The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; general and supplements for the 2015-2016 school year.
Individuals listed meet the requirements for the supplemental positions.
Funding has been budgeted in the 2015-2016 school/fiscal year for all supplements through June 30, 2016.
G-6. Approval of Out-of-Field Teaching Assignments (Supporting Docs)
Approve the attached list of out-of-field teaching assignments.
State Board of Education Rule (SBER) 6A-1.0503 Definition of Qualified Instructional Personnel requires out-of-field teachers to be School Board approved and to take at least six (6) semester hours of college coursework towards certification and/or 120 inservice points, for gifted and reading assignments, each year until appropriately certified. When applicable, teachers may opt to pass the appropriate subject area exam in lieu of completing coursework. Teachers out-of-field due to the English for Speakers of Other Languages (ESOL)/Multicultural Education Training Advocacy (META) Agreement are required to complete 15 semester hours of college coursework or 300 inservice points within six (6) years from the date of the assignment to students identified as English Language Learners (ELL).
There is no additional financial impact to the School District.

An audit of the Internal Funds of Selected Schools was performed, as authorized by the Florida State Board of Education Administrative Rule 6A-1.087(2) and School Board Policy 1002.1.
The Audit report contains 26 schools in which a total of 25 schools had no audit findings and 1 school had an audit finding.
The Audit Committee reviewed and approved this report for transmittal to the School Board during the Audit Committee's September 3, 2015 meeting.
The source of funds to perform the Internal Audit Report was the General Fund budget allocation for the Office of the Chief Auditor. There is no additional financial impact to the School District.

Property and Inventory Audits of Selected Locations were performed, pursuant to the Florida Statute 274.02(2), The Rules of the Florida Administrative Code, Section 691-73, and School Board Policies 1002.1 and 3204.
The Audit report contains 54 locations, in which a total of 51 locations had no audit findings and 3 locations had audit findings.
The Audit Committee reviewed and approved this report for transmittal to the School Board during the Committee's September 3, 2015 meeting.
The source of funds to perform the Internal Audit Report was the General Fund budget allocation for the Office of the Chief Auditor. There is no additional financial impact to the School District.

In accordance with the 2015-2016 Audit Plan, we performed the Review of Installation and Replacement of Video Surveillance Systems Bid No. 28-134T and Bid No. 55-045C. The primary objectives of the audit were to review the monitoring process and controls by management administering the procurement of installation of video surveillance equipment and repairs; determine whether the invoices paid for the projects and repairs were in compliance with prices approved by the Board for Bid No. 28-134T and Piggyback Agreement No. 55-045C; analyze the vendor installation and repair processes and billings, to ascertain whether work performed was completed in an effective and efficient manner; and report recommendations to the administration, if needed.

EE-2. Florida Atlantic University Cost-Reimbursement Subaward Agreement (Supporting Docs)
Approve the Agreement between The School Board of Broward County, Florida and Florida Atlantic University. The Agreement period is from July 1, 2015, through June 30, 2016.
The Florida Department of Education Centers of Excellence in Elementary Teacher Preparation grant was awarded to the College of Education at Florida Atlantic University (FAU) in an effort to improve pre-service (K-5) teacher preparation in core subject areas and to enhance field experiences. To achieve the grant priorities, the College of Education at FAU has partnered with FAU's Colleges of Science, Arts and Letters, and Honors College, the school districts of Broward and Palm Beach counties, Learning Sciences International, and New Teacher Center. As a sub-awardee of FAU, the District will provide data to evaluate the progress of project goals such as: 1) Improve candidate content knowledge of the increasingly rigorous requirements for K-5 students and prepare candidates for graduate coursework; and 2) Identify and train highly effective teachers to serve as cooperating teachers in accordance with Florida Statutes.
This Agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel. This Agreement will be executed by FAU after School Board approval.
The positive financial impact of this project is $105,470 from Florida Atlantic University.
EE-3. National Center for Families Learning-Toyota Family Learning Agreement (Supporting Docs)
Approve the Agreement between The School Board of Broward County, Florida and the National Center for Families Learning. The Agreement period is from July 1, 2015, through June 30, 2016.
Toyota began a partnership with the National Center for Families Learning (NCFL) in 1991. In addition to a commitment of more than $36 million to establish model literacy programs throughout the country, Toyota has also contributed a wealth of in-kind support - including advertising, planning, and management expertise - to form one of the most progressive corporate/non-profit partnerships in the nation. This grant will serve 100 at-risk families (pre-school through high school children and adults) who need to improve literacy/English skills. As part of the NCFL Family Service Learning model, adults attending seven community schools and their children will engage in on- and off-line interactive activities aimed at improving literacy and family dynamics. Through this program, families will develop college and career readiness skills as they investigate, plan, and implement service-learning projects.

