Approve the continuation student affiliation agreement between FVE Managers, Inc. d/b/a Five Star Premier Residences of Hollywood and The School Board of Broward County, Florida. The term of this agreement shall be for a period of two years from the date of execution by all parties.

 

Career and Technical Education high school and adult postsecondary students, district-wide, who are enrolled in Health Science Education Programs, participate in clinical learning experiences through contractual agreements with hospitals, nursing homes, and other healthcare related facilities. The Agreement with FVE Managers, Inc. d/b/a Five Star Premier Residences of Hollywood provides clinical experiences necessary to meet Florida Department of Education mandated student performance standards. This agreement also addresses the requirements of regulatory agencies for students to qualify for certification/licensure examinations upon program completion.

Approve the Continuation Agreement between The School Board of Broward County, Florida and Bethesda Memorial Hospital, Inc. The term of this agreement shall be for a period of three (3) years from the date it is fully executed by both parties.

 

The School Board of Broward County, Florida has partnered with Bethesda Memorial Hospital, Inc. to provide Career Technical Education High School and Adult Postsecondary students who are enrolled in Health Science Education Programs the opportunity to participate in clinical learning experiences. This district wide agreement will support the instructional programs provided by Broward County Public Schools necessary to meet Florida Department of Education mandated student performance standards. This agreement also addresses the requirements of regulatory agencies for students to qualify for certification/licensure.

L-1. Reciprocal Use Agreement between The School Board of Broward County, Florida and the City of Dania Beach (Supporting Docs)

 

Approve the Reciprocal Use Agreement between The School Board of Broward County, Florida and the City of Dania Beach.

 

The current Reciprocal Use Agreement (RUA) between The School Board of Broward County, Florida (SBBC) and the City of Dania Beach was entered into on December 13, 2010. The Agreement is scheduled to expire on December 12, 2015.

 

This RUA contains prior School Board approved solutions to issues (such as the District's implementation of its Four-Day Summer Work Week and the potential resultant increase in facility costs and energy cost) certain municipalities raised a few years ago regarding their utilization of the District's school facilities. The City has indicated its desire to renew the RUA with the SBBC, and has reviewed the RUA.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

There is no financial impact to the School District; therefore, this item does not require a collaboration form from the Capital Budget Department.

 

L-2. Charter Application Approval - Championship Academy of Distinction at Hollywood Middle, Inc., (Championship Academy of Distinction Middle School) (Supporting Docs)

 

Approve the application for Championship Academy of Distinction at Hollywood Middle, Inc., (Championship Academy of Distinction Middle School), to open a charter school serving grades 6-8 for the 2016-2017 school year and authorize the Superintendent to issue a notice of approval. Subsequent School Board approval shall be required prior to the signing of a written charter school agreement establishing the operation of the charter school.

Approve the application for BridgePrep Academy, Inc., (BridgePrep Academy Broward County), to open a charter school serving grades K-8 for the 2016-2017 school year and authorize the Superintendent to issue a notice of approval. Subsequent School Board approval shall be required prior to the signing of a written charter school agreement establishing the operation of the charter school.

 

Section 1002.33, Florida Statutes, authorizes the submission of applications for a new charter school.  BridgePrep Academy, Inc., (BridgePrep Academy Broward County), submitted a formal application to start a public charter school for the 2016-2017 school year.

The Consortium consists of representatives of 11 Florida School Boards; Broward, Charlotte, Collier, Lee, Martin, Miami-Dade, Monroe, Palm Beach, Pinellas, Sarasota, and St. Lucie. The group is primarily a lobbyist and legislative group that promotes an annual platform to the state lawmakers. Some of the priorities listed by the consortium were adopted as part of the larger Florida School Board Association's legislative platform. The item is being brought forth by Mr. Moquin, Chief of Staff for Ms. Donna Korn, School Board Chair.

 

The financial impact to the District is $3,000. The source of funding is from the Board Member's department budget.

Approve the continuation agreement between The School Board of Broward County, Florida (SBBC) and National Academy Foundation (NAF). The term of this agreement shall be for a period of three (3) years from the date it is fully executed by both parties.

 

On April 29, 2008, the School Board approved a new membership agreement with NAF to support the District's NAF Academy Programs. SBBC has maintained an agreement with NAF since 1985. Broward County Public Schools currently has twenty six (26) successful NAF Academies in the following areas: Engineering, Finance, Health Science, Hospitality & Tourism, and Information Technology at the following twenty (20) high schools: (Atlantic Technical Magnet, Blanche Ely, Cooper City, Coral Glades, Cypress Bay, Deerfield Beach, Dillard, Everglades, Flanagan, McArthur, Miramar, Monarch, Northeast, Piper, Plantation, South Broward, Stoneman Douglas, Stranahan, Taravella, and Western).

