A-1. Broward County Public Schools (BCPS) Centennial Proclamation and Kickoff (Supporting Docs)

 

SPECIAL ORDER - 10:15 AM

 

Proclaim and kickoff the 2015/16 school year as BCPS Centennial Year (1915 - 2015) at the September 1, 2015, Regular School Board Meeting.

 

BCPS is celebrating an important milestone - the 100th anniversary of serving the students in our community. The Centennial Celebration honors our District's rich tradition of educational excellence and cultural diversity.

 

Objectives: Create and foster awareness within the community of the 100th anniversary of BCPS, as the District celebrates its past, present and future. Showcase the accomplishments and rich history of BCPS and the high-quality education offered at every level: elementary schools, middle schools, high schools, centers and technical colleges. Engage students, families, employees and community members to take part in the District's Centennial events. See attached Centennial Plan Overview and BCPS100 Events Calendar documents for more information regarding the Centennial or visit browardschools.com/bcps100. * Additional Attachments: Approved original signed resolution 16-11, as well as, updated resolution reflecting the current number of charter schools.

A-2. Resolution No. 16-85 -Tax Anticipation Notes, Series 2015 (Supporting Docs)

 

Adopt Resolution No. 16-85 Tax Anticipation Notes, Series 2015, which authorizes and provides for the issuance, sale and application of the proceeds of not to exceed $125,000,000.00 aggregate principal amount of Tax Anticipation Notes, Series 2015.

 

Tax Anticipation Notes (TANs) are issued by the District pursuant to Section 1011.13 of the Florida Statutes. TANs are a form of short term borrowing (for a period of less than 1 year) supported by property tax revenues and are issued to overcome an expected General Fund cash flow deficiency during the first half of the current fiscal year. This borrowing occurs because of the timing of the receipts of property taxes compared to the timing of expenditures.

Borrowing operating funds by issuing the TANs overcomes the expected cash flow shortfalls during the first half of the current fiscal year. The District will incur an interest cost expense. Since the District can invest all or a portion of the TANs proceeds prior to repayment, the investment income will offset a portion of the interest expense.

E-1. Recommendation to Reject All Proposals -16-036V - Group Disability Coverage for School Board Employees (Supporting Docs)

 

Approve the recommendation to reject all proposals received for the above referenced RFP.

 

The School Board of Broward County, Florida (SBBC), received two(2) proposals in response to RFP 16-036V - Group Disability Coverage for School Board Employees, one of which was found to be non-responsive. A new RFP will be issued in order to review and revise specifications, if needed, and to encourage more vendors to bid.

F. OFFICE OF ACADEMICS

 

F-1. Continuation of the Interagency Agreement with The School Board of Broward County, The Florida Department of Juvenile Justice, Florida Department of Children and Families, State Attorney Office, Law Enforcement Departments, and The Sheriff (Supporting Docs)

 

Approve the continuation of the Interagency Agreement with The School Board of Broward County, The Florida Department of Juvenile Justice, Florida Department of Children and Families, State Attorney Office, Law Enforcement Departments and The Sheriff for the purpose of sharing information.

 

The School Board approved the initial Interagency Agreement on October 7, 1997. Revisions have been made as specified by statute. The Department of Juvenile Justice, Sheriff and Chiefs of Police are required by FS 985.04(1) to enter into an interagency agreement with The School Board for the purpose of sharing information about juvenile offenders. Locally, the Agreement was expanded to include additional stakeholders; the State Attorney's Office and the Florida Department of Children and Families to increase the effectiveness of the information and the intent of the statute.

F-2. Agreement with The School Board of Broward County, Florida and the Juvenile Circuit Court (Supporting Docs)

 

Approve the Continuing Agreement between The School Board of Broward County, Florida and the Juvenile Circuit Court.

The agreement period is for the 2015-2016 school year.

 

This is a companion agreement that supplements the Interagency Agreement-Agenda Item F-1. The School Board approved the initial Interagency Agreement on October 7, 1997. The Juvenile Circuit Court will enter into the Agreement that is a companion due to the distinction that they are not an agency. The District shall provide student information as per statute and rule and as defined by this Agreement. The intent of all the parties is the reduction of juvenile crime in Broward County.

 

This agreement has been reviewed and approved as to form and legal content by the Office of General Counsel.

 

There is no financial impact to the District.

 

G. OFFICE OF HUMAN RESOURCES

 

G-1. Personnel Recommendations for Instructional Appointments and Leaves for 2015-2016 School Year (Supporting Docs)

 

Approve the personnel recommendations for the 2015-2016 appointments and leaves as listed in the attached Executive Summary and respective lists for instructional staff. All recommendations are made with the understanding that these individuals will comply with regulations/policies as set forth by the Florida Department of Education and The School Board of Broward County, Florida.

 

The Personnel Recommendations for Instructional Employees include the following items:

There will be no financial impact to the School District. Funding for the positions has been allocated in the school and department budgets.

Approve the recommended supplemental pay positions of employees for the 2015/2016 school/fiscal year.

 

Employees are recommended for supplemental pay positions by Principal or Department Supervisor. Supplemental positions are listed alphabetically by last name, with location and supplement type.

 

The Supplemental Pay Positions include the following type of supplements: department chairpersons, team leaders, grade level chairpersons, athletic supplements; general and supplements for the 2015-2016 school year.

 

Individuals listed meet the requirements for the supplemental positions.

 

Funding has been budgeted in the 2015-2016 school/fiscal year for all supplements through June 30, 2016.