The positive financial impact of this project is $175,000 from the National Center for Families Learning.

The School Board of Broward County, Florida, received seventeen (17) bids for 16-008B - Floor Finish System. The Physical Plant Operations department purchases gloss restorer, floor finish, detergent, and floor finish remover to maintain clear floors and safe environments throughout the District.

The estimated financial impact will be $3,500,000, of which $75,000 is included in the Physical Plant Operations District-wide Custodial budget. The balance will come from schools and administrative sites custodial supply budget. The financial impact amount represents an estimated contract value; however, the amount authorized will not exceed the estimated bid amount.

Approve the Agreement with Curriculum Associates, Inc. for an adaptive diagnostic and instructional web-based tool for select Title I schools.
i-Ready is an adaptive diagnostic and instructional web-based tool that is aligned to the Florida English Language Arts and Mathematics Standards. It provides the data-driven insights on reading and mathematics standards for school administrators and classroom teachers to determine exactly where to focus their instructional time to ensure all students are on track to meet more rigorous expectations of the standards. In Reading, the adaptive diagnostic includes assessment and instruction in the areas of Phonics, Phonological Awareness, High frequency Words, Vocabulary, Comprehension of Literature, and Comprehension of Informational Text.

There is no financial impact to General Funds. Title I, Part A, will fund a total of $1,374,380.00 for i-Ready software licenses and ongoing support.

Approve the Cooperative Agreement between The School Board of Broward County, FL and AdvancePath Academics, Inc.
AdvancePath Academics, Inc. utilizes a social emotional program called ScholarCentric. ScholarCentric's resiliency measurement and development solution provide districts with early warning data enabling K-12 educators and administrators to predict students trending for failure and dropout in advance of three years before traditional signs indicate. Districts can make student resiliency data actionable by prioritizing students for in-district support and understanding the root cause of students' academic issues. ScholarCentric's resiliency data helps districts to operate more effectively, invest in resources more wisely, and become more accountable to each student as they identify and better address the learning needs of their struggling and at-risk students with more targeted interventions and appropriate services. This agreement includes resiliency assessments, reporting and relevant professional services to build educator data-driven decision-making and to develop effective teacher-student connections.
This Agreement has been reviewed and approved as to form and legal content by the Office of General Counsel.
The financial impact is $231,504.00. The source of the funds is through the Title I, Part A, School Improvement Initiative 1003a Grant.

Approve the recommendation to award the above Agreement. Contract Term: October 7, 2015, through October 21, 2015; User Department: Broward Advisors for Continuing Education (BRACE): Award Amount $5,528.00 initial deposit: Awarded Vendor(s): Expo Convention Contractors, Inc.: M/WBE. Vendor(s): None.
Expo will provide decorative services for the 2015 BCPS College Fair at Nova Southeastern University, including the setup and cleanup of booths, signs and additional materials, as needed.

There is no financial impact to the School District; therefore, this item does not require a collaboration form from the Capital Budget Department. All costs will be covered by the revenue generated from college and vendor registrations to participate in the fair.

SPECIAL ORDER - 3:00 P.M.
Approve the First Amendment to Twenty-Four (24) Classroom Agreement between The School Board of Broward County, Florida and the City of Parkland (City).
In order to help accommodate for the increase in students from planned residential development in the City, the original Classroom Addition Agreement (Agreement) was executed by the School Board on October 9, 2014 and by the City on October 15, 2014. The Agreement stated that in exchange for the City's initial payment to the School Board in the amount of seven million seven hundred twenty four thousand dollars ($7,724,000) (Contribution Payment), the School Board would construct, maintain, and operate twenty-four (24) permanent classrooms at public school(s) within the corporate limits of the City and remove twenty-four (24) portable classrooms.