The School Board of Broward County, Florida has been awarded a grant in the amount of $493,565 for the Out of School Youth Program funded by CareerSource Broward from Federal Workforce Innovation and Opportunity Act (WIOA) funds. The program will serve two hundred (200) youth who are between the ages of 16-24, and meet WIOA eligibility requirements for out-of-school youth who have not completed high school or obtained a GED. These funds will provide additional assistance to obtain the high school credential. The program design includes individual career pathway plans, employability skills development, financial literacy skills, and on the job training delivered by three state-certified teachers and two job coaches.

Approve contract regarding the Dating Matters Initiative with the State of Florida, Department of Health.

 

The purpose of the program, Dating Matters: Strategies to Promote Healthy Teen Relationships, is to build local public health capacity to establish a comprehensive community-wide teen dating violence prevention initiative that focuses on 11-14 year olds to promote respectful, non-violent dating relationships among youth in high-risk urban communities.

 

The provisions of the contract reflect funding for the 2015-16 school year.

 

This Contract has been reviewed and approved as to form and legal content by the Office of the General Counsel.

This Contract will be executed after School Board approval.

 

The positive financial impact to the District is $59,039. There is no additional financial impact to the District.

This case was reviewed with the Superintendent of Schools, who agreed to this discipline. The District has followed the School Board processes for disciplinary action. Approval of the Second Amendment to the existing DRC for LUPA PC 06-30 is being requested by SPL Holdings, LLC and SPL South Holdings, LLC to assure that the revised residential units (496 single family units) proposed in the development are consistent with the plat application filed with the Broward County Commission.

LL-2. Funding from Sale of Edgewood Administration Complex (Reimbursement) for Relocation of Staff (Supporting Docs)

 

Approve an appropriation of $492,353 for the relocation of staff from the Edgewood Administration Complex.

 

At the April 28, 2015 School Board Workshop, the Facility Planning &Real Estate Department gave a presentation on the "Status of Current and Potential School Board Owned Surplus Properties." As a component of the presentation, staff recommended that the TSSC Annex Building, which the School Board had surplused on February 4, 2014, should be retained and in its place, the Edgewood Administration Complex should be surplused and sold. Additionally, staff recommended that monies from such sale should be utilized to relocate staff currently located at the Complex, to pay for renovations at the determined destinations and at the TSSC Annex, and to pay to relocate staff from various District administrative locations such as within the Kathleen C. Wright Administrative Complex (KCW), from the KCW Complex to the Technology & Support Services Building, to the TSSC Annex Building, and any remaining balance utilized at schools.

The financial impact to the School District is $492,353 from the Capital Reserves. It is anticipated that monies realized from the sale of the Edgewood Administration Complex will offset this cost.

 

LL-3. Premium Services Agreement Approval (Supporting Docs)

 

Approve the Premium Services Agreement between The School Board of Broward County, Florida (SBBC), and specified governing board.

 

As part of the District's Venture Design Initiative, and pursuant to Section 1002.33 (20)(b), Florida Statutes, the Innovative Programs Design/Support Department has negotiated the terms of Premium Services Agreement for fee-supported services. The attached agreement delineates the negotiated terms, as well as the structure and components that will comprise the services purchased by the listed governing board.

LL-4. Agreement to Lease Lockhart Stadium (Supporting Docs)

Approve a lease agreement for Lockhart Stadium to conduct the Dillard vs. Blanche Ely High School football game on Saturday, November 7, 2015.

 

The annual Soul Bowl between Dillard and Blanche Ely High is scheduled to be played on November 7, 2015, at 7:00 p.m. The lease agreement is between The School Board of Broward County, Florida and the current tenant of Lockhart Stadium, Fort Lauderdale Strikers. The Fort Lauderdale Strikers are no longer eligible for the National Association Soccer League playoffs, losing their final game on October 26, 2015. Lockhart Stadium now becomes available as the host site for the Soul Bowl.  Due to the anticipated crowd size, the health, welfare and safety of the players, fans and community are enhanced by moving the football game to Lockhart Stadium. The home team for the Soul Bowl and the Broward District Schools Police Department request Lockhart Stadium serve as host site for the game.

 

This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

This Agreement will be executed by the Fort Lauderdale Strikers following School Board approval.

 

Cost for the stadium, which includes stadium clean up, is $3,840 and will be paid by Blanche Ely High through game ticket revenue.
