised timeline does not change the Budget Advertising and Hearing dates.

On November 3, 2015, The School Board of Broward County, Florida, approved a charter application to open a new charter school for the start of the 2016-2017 academic year. Somerset Academy Key Charter High School, will serve students in grades 9-12 and will open in August 2016.

Acknowledge the submittal of the Public Charter Schools Grant Program Planning, Design and Implementation 2016 - 2019 applications. Amounts may vary depending on charter school requests. The purpose of the Public Charter Schools Federal Grant Program is to increase the number of high-quality charter schools and to improve student achievement by providing financial assistance for the planning, program design and implementation costs for charter schools. Priority is to first-year charter schools approved to open during the 2016-2017 school year.

The Council of the Great City Schools represents over 50 large urban school districts and is recognized as one of the most effective advocacy organizations in Washington, D.C., voicing the concerns of urban public education. The Council of the Great City Schools has been enormously productive this year and remains the best and most aggressive advocate for urban schools in the nation. The Council of the Great City Schools is an organization that belongs solely to urban educators for urban education and urban children - all the time.

 

The financial impact to the District is $54,969. The source of these funds is the School Board Members' department budget.

The job description for the Project Manager, Occupational Health/Environmental Control, is being revised to better align the qualifications and primary performance responsibilities of the position based upon expected scope of work. The new and revised job descriptions identified through the 2016 - 2017 Superintendent's Organizational Chart are being submitted for approval. EE-1. Transportation Agreements for Cities and Non-Profit Organization Recreation Programs (Supporting Docs)

 

Approve agreements between The School Board of Broward County, Florida, and the City of Coral Springs; City of Deerfield Beach; City of Lauderdale Lakes; City of Pompano Beach and the non-profit organizations of After School Programs, Inc.; New Horizon Community Development Corporation, Inc.; and the YMCA of South Florida, Inc., to provide school bus transportation for recreational programs for a period from board approval date through June 30, 2017.

 

The transportation agreements allow the cities and non-profit organizations to utilize District buses for city/organizational sponsored recreation programs and events that are dependent on transportation. City/organization sponsored recreation programs provide a valuable service to their respective communities.

 

These Agreements have been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

The cities and non-profit organizations will reimburse the District for the cost of this service at the current reimbursement rate of $70 per hour plus $28 per bus attendant, if needed.

 

EE-2. Grant Applications - Pre-Submission (Supporting Docs)

Approve the submission of the following grant applications (A - C): A. Early Head Start Program - Extend Duration..., $243,694 (to be requested). Receipt of the $243,694 is contingent upon the District providing a required 20 percent match of approximately $60,923 ($58,613 cash match and $2,310 in-kind contributions). B. Head Start/Early Head Start Program - Continuing Application, $15,341,947 (to be requested). Receipt of the $15,341,947 is contingent upon the District providing a required 20 percent match of approximately $3,835,486 ($3,429,164 cash match and $406,322 in-kind contributions). List is continued in the Summary Explanation and Background section below.

 

C. Head Start/Early Head Start Program - Cost of Living Adjustment Application, $268,045 (to be requested). Receipt of the $268,045 is contingent upon the District providing a required 20 percent cash match totaling approximately $67,011.

Authorize the Superintendent of Schools or his designee to provide any electronic authorizations necessary to submit the required grant documents.

FF-1. Work Authorization #2 Under the current contract agreement between Broward County Behavioral Services and the School Board of Broward County, Florida, Agreement Number 16-CP-CSA-8267-02 (Supporting Docs)

 

Approve the increase of funds from Broward County Behavioral Services in the amount of $100,000 for the Family Counseling Program.

 

On September 1, 2015, the Broward County Board of Commissioners approved funding recommendations made by the Broward County Community Partnerships Division (BCCPD) for the School Board of Broward County, Florida Family Counseling Program (FCP) to receive a grant in the amount of $1,343,940 with a two-year renewal option. See supporting documents for current contact, approved by the School Board on October 20, 2015, and the current Work Authorization #2. The current item brought before the School Board for approval is regarding an increase in funding in the amount of $100,000 for the remainder of the current fiscal year, which ends September 30, 2016.

 

This agreement has been reviewed and approved as to form and legal content by the Office of General Counsel. This agreement will be executed by Broward County Behavioral Services after School Board approval.

 

The District provides a cash match of $1,420,848, reserved in the District's budget to fund approved positions, based on proposed salary increases per the BTU Bargaining Unit. There is no additional financial impact to the District for the funds awarded herewith.

 

FF-2. Agreement between The School Board of Broward County, Florida and Instructure, Inc. (Supporting Docs)

 

Request approval of the agreement with Instructure, Inc. for Canvas Learning Management System.

 

After more than 18 months of extensive research and review of learning management systems and learning object repositories, the Office of Academics and the Information & Technology Department recommend a digital platform that will serve as a single entry point for teachers and students to perform activities related to teaching and learning, as well as access to additional tools and applications in the Broward County Public Schools digital ecosystem.

Approve the agreement between the School Board of Broward County, Florida and ReServe Elder Service, Inc. to provide attendance support to high-risk students in select Title 1 schools.

 

Based on the 2016 Social Indicator of Need report produced by the Student Assessment and Research Department, schools will be identified and rank-ordered as needing intense support services. By rank order, the schools that have the highest social need index will be targeted for additional support.

Approve membership in the Florida Association of District School Superintendents (FADSS).

 

The Florida Association of District School Superintendents (FADSS) assists and supports superintendents in providing leadership to ensure that every student in Florida acquires the skills, knowledge and attitude to be contributing members of our democratic society through leadership development programs focused on student achievement, building relationships with business and government leaders, and communication and networking services.

 

The cost of the FADSS affiliation is $24,884. The source of funding is the Superintendent's budget.

 

II-3. Value Adjustment Board (VAB) Direct Cost Billing (Supporting Docs)

 

Approve payment for semi-annual billing for the School Board's share of the VAB direct cost.

 

The Value Adjustment Board (VAB) serves as the decision-making authority when there is a disagreement between the taxpayer and the Broward County Property Appraiser concerning property valuation/classification. They facilitate petition filing and schedule quasi-judicial hearings to settle disputes regarding exemptions, classifications, and assessments. Membership of the VAP consists of five members, and two alternates: 1) two members appointed by the Broward County Board of County Commissioners; 2) one citizen member appointed by the Broward County Board of County Commissioners who must own homestead property within Broward County; who may not be a member or an employee of any taxing authority, and may not be a person who represents property owners in any administrative or judicial review of property taxes.
