The Pre-Qualification Application process is in accordance with State Requirements for Educational Facilities, F.S. 1013.46, and Board Policies 7003 and 7003.1. This item approves recommendations by the Superintendent of Schools as set forth in the Superintendent Recommendations - Tracking Report. Further explanation is provided in the Executive Summary. The Qualification Selection Evaluation Committee (QSEC) convened on November 18, 2015, to review staff's recommendations concerning pre-qualification applications. F-1. Approve Request to Add High School Ethics Honors Course (Supporting Docs)

 

Approve the Request to Add a New Course submission to Florida Department of Education for the High School course: Ethics Honors.

 

Broward County Public Schools (BCPS) has been offering elective Philosophy courses for many years. One of the most popular courses that is currently being offered at one of our high schools is a .5 credit Philosophy Honors (Level 3) course which provides an overview of philosophical principles. It has been a challenge to pair this course with other .5 credit honors courses that support the content of the Philosophy course, since no Level 3 (honors) .5 credit related Philosophy course currently exists. BCPS is proposing that the current State Level 2 Ethics course be approved from the State as a Level 3 honors course, as this will complement the content and flow of the current Philosophy Honors Level 3 course.

A Temporary Access Agreement is necessary to allow the City of Coral Springs Fire Department operation of a fire station and storage of fire trucks in fenced in portion of the Coral Springs High School site while the City demolishes existing fire station and rebuilds a new one down the street from the school.

 

This item has been reviewed and approved as to form and legal content by the Office of the General Counsel.

Approve membership in the National School Board Association's National Affiliate program - Council of Urban School Boards of Education (CUBE).

 

CUBE was established by the National School Boards Association (NSBA) in 1967. CUBE is the urban component of NSBA's National Affiliate program. CUBE addresses the unique needs of School Board Members of the largest cities in the United States.

Cost of this affiliation is $12,975.00. The source of funds is the Board Members' department budget.

 

CC. BOARD POLICIES

 

CC-1. Use of Service Animals In School District Facilities (Supporting Docs)

 

Adopt amendments to School Board Policy #4001.2 "Use of Service Animals In School District Facilities" at this final reading.

 

School Board Policy/Rule #4001.2 is being amended to eliminate: (1) the requirement of maintaining additional liability insurance for the service animal and (2) the requirement of vaccinations for the service animal in excess of those normally required under Florida Law in connection with the regulation of service animals permitted in schools. Additionally, the parent/guardian agreement form and the handler of the service animal agreement form are being amended to read as guidelines for both the parent/guardian of the student and guidelines for the handler of the service animal.

 

The revisions were discussed at the May 12, 2015 School Board Workshop and the August 25, 2015 School Board Workshop. This policy was advertised on Sunday, November 8, 2015.

 

There is no financial impact to the District.

Approve agreement between The School Board of Broward County, Florida and the Special Olympics Florida - Broward County, to provide school bus transportation for its recreation program for the period of one year.

 

The transportation agreement allows the non-profit organization to utilize District school buses for sponsored recreation programs and events that are dependent on transportation. Non-profit organization sponsored recreation programs provide a valuable service to their respective communities. Transportation services will be provided during the times school buses are not being utilized for service to Broward County Public Schools. The Special Olympics Florida - Broward County will reimburse the District for the full cost of this service at the approved reimbursement rate. This reimbursement rate fully covers the costs incurred by the District.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of General Counsel.

 

An analysis of transportation costs, which includes the reimbursement rate, is performed annually to ensure the reimbursement rate is adequately aligned with transportation costs. The non-profit organization will reimburse the District for the cost of this service at the current reimbursement rate of $47 per hour.

The NSF grant application in the amount of $1,249,860 was approved by the Board at the May 5, 2015 Regular School Board Meeting.  Under the terms of this Agreement, the University will be conducting studies for, or on behalf of the District to: a) develop, validate, or administer predictive tests; b) administer student aid programs; or c) improve instruction.

This Agreement will be executed by The University of Chicago after School Board approval.

Approve the new Agreement between The School Board of Broward County, Florida and College Board. This agreement will begin on the date the agreement is executed by both parties and end on June 30, 2016.

 

In an effort to provide equal and full access to the college admissions process and encourage more high school students to take the test and apply to college, Broward County Public Schools proposes to implement an SAT School Day for 17,885 Juniors (11th Grade) on April 12, 2016.