I-1. Naming of the Deerfield Beach High School Gymnasium "Thornton Humphries Gymnasium" (Supporting Docs)

 

SPECIAL ORDER - 2:15 P.M.

 

Approve the naming of the Deerfield Beach High School Gymnasium to "Thornton Humphries Gymnasium."

 

Per School Board Policy #1401, Community Stakeholders and faculty members discussed and voted on naming the high school gymnasium "Thornton Humphries Gymnasium." Mr. Humphries dedicated his life and career to Broward County Public Schools and the City of Deerfield Beach. Mr. Humphries was ahead of his time as an educator and leader of the community. He was honest, fair, and committed to the community and students that he served. He was the type of person that everyone was proud of because he instilled pride, dignity, and honor within the community. He was a community leader and an instructional leader who was a teacher, dean, assistant principal, principal, area director, and area superintendent. He committed his life to positively influencing the children and community. As a result, we are requesting to name the gymnasium after Mr. Thornton Humphries.

 

There is no financial impact to the District. All costs will be paid for by Deerfield Beach High School's athletic budget internal account.

I-4. Broward County Public Schools Professional Learning System 2015 and Master Inservice Plan (Supporting Docs)

 

Approve the Broward County Public Schools Professional Learning System 2015 and Master Inservice Plan.

 

FS1012.98 requires the annual approval of the Master Inservice Plan as part of the Broward County Public Schools Professional Learning System by the School Board prior to submission to the Florida Department of Education by October 1st of each year.

 

The Broward County Public Schools (BCPS) Professional Learning System (PL System) contains the Broward County Schools' rules for professional learning (PL) to ensure the quality of professional learning offered to support district and school instructional improvement initiatives. The Master Inservice Plan (MIP), included in the BCPS PL System as Appendix D, defines the rules for certification purposes consistent with state statutes and State Board of Education rules and establishes the protocol and procedures for awarding inservice credit for professional learning.

L-1. Third Amendment to Interlocal Agreement for Creation of the Broward Metropolitan Planning Organization (Supporting Docs)

 

Approve the Third Amendment to Interlocal Agreement for Creation of the Broward Metropolitan Planning Organization (MPO).

 

At the April 9, 2015 MPO Board Meeting, the MPO approved the Third Amendment to Interlocal Agreement for Creation of the Broward MPO. The Third Amendment will allow the number of voting members on the Broward MPO Board to expand from 19 to 25 voting members.  The Third Amendment will allow the alternate voting members from the Cities of Coconut Creek, Hallandale Beach, Margate, North Lauderdale, and Oakland Park to become full voting members of the MPO.

CC-1. Policy 5100.1 - Student Records: Confidentiality and Family Educational Rights (Supporting Docs)

 

Final adoption of revisions to Policy 5100.1 - Student Records: Confidentiality and Family Educational Rights.

 

The federal Family Educational Rights and Privacy Act (FERPA) and related Florida Statutes protect the confidentiality of student records. Revisions to the policy reflect updates in the federal and state laws. In accordance with School Board Policy 1001, the Student Records: Confidentiality and Family Educational Rights policy was first reviewed at the March 31, 2015 School Board Workshop. Revisions to said policy were made in accordance with Board input and again reviewed at the May 26, 2015 School Board Workshop. This policy was advertised on June 21, 2015. At the July 28, 2015 School Board meeting, the phrase "biological and/or adoptive" was approved to replace the word "natural" to describe "parent" where applicable. This policy was advertised again on August 2, 2015.

 

Compliance with this policy will not have an economic impact on The School Board of Broward County, Florida.

FF-1. Agreement between The Florida Department of Health-Broward and The School Board of Broward County, Florida (Supporting Docs)

 

Approve the agreement between The Florida Department of Health-Broward and The School Board of Broward County, Florida.

 

The Full Service and Basic School Health Services funds are allocated to The Florida Department of Health-Broward (FDOH-Broward) by the State legislature each year to provide health services to students and families.

This agreement has been reviewed and approved as to form and legal content by the Office of the General Counsel.

 

This agreement will be executed by The Florida Department of Health-Broward after School Board approval.

 

There is a positive impact to the District of $60,000.00; however, there may be a financial impact for unmet deliverables. These deliverables were always required by the State and have been met with the FDOH-Broward; therefore, this will not be a hardship to the District.

 

FF-2. Agreement with Discovery Education for STEM Transformation of Park Ridge Elementary School (Supporting Docs)

 

Approve the new agreement with Discovery Education to provide digital curriculum and professional development services for the transformation of Park Ridge Elementary to a STEM school.

 

The attached agreement between Discovery Education, Inc. (Discovery) and The School Board of Broward County, Florida will provide access to a digital STEM curriculum (TechBook) and professional development to The School Board of Broward County, Florida. Discovery Education STEMformation is a research-based, three-year system of professional learning and leadership designed to build a sustainable culture of standards-based STEM teaching and learning that transforms instruction and prepares our students to be successful globally competitive citizens. The STEMformation cultural change movement is designed to build a strong foundation of STEM instruction that is transferred to all educators in a school through learning-lab environments and sustained through ongoing, customized, job-embedded support.

The financial impact is $456,000 for professional learning and $12,933 for Discovery Education Elementary Science TechBook, a total of $468,933 for the three years of the program. Funding is provided by the General Budget through SSOS funds and Title 1 funds ($12,933).

The Broward Metropolitan Planning Organization (MPO) serves to influence the expenditure of federal and state funds to provide a regional transportation system than ensures a safe and efficient mobility of people and goods, optimizes transportation opportunities and enhances our community's environmental and economic wellbeing.