Approve payment for semi-annual billing for the School Board's share of the VAB direct cost.

 

The Value Adjustment Board (VAB) serves as the decision-making authority when there is a disagreement between the taxpayer and the Broward County Property Appraiser concerning property valuation/classification. They facilitate petition filing and schedule quasi-judicial hearings to settle disputes regarding exemptions, classifications, and assessments. Membership of the VAB consists of five members, and two alternates: 1) two members appointed by the Broward County Board of County Commissioners; 2) one citizen member appointed by the Broward County Board of County Commissioners who must own homestead property within Broward County; who may not be a member or an employee of any taxing authority, and may not be a person who represents property owners in any administrative or judicial review of property taxes.

Final Acceptance and Release of Retainage - the Contractor, Miami Skyline Construction Corp., has completed the scope of its contract within the contract limits.

Approve a one (1) year renewal of the partnership agreement between The School Board of Broward County, Florida, and Broward County Board of Commissioners (Water Resources Division) commencing December 11, 2015, in the amount of $209,900.

 

On October 6, 2012, The School Board of Broward County, Florida (the "School Board") and the Broward County Board of Commissioners entered into a Partnership Agreement (Water Resources Division) for a water conservation education and outreach program (the "Agreement"). Pursuant to the terms of the Agreement which commenced December 27, 2012, the School Board may elect to renew the Agreement for up to four (4) additional, one (1) year terms upon the conclusion of the initial twelve (12 month term).

Funding for this item totaling $209,900 ($52,475 per quarter) is included in the District's adopted budget. JJ-8. Approve Increase in Funding and Approve Joint Partnership Agreement between - Broward County and The School Board of Broward County, Florida - School Zone Traffic Signalization - Westglades Middle School - Project No. P.001695 (Supporting Docs)

 

Approve an increase in funding for the project from $150,000 to $283,200 and approve the Joint Partnership Agreement between Broward County and The School Board of Broward County, Florida for the School Zone Traffic Signalization project at Westglades Middle School, Project No. P.001695.

 

On September 9, 2013, a letter was sent from the Superintendent's office to the County Administrator for Broward County informing that the school zone flashers remained an outstanding item to be completed as part of the original West Plat #086-MP-99 and that the school flasher request requirement was still valid and secured by Resolution.

In the letter, a request was made of the County, that it assume the project and provide and design construction services through one of its vendors and that the work be executed, as schedules permitted. In addition, it was stated that the District would reimburse the County for the costs associated with the project. The estimated cost for the work at the time was $150,000.

Broward County will execute the Agreement after School Board approval.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There will be an additional financial impact in the amount of $133,200 which will come from the Capital Projects Reserve.

 

KK. OFFICE OF FINANCIAL MANAGEMENT

 

KK-1. SMART Technology Programs - Funding (Supporting Docs)

 

Approve the acceleration of SMART Technology projects at Stranahan High School, Indian Ridge Middle School and Sawgrass Springs Middle School from the 2016-17 fiscal year to the current 2015-16 fiscal year.

 

In order to address pressing technology needs at Stranahan High School, Indian Ridge Middle School and Sawgrass Springs Middle School, the Information & Technology Department (I&T) seeks Board approval to move SMART funding for technology projects at these three schools from the 2016-17 fiscal year to the current 2015-16 fiscal year. Accelerating these projects will amend the 2015-16 Capital Budget and the 2015-16 District Educational Facilities Plan (DEFP). This will use the capital reserve in the current 2015-16 fiscal year and replenish the capital reserve in the 2016-17 fiscal year. The Finance Department believes there are adequate reserves to fund these items.

The financial impact of this item is to accelerate $1,161,000 from the 2016-17 fiscal year to the 2015-16 fiscal year and amend the 2015-16 Capital Budget and the 2015-16 DEFP. This item does not create an additional financial impact to the SMART program or to the DEFP.

LL-1. Premium Services Agreements Approval (Supporting Docs)

 

Approve the Premium Services Agreements between The School Board of Broward County, Florida (SBBC), and specified governing boards.

 

As part of the District's Venture Design Initiative, and pursuant to Section 1002.33 (20)(b), Florida Statutes, the Innovative Programs Design/Support Department has negotiated the terms of Premium Services Agreements for fee-supported services. The attached agreements delineate the negotiated terms, as well as the structure and components that will comprise the services purchased by the listed governing boards.
